The Energy Commission has just revamped one of its programs as a result of recent emergency legislation signed by the Governor. They are offering energy efficiency project loans with a 3% interest rate. You can download it at the following Web Site:

Loans can be provided for energy efficiency projects in existing and planned facilities. For the latter, the projects must exceed the current energy standard. For instance, if a detention facility plans to install an HVAC unit with a SEER of 13 and the current standard is a SEER of 10, we can provide a loan based on the incremental savings above the standard unit.

Please note, they are providing incentives for early project completion for most types of projects. These incentives range from a 3-15% reduction in the loan principal if your project is operational by the dates indicated. Go to the above web site for more details.

Once they get the application, loan approval can be as quick as 5 days depending on the completeness of the application and technical justification.
