The State of California (State), Department of Corrections and Rehabilitation (CDCR) has accepted submittals for proposed location(s) for buildings and/or sites which may be developed to provide residential facilities for female adult offenders.
CDCR anticipates leasing multiple residential facilities statewide. Locations are identified by the demographic numbers (sample attached) of offender population and the counties from which they were committed. After the sites have been accepted by CDCR, a Request for Proposal (RFP) will be issued and developers who have acceptable sites may compete in the RFP process for these facility leases. Leases are anticipated to be 20-year firm term, with a required purchase option.
Funding for the program and project authorization is still pending final appropriation and approval. In responding to this advertisement, developers acknowledge that there is no certainty such authority can be obtained or that the budget will be approved for the proposed residential facilities. Developers are advised that all preliminary expenses are solely the responsibility of the Developer. In addition, the Developer acknowledges that acceptance of a site does not create a contractual obligation or any form of liability on the part of CDCR and/or the State.

- Project map; include delineated project location and identified with, county, city, site address (block/parcel number if no address) and major cross streets (include aerial photo if available).
- Written description of the property history, current use and zoning. If submittal is an existing structure, further define building(s) with year built, square footage, building footprint, existing parking, interior and exterior pictures.
- Parcel size.
- Current zoning and entitlements that will be applicable for the State’s occupancy.
- Proposed facility size (75-, 100-, or 200-beds).
- *A preliminary title report (less than 6 months old).

- Local services available (nearest hospital, medical services, college, transportation, other public services, etc.).
- Information regarding any initial contact soliciting community support, including any local endorsements.
- Surrounding neighborhood uses (businesses, stores, warehousing, parks, schools, open land, etc.).
- Distance from local law enforcement ( jail, Police, Sheriff’s Department).
The potential sites/buildings (called Female Rehabilitative Community Correctional Centers) will be used to provide housing/treatment for non serious, non violent female offenders. The facilities will range in size from 75-, 100- and 200-beds. It is anticipated (pending budgetary authorization and funding) that occupancy for the facilities will be structured in two phases, Phase I - 1,200 beds, ten or more facilities, depending on capacity, beginning March – June 2009, and Phase II - 725 beds the following fiscal year. These facilities will be located in various counties throughout California.
The locations of the lease facilities will be within 25 miles of a population center of 50,000 or more. The female offender will be housed in the county/community from which she was committed and to which she will be returning to upon parole. The attached map provides 12 geographic areas and eligible female offender population for the area.
CDCR will review all properties submitted and select sites based on needs of the State. Once the properties are evaluated, a workshop will be held with the potential Developers to review the RFP. Subsequent to that workshop, the RFP will be issued. Proposals will be submitted and evaluated. The actual design specifications will be contained in the RFP. Attached are Facility Guidelines which contain general requirements. Once a lease is negotiated, a separate RFP will be issued to obtain a service provider for the program. The program will include substance abuse treatment and education, skill building, medical, dental, mental health services, recreational activities, relapse prevention, sober living skills, community linkages, job readiness, and continuing care planning.
Submissions were due on February 20, 2008. The submission deadline has passed. Sites which are submitted after 2:00 pm PST February 20, 2008, will not be accepted. Site submission and approval is mandatory to participate in the full RFP process. The State is currently reviewing all submittals that were received. Please continue to check this website for additional information regarding the program and the current status involving the site selection process.
Individuals/companies submitting sites and the State acknowledge that this request for site submission is not a lease and that it is intended as a basis for the preparation of an RFP by the State. Any subsequent lease shall be subject to Lessor and the State’s approval and only a fully executed lease shall constitute a lease for the premises.
