The Advanced Learning Institute and Employee Development Programs (ALI-EDP) provides professional development courses and program opportunities to all staff levels at CDCR. See our workforce and leadership development opportunities below.



Upward Mobility Program
Program for permanent employees in specific entry-level classifications to prepare for advancement.

Succession Management Program
Program to develop executive leaders for potential promotions.


Lean White Belt

As a result of improvement initiatives established by former Governor Jerry Brown in January 2015, CDCR, CCHCS and the California Government Operations Agency (Gov Ops) partnered to bring Lean training and tools to the Department. This course brings basic process improvement techniques, skills and tools to CDCR staff.

Motivational Interviewing

This course consists of a one-day session for Motivational Interviewing 1 and a three-day session for Motivational Interviewing 2 and is presently offered to Correctional Counselors. By developing motivational interviewing skills, participants will add to their existing knowledge and expertise in supporting offenders through the rehabilitative process.

Sergeant and Lieutenant Academies

These week-long courses deliver a wide range of training specifically tailored for Correctional Sergeants and Lieutenants in CDCR. Information is presented in an environment conducive to learning, participation, and interaction. Training is delivered based on core competencies, statutory requirements, and departmental mandates.

Basic and Advanced Supervision

All first line supervisors must complete the Basic Supervision training within the first year following appointment. The current Basic Supervision training curriculum is being reviewed for modifications and improvements, with revised lessons set for delivery early in fiscal year 2019/20. The current curriculum will continue to be available to first-line supervisors as review of the curriculum is performed.

All second-line and third-line supervisors must complete the Advanced Supervision training within the first year following appointment. This training is conducted in partnership with Humboldt State University's College of Continuing Education.

Leadership and Executive Training

The following programs offered by ALI-EDP meet Government Code 19995.4 (c,d,e) and are available to supervisors, managers, and executives as indicated below:

First-Line Supervisors

Leadership 101, Ethical Decision Making, and The 6 Critical Practices for Leading a Team.

Supervisors and Managers

The 4 Essential Roles of Leadership.

Managers and Executives

The Executive Leadership Institute and the Executive Leadership Development Program.
