Male/Female Differences (Figure 3)

  • Felony-level juvenile arrest rates have dropped nearly in half in California during the last 11 years (Figure 3), This drop in arrest rates has been almost entirely for males. Female felony arrest rates have been lower, but stable over this period.

Types of Offenses (Figures 4 - 6)

  • The changes in felony arrest rates has been accounted for almost entirely by changes in property offense rates (Figure 4). Property offense rates have declined since 1975, rising slightly around 1990. Property arrest rates have dropped in half over the decade of the 90s.

  • Rates for felony violent offenses rose during the early 90s, remained relatively stable until 1995 and have since dropped off to pre-1990 levels (Figure 4).

  • Over the last ten years, specific violent offense rates have also dropped, with the exception of assault, which has dropped only slightly (Figures 5 & 6). Rates for Homicide and Rape have dropped dramatically over the 1990s, reaching rates that are half (rape) and one-quarter (homicide) what they were in 1991.
