The California Department of Corrections and Rehabilitation (CDCR), in partnership with the federal Plata Receiver, is responsible for health care services to all inmate patients.  Mental Health and Dental services are provided by the CDCR’s Division of Correctional Health Care Services (DCHCS) while medical care is provided by the federally appointed Receiver.  DCHCS and the Receiver have worked collaboratively to provide quality, cost-effective health care services for inmate-patients, and DCHCS is committed to providing quality care to inmate-patients.

Message from the Acting Director of the
Division of Correctional Health Care Services

Welcome to CDCR’s DCHCS website.  Experienced and dedicated staff provide quality medical, mental health, and dental services to all inmate-patients in the State’s adult correctional system.  With the support of the Secretary of CDCR, we have gained new momentum in resolving Coleman v. Brown (mental health) and Perez v. Brown (dental) class action lawsuits.  We have collaborated with the Legislature, the Receiver, the courts, our staff and their bargaining units, and other key stakeholders to provide treatment in a fiscally responsible way.

While medical care is within the Receiver’s jurisdiction, we have partnered with his team to assure integration of care and to maximize our joint resources.  This partnership has allowed us to develop a joint bed and treatment space plan that maximizes the physical plant and human resources needed to provide quality care.  While we have made great progress in improving access and delivery of care, there is much yet to be done.  We will continue to work with all of our stakeholders to ensure everyone’s voice is heard and that our inmate-patients’ needs are met.

Diana Toche, Director (A),
Division of Correctional Health Care Services.
