Notice of Change to Department Operations Manual (NCDOM) 2007:


Chapter 1, Article 16

The purpose of this document is to provide all Department Operations Manual (DOM) holders with information regarding the revision to Chapter 1, Article 16, Public Records. This article has been revised to ensure compliance with Executive Order S-03-06, and to provide clearer and more concise language that will allow California Department of Corrections and Rehabilitation employees a better understanding of the policy, goals, and procedures.


NCDOM # 07-02

The purpose of this document is to provide all Department Operations Manual (DOM) holders with information regarding the current Health Care related articles in Chapter 5 being relocated to Chapter 9 - Health Care Services.


NCDOM # 07-03

The purpose of this document is to provide all Department Operations Manual (DOM) holders with information regarding revisions to Chapter 5, Article 11 regarding Administrative Officer-of-the-Day (AOD). Specific modifications were made to delete and/or correct outdated language and to update the duties and responsibilities of the AOD.


NCDOM # 07-04

The purpose of this document is to provide all Department Operations Manual (DOM) holders with information regarding revisions to Chapter 3, Article 14 regarding Internal Affairs Investigations. Specific modifications were made to delete all text in Article 14, formally entitled Employee Misconduct Investigation/Inquiries, and replace the text in its entirety with the updated language which has been written for clarity and easier reference. Additionally, this document announces the revision to CDCR Form 2140 (Rev. 01/07), Internal Affairs Allegation Log, to be used in conjunction with processes contained in Article 14.


NCDOM # 07-05

The purpose of this document is to provide all Department Operations Manual (DOM) holders with information regarding changes to Chapter 9, which include the relocation of Health Care articles from Chapter 5.


NCDOM # 07-06

The purpose of this document is to provide all Department Operations Manual (DOM) holders with information regarding the new DOM Chapter 10 - Adult Programs, and the relocation of various articles to the new chapter.


NCDOM # 07-07

The purpose of this document is to provide all Department Operations Manual (DOM) holders with information regarding revisions, for correction purposes, changing the text reference "Psychiatric Management Unit (PMU)" to now read "Psychiatric Services Unit (PSU)".


NCDOM # 07-08

The purpose of this document is to provide all Department Operations Manual (DOM) holders with information regarding the revision of DOM Chapter 3, Article 21, Uniforms. Specifically the deletion of Sections 33020.16 through 33020.16.8, Protective Vests, and replacement of the text in its entirety with updated language that has been rewritten for clarity and easier reference. In addition, this NCDOM announces the creation of California Department of Corrections and Rehabilitation (CDCR) Form 2155, CDCR or Personal Protective Vest Issuance Acknowledgement Form, and CDCR Form 2154, CDCR Protective Vest Inspection Form.

NCDOM # 07-09

The purpose of this document is to provide all Department Operations Manual (DOM) holders with information regarding the creation of DOM Chapter 5, Article 25, Inmate Indecent Exposure and Sexual Disorderly Conduct Management and the creation of the attached CDCR Form 2152, Employee Report of Inmate Sexual Misconduct.


NCDOM # 07-10

The purpose of this document is to provide all Department Operations Manual (DOM) holders with information regarding revisions to DOM Chapter 5, Article 43, Inmate Property - Authorized Personal Property Schedule (APPS).


NCDOM # 07-11

The purpose of this document is to ensure compliance with Assembly Bill 205, which amends the Family Code to include Section 297.5(a) that gives Registered Domestic Partners the same rights, protections and benefits that are granted to spouses. These revisions are incorporated into the Department Operations Manual (DOM) in Chapters 1, 5, 6, 7, 8, 9 and 10.
