Background
At its September 9, 2010 meeting, the Corrections Standards Authority Board authorized Facilities Standards and Operations Division staff to begin the biennial review and revision of the Minimum Standards for Local Adult Detention Facilities contained in Titles 15 and 24, California Code of Regulations (CCR), pursuant to Penal Code 6030.
The Board directed staff to convene an Executive Steering Committee (ESC) comprised of stakeholders to direct the process and ultimately present recommendations to the CSA Board for any proposed revisions to the minimum standards. Board Member John Ingrassia of the San Diego Sheriff’s Department was appointed Chair of the ESC, which met on February 22, 2011.
Following ESC directions, five (5) separate workgroups, comprised of local corrections personnel and associated stakeholders (healthcare staff, mental health staff, programs staff, nutritional staff, State Fire Marshal representatives, etc.) met during April 26-May 6, 2011 to discuss each regulation section and develop proposed changes, where appropriate. The Chairs of each workgroup presented their group’s proposed revisions to the ESC at the June 30th, 2011 meeting.
After the ESC's approval of proposed regulations the CSA Board approved the final proposed revisions at its July 14, 2011 meeting.
