Institutional Television Services (ITVS)

Television programming is provided to inmates at all CDCR institutions. Each institution has a Television Specialist and Television Communication Center that produces, schedules, and delivers a mixture of television network programming, movies, and a compliment of rehabilitation television programs. ITVS interactive television programming also supports a variety of educational programming from basic literacy to GED preparation courses, as well as pre-recorded college courses.

Infrastructure improvement through Internet Protocol Television Integration (IPTV) is underway. It will provide central streaming, centralized programming content, improved delivery of content, create the ability to add channel capacity, provide television transmissions to all institutions, increase the number of areas served in the institutions, update the technology and improve the reliability of Institutional Programming.

All institutions have a Television Specialist on staff and a Television Communication Center capable of producing multi-channel television programming. Improvements for institutions that have limited reach to all facilities is underway through IPTV.


In general, television channels and prison programming are accessible at all times to an inmate’s personal television set in his/her cell and in the day rooms within housing units. Viewing hours established may vary by institution. Specific rehabilitative programming and educational/college courses will have specific scheduling hours.


Eligibility is dependent on an inmate’s programming status and needs.
