Employment Development Department

The Employment Development Department (EDD) provides statewide job search preparation, pre-employment services, job placement and job retention assistance to parolees since 1991. Following completion of the EDD, it is anticipated that parolee participants will become employed at a greater rate, remain employed for longer periods, and return to custody for new crimes and parole violations at a lower rate.The services are provided through an Inter Agency Agreement with the California Department of Corrections and Rehabilitation (CDCR) and EDD.

CDCR Office of Research collected data on EDD parolee participants for the calendar of year 2005.The data reported that as of June 2006, completers of the program were incarcerated at a 17 percent lower rate than that of parolee non-program participates.The EDD Job Specialists are presently assigned to 13 parole offices through out the state with different levels of service at each location.The amount of time that each Job Specialist spends at a location can vary from a full time position (1.0 PY 40 hours a week) to a half time position (.50 PY 20 hours a week).

From July 2007 to December 2007 EDD provided services to 1,697 parolees and placed 937 parolees into full time employment.
