YOPB Categories and Sliding Scale (Table 1 and Figure 10)

  • Sliding Scale Fees were introduced in 1997 to encourage counties to find alternatives to CYA commitment for "non-violent" offenders. Under this program, counties pay a flat fee of $150 per month for all commitments in YOPB Categories 1 - 4. Included here are most violent offenses involving "substantial injury" and offenses committed while armed. For other offenders, counties pay 50%, 75% or 100% or the 1997 per capita cost of CYA housing.

    • Category 5 offenses include ADW, Battery (with injury), Grand Theft Person, Burglary 1st and some Arson
    • Category 6 offenses include Concealable Firearms, Burglary 2nd, some Arson and all other felonies
    • Category 7 offenses include all other offenses (misdemeanors, primarily)

  • The number of wards entering the YA in different YOPB Categories 1995 - 2000 have been decreasing for most
    categories of offenders, but the decline is most noticeable for Category 1 and 4 offenders (Table 1). Category 5 is
    the most common category, taking the lead from category 4 for the first time in 2000.

    • As a percent of 1995 levels (Figure 10)
    • Cat 1 & 4 have shown steep, steady declines
    • Cat 2 & 3 have been erratic, with slight declines overall
    • Cat 5 - 7 dropped off in 1997, but stabilized or increased since then.
