Secure Community Reentry Facilities Request for Interest Package

The State of California (State), Department of Corrections and Rehabilitation (CDCR), invites you to submit proposed location(s) for sites which may be developed to provide Secure Community Reentry Facilities (SCRFs).  The enclosed Request for Interest (RFI) invites counties, municipalities, and private parties to participate in this opportunity to site and private parties to construct SCRFs, subject to an invitation by local government (county or county and municipality) and full entitlements.  In order to respond to this RFI, interested parties are required to provide a site assessment in accordance with the site comparison matrix that you will find as an attachment to the RFI, and address environmental concerns that you will also find as an attachment to RFI.  Once CDCR receives, reviews, and prioritizes the responses to the RFI, the Department will determine whether or not to proceed with developing a formal request for proposals for the purpose of negotiating with the property owner or their representative.  Costs and terms are only estimates at this time.

Developers are advised that all preliminary expenses are solely the responsibility of the Developer.  In addition, the Developer acknowledges that acceptance of a site does not create a contractual obligation or any form of liability on the part of CDCR and/or the State.
