Title V- Community Prevention Program

Program Description

  • The Title V Community Prevention Grants Program was established in 1992. Working from a research-based framework, Title V focuses on reducing risks and enhancing protective factors to prevent youth from entering the juvenile justice system. The Program seeks to address these factors at the earliest appropriate stage in each child's development. The target population is all at-risk children in a given community. Due to funding cuts by Congress, FFY 2003 funds for this program have essentially been eliminated. Fourth year projects currently funded were extended and augmented using FFY 2002 funds.

Eligibility

  • Only a unit of local government is eligible for funding.

Fiscal and Reporting Forms

Instructions for completing the invoice and budget/program modification forms are contained in the form. Holding the cursor over boxes containing a red triangle in the top right corner will reveal the instructions for the box or column. Draft invoices and modifications should be e-mailed to JJ_Grants@bdcorr.ca.gov at least one week prior to the due date. The forms will be reviewed and you will be contacted prior to submitting signed forms to avoid delays in processing. All dollar amounts must be reported in whole numbers, rounding errors will occur if decimals are entered.

Community Prevention Programs

The Title V program is designed to prevent youth from entering the juvenile justice system. The Title V Grants Program encourages communities to perform multi-disciplinary assessments of the risks and protection specific to their communities, and then develop community-wide, collaborative plans to prevent delinquency.

The goal of the Title V Community Prevention Program (CPP) is to reduce delinquency and youth violence by providing children, families, neighborhoods, and institutions with the knowledge, skills and opportunities to foster a healthy and nurturing environment which supports the growth and development of productive and responsible citizens. This is accomplished by providing the targeted areas with the resources to provide direct programs, services and activities in their communities.

The goal of the School Safety Program (SSP) is to provide a safe and secure environment for youth to learn by providing personnel, equipment, and hate crime prevention/intervention services and activities to school sites. The personnel, equipment, services and activities provided should address those factors that impact the safety and security of school sites. The SSP component will fund specific programs, services, personnel and the buying of equipment that will make schools a safer place. The program and services should target middle, high and continuation schools.

Project Description:
The Fremont High School Truancy Reduction and Intervention Program (TRIP) will provide a safe and secure environment for youth to learn by focusing on truancy reduction and crime prevention in the target area. This program builds on the prior three years' efforts that address the root causes of truancy and juvenile delinquency through an integrated educational and social services plan for the targeted area, while providing safety for all students through increased surveillance between Noon and 8 pm daily.

Project Description:
The Crescent Elk School Safety Program involves the hiring and placement of a specially trained sworn police officer to ensure campus safety and prevent juvenile delinquency at Crescent Elk Middle School. The officer will enhance school safety and prevent delinquency on two levels: one that benefits the target population of Elk students; and another that provides services to a target group of 20 students exhibiting risk factors of low educational achievement, truancy and anti-social or violent behavior.

Project Description:
Safe & Secure, Riverdale High, A PLACE TO LEARN is a plan that is designed to increase campus safety by providing additional supervision and educational programs provided by a Sheriff's Deputy during the school day and at school events; exposure to high technology in two-way communication and cellular phones; additional campus supervision beyond brunch and lunch periods; positive alternative activities at lunch and after school activities; and additional canine searches.

Project Description: The main component of the Mountain View Middle School sheriff's Activity League is the implementation of an after school program, planned with input from students, parents, teachers and law enforcement. The program will run from 3pm to 6pm Monday through Friday, and from 10am to 3pm on Saturday. The objectives are 1.To reduce the rate of juvenile incidences with law enforcement in the community. 2. To create an atmosphere of safety at the middle school. 3. To provide students with a safe environment after school.

Project Description: This program will create and maintain activities for youth during after school (2:00-9:00 pm), weekends, and school holidays. Project will facilitate athletics, education and social skill development programs. Police officers will become role models, mentors and friends to the children during all PAL activities. Program will foster trust between youth and police officers, create a safe haven, provide discipline and positive role models, improve quality of life in target area, and reduce rate of juvenile crime and victimization.

Project Description: Lennox Mental Health Delinquency Prevention is a comprehensive, school-based, age and culturally appropriate intensive mental health counseling and treatment referral program--with extensive outreach into the home. The project is designed to meet the critical mental health care needs of medically indigent, emotional fragile, children ages 5-14 who- because of the recent loss of a parent, being victimized by domestic violence, and on-going/potential gang affiliation.

Project Description: ACCESS to Safety and Justice (ASJ) is a customized, cohesive program tailored to the unique needs of two targeted school districts. The Safe School program will augment current staff at the target three high schools. ASJ will coordinate services between the three sites and with other school sites countywide to assure that counseling, conflict resolution, racial tension reduction, cultural diversity, and literacy services, as well as after-school activities and academic and cultural enrichment activities are available.

Project Description: To establish a school resource officer program within the Santa Rosa Police Dept focusing on comprehensive and standardized services to the students, parents, staff of our middle and high schools. This school resource officer will assist in identifying violent and potentially violent students and can refer them to youth service providers. Approximately five middle and five high schools will be involved in the SRO program. The SRO will regularly report to the Santa Rosa City Council and School Board.
