The Board of Parole Hearings (BPH)

Attorney Employment


The Board of Parole Hearings (BPH) is seeking attorneys to represent inmates and parolees for the following types of hearings:

  • Parole suitability hearings for inmates serving life sentences
  • Mentally Disordered Offenders (MDO)
  • Civil Addict Hearings

Assignments are at Atascadero State Hospital, correctional facilities and county jails throughout the state. Attorneys representing inmates at life parole consideration hearings are reimbursed at the rate of $50.00 per hour. All other attorneys are reimbursed at a rate of $30 per hour. Available assignments vary from one area to another.

Applications for the two hearing types are available online: application for lifer hearings and application for MDO hearings. BPH invoice forms to bill for services are available here for lifer attorneys and MDO/civil addict attorneys. In addition, BPH-appointed attorneys must complete training. IF YOU ARE WORKING WITH THE BPH FOR THE FIRST TIME AS AN ATTORNEY, you must also submit a Payee Data Form and a Vendor Master Record Form so that you can be paid. Attorneys already on record with the BPH need not submit these forms.

California Parole Advocacy Program

In keeping with the Valdivia v Schwarzenegger decision of the U.S. Federal District Court, the BPH, through the McGeorge School of Law, Institute for Administrative Justice, is seeking attorneys to provide representation to inmates in parole revocation proceedings. Application should be made directly to the McGeorge School of Law at paroleprogram@pacific.edu.

Interpreter Employment


Foreign Language Interpreters

The Board of Parole Hearings is seeking interpreters to assist inmates and parolees for all hearings conducted by BPH. Assignments are at correctional facilities and county jails throughout the state. Interpreter services are reimbursed at a rate of $282.23 per full day services for certified and/or certified and registered interpreters and $175.00 per full day services for non-certified and non registered interpreters. The rate for half day services for certified and/or certified and registered interpreters is $156.56 and for non-certified and non-registered interpreters is $92.00. Available assignments vary from one area to another. A premium above the daily rate, mileage reimbursement and/or a cancellation fee may be provided under unusual circumstances. Mileage will be reimbursed when the interpreter travels 60 miles or more roundtrip AND travels outside the county of his or her place of business (address used for tax purposes). The rate of reimbursement is linked to the state rate (currently $0.51 cents per mile).

Sign Language Interpreters (SLI)

The Board of Parole Hearings is also seeking qualified Sign Language Interpreters (SLI) to provide services for all hearings conducted by the BPH. Each individual interpreter/agency currently approved to provide SLI services will be reviewed to verify that they are certified SLIs with the Registry of Interpreters for the Deaf (RID). The individual interpreter/agency will be asked to provide proof of certification. For SLI interpreter services agencies, this means proof of certification of all subcontractors who may be used to provide SLI services. Proof of verification of certification must be provided with the application and will remain on file with the BPH. SLI must also provide proof of the certification at the time of the hearing.

BPH invoice forms to bill for service are available here for interpreters.
