Disproportionate Minority Contact (DMC) Technical Assistance, Final Report

In March 2005, DMC activities were bolstered through the board's adoption of recommendations developed by a DMC workgroup made up of subject matter experts. As a result, the CSA implemented the Technical Assistance Project; a 14-month collaborative effort between the National Council on Crime and Delinquency (NCCD) and three volunteer counties to address DMC. Contra Costa, Alameda and Ventura counties participated in this new project and received technical assistance from the expert consultant related to DMC education, stakeholder collaboration, organizational analysis, data collection, and action plan development. These three pilot counties did a tremendous job through their collaborative work with the NCCD in developing a DMC initiative in their communities. Amongst the invaluable information and lessons learned that are reflected in the final report, there is also evidence of the great commitment and leadership shown by each of the pilot counties to reduce DMC in their jurisdictions.

The 14-month project concluded September 2006. The development of this report included assessing information provided in the final progress reports submitted by the three counties, a process evaluation developed by NCCD, and interviews conducted by CSA staff with the Chief Probation Officers in the above named counties. The report includes a discussion of common challenges that confronted the counties participating in this project as well as steps taken by each to address those issues and overall "lessons learned" from this 14-month Technical Assistance project.
