Computerized Literacy Learning Center

The Department of Corrections and Rehabilitation is currently in contract with the Contra Costa County Office of Education (CCOE) to administer a Computerized Literacy Learning Center (CLLC) Program. The CLLC is a computer-assisted instructional program designed to increase the literacy skills of parolees, resulting in increased parolee employability and parolee success.

The CLLC’s goal is to raise the individual’s level of skill a minimum of two levels and/or up to sixth grade level. Forty percent of participating students should achieve this goal. There are twenty-one active Literacy programs at twenty-one sites. Each Literacy Lab’s goal is to provide 800 instructional hours to students per month.

The Program’s computer curriculum focuses on basic proficiency in reading, writing, and computational skills. The CLLC provides an education program that:

  • Identifies the reading level and reading deficits of the parolees enrolled in the program
  • Provides a “users friendly” training methodology
  • Offers participants the opportunity, if appropriate, to progress to a GED
  • Provides life skill training
  • Provides employment competency training

The CLLC is open to all parolees, with no defined exclusionary criteria. The referral process is initiated by the Parole Agent of Record.

According to the California State University San Marcos Evaluation of the California Preventing Parolee Crime Program (PPCP), published in December 2003, CLLC students achieving two learning gain recidivate at a 28.2% lower rate than non-PPCP parolees, making it an effective tool at reducing recidivism.
