On June 30, 2001, the California Department of the Youth Authority (CYA) had 11,449 youths under its jurisdiction - a seven percent decrease from 12,317 youths on June 30, 2000. The number of youths in institutions decreased by eight percent from 7,547 to 6,978, while the number of parolees decreased during the same time period by six percent, from 4,792 to 4,494.
During fiscal year 2000-01, a total of 1,774 youths were newly admitted to CYA institutions, 1,676 from the juvenile courts and 98 from the criminal courts. Of the criminal court commitments, 22 were direct were direct commitments to the CYA and 76 were commitments to the California Department of Corrections (CDC), sent to the CYA to serve their sentences.
Juvenile court commitments in 2000-01 decreased by 12 percent over 1999-2000 commitments, while criminal court commitments (including the CDC cases) decreased by 22 percent. Direct criminal court commitments (no CDC cases) decreased by 42 percent.
As a result of parole revocation 1,044 parolees were returned to CYA institutions. This is a three-percent decrease from 1999-2000, when 1,075 parole violators were returned.
Direct releases to CYA parole from institutions showed a decrease of two percent, from 2,533 in 1999-2000 to 2,471 in 2000-01.
The average length of stay in CYA institutions was 28.6 months for males paroled in 2000-01, more than a one month increase over the 1999-2000 stay of 27.4 months. The length of stay for females paroled in 2000-01 was 25.4 months, up from 24.6 months in 1999-2000.
The average amount of time spent on parole for those leaving parole during 2000-01 was 20.7 months, a slight increase from 20.5 months in 1999-2000.
