Division of Reentry and Recidivism Reduction (DORR)

PIA Construction Trade Program PhotoThe Division of Reentry and Recidivism Reduction (DORR), created in 2006, contributes to public safety by providing the CDCR with the development of a Master Plan for Re-entry. The Division provides project management staff resources to each new Adult Programs initiative, ensuring CDCR is on track with each funded project’s implementation. DORR oversees the evaluation by an external panel of experts of all adult prison and parole programs designed to reduce recidivism and will ensure that the most mature, tested concepts and innovations are implemented.

DORR is the single CDCR entity responsible for working with local law enforcement and city/county elected officials in the siting of secure reentry facilities throughout California. These partnerships between CDCR and Cities or Counties will support inmates nearing their release date, and returning parolees with improved programs, services and supervision. Key elements of the secure reentry facilities will include 1) improved offender risk and needs assessments; 2) improved case management; 3) improving wrap around services for the offender; 4) a continuity of support between custody and parole; and 5) improving collaborative partnerships between corrections, law enforcement and local community service providers. 

About DORR Services and Programs:

Secure Reentry Facilities under the Parole Reentry Partnership Initiative (PRPI) are planned to be no larger than 500-bed, secure facilities.  The adult offender population endorsed to the facilities will be those nearing their release date who are to be returned to the local community nearest the facility.  The programs and services to be offered to adult offenders in each facility will be developed collaboratively with local government and community participation.

Expert Panel on Recidivism Reduction started with its first meeting in December 2006.  The scope of the panel’s work includes:

Goal 1: To complete comprehensive evaluations of all adult prison and parole programs designed to reduce recidivism, including education, rehabilitation and treatment, and parole programs, for both male and female inmates and parolees. This evaluation shall include an:

  • inventory of existing programs, including program capacity, as well as an assessment of whether each of these programs is likely to have a significant impact on recidivism for those participants.

  • estimate of the number of inmates or parolees not currently participating in these programs who would be likely to benefit from participation.

The Department of Corrections and Rehabilitation shall submit to the chairpersons and vice chairpersons of the committees in both houses of the Legislature that consider the state budget and to the Legislative Analyst’s Office a report detailing the initial findings of the evaluation by June 30, 2007, as well as an estimated plan for completing the evaluations of the programs that were not able to be included in the initial report.

Goal 2:  To design a program model for evidence-based offender rehabilitation that will greatly improve the parole success of California’s adult offenders.

The panel is chaired by the Chief Deputy Secretary, Adult Programs, Marisela Montes, and co-chaired by the Director, Center for Evidence-Based Corrections, University of California, Irvine, Joan Petersilia, Ph.D.. Panel members include in alphabetical order:

Project Management Services, to support implementation of Recidivism Reduction Strategies, is provided by a team of six staff trained in Project Management knowledge, skills and using the tools of professional project management by professional project management consultants.  The purpose is to support a more structured and disciplined approach to planning, initiating, monitoring, controlling, and closing new Recidivism Reduction initiatives within the CDCR.
