Task Statements:

1. Establish programs to maintain safety/security and prepare youth for successful re-integration into the community utilizing treatment, discipline, assignment, recreation, and education of youth, in accordance with governmental codes and regulations.

2. Supervise programs to maintain safety/security and prepare youth for successful re-integration into the community utilizing treatment, discipline, assignment, recreation, and education of youth, in accordance with governmental codes and regulations.

3. Supervise staff in the performance of their daily duties to effectively provide treatment utilizing written/verbal communication, training, and progressive discipline, in accordance with governmental codes and regulations.

4. Participate on the facility’s management team to collaborate and ensure operational efficiency among inter-disciplinary sections utilizing effective communication and interpersonal skills, in accordance with governmental codes and regulations.

5. Develop operational policies and procedures to provide treatment, training, custody and discipline to youth utilizing trends, principles and techniques of the development of treatment programs, in accordance with governmental codes and regulations.

6. Serve as a chairperson on the Juvenile Justice Administrative Committee (JJAC) to assess and properly place youth in programs utilizing the California Youth Assessment and Screening Instrument (CA-YASI), Youth Integrated Re-entry Assessment, Youth Integrated Re-Entry Plan, and youth history, in accordance with governmental codes and regulations.

7. Conduct inquiries and respond to grievances and Disciplinary-Decision Making System (DDMS) appeals to ensure youth constitutional rights and privileges are maintained/protected utilizing due process, in accordance with governmental codes and regulations.

8. Monitor treatment programs and operational systems to maintain integrity and protection of due process utilizing youth databases and monthly/quarterly audits, in accordance with governmental codes and regulations.

9. Review decisions made by other staff for the protection of due process for youth utilizing investigations, fact finding reports, disposition committee report, etc., in accordance with governmental codes and regulations.

10. Make decisions/recommendations on difficult treatment and custodial problems to ensure proper placement and treatment of youth utilizing re-entry plan, re-assessment of CA-YASI, and periodic review of the youth risk/needs assessment, in accordance with governmental codes and regulations.

11. Audit post assignment schedules and proper staff coverage to maintain budget and utilizing departmental policies/procedures and Memorandum of Understanding (MOU), in accordance with governmental codes and regulations.

12. Supervise staff to maintain effective programs/services and required job work performance utilizing training needs assessments, performance evaluations, and progressive discipline guidelines, in accordance with governmental codes and regulations.

13. Oversee staff attendance and work schedules to produce an effective workforce and maintain positive morale utilizing reports, meetings, assignments, and the MOUs, in accordance with governmental codes and regulations.

14. Promote cooperative working relationships among internal and external stakeholders for successful custody and treatment of youth utilizing volunteers, effective communication, meetings, and interpersonal skills, in accordance with governmental codes and regulations.

15. Monitor staff and youth involved in various programs to provide opportunities for rehabilitation and restorative justice for youth utilizing Behavior Management System (BMS), intervention groups, employment/vocational programs, education, camps, etc., in accordance with governmental codes and regulations.

16. Prepare written documents, analysis, and proposals to provide information to institutional committees, local management, and Division of Juvenile Justice Headquarters utilizing software programs, databases, correspondence and reports, as needed.

17. Support facility operations to maintain healthy, safe, secure and sanitary living conditions utilizing safety meetings, reports, audits, and proper use of equipment/tools, in accordance with governmental codes and regulations.

18. Manage fiscal resources for efficient program operations and to work within budgetary constraints utilizing records, reports, and audits, in accordance with governmental codes and regulations.

19. Perform the duties of the Assistant Superintendent and/or Superintendent in his/her absence to maintain continuity of facility operations, programs and ensure safety/security during emergency situations utilizing effective communication and adhering to the emergency preparedness plan, as required.

20. Recommend the establishment and revision of policies to maintain evidence based principles and trends utilizing the Integrated Behavior Treatment Model (IBTM), audits, and reports, in accordance with governmental codes and regulations.

21. Maintain program standards and monitoring criteria to consistently deliver treatment services to youth utilizing the IBTM mandates, intervention groups, case reports, BMS, and staff training, in accordance with governmental codes and regulations.

22. Act as a liaison with other departments and outside stakeholders to communicate information and coordinate efforts/services utilizing effective communication, meetings, and shared resources, in accordance with governmental codes and regulations.

23. Represent the Department as a subject matter expert in legal proceedings, legislative hearings, negotiations, conferences and/or task forces to obtain and report information utilizing effective communication, meetings, and shared resources, in accordance with governmental codes and regulations.

24. Establish expectations and awareness to ensure programs work collaboratively to develop program goals, transition plans, and incentives for rehabilitative change utilizing effective communication, meetings, and shared resources, in accordance with governmental codes and regulations.

25. Schedule mandated and on-going training to staff promoting a rehabilitative environment consistent with IBTM utilizing intervention groups, re-entry planning, BMS, Program Service Day (PSD), etc., in accordance with governmental codes and regulations.

26. Participate in the Progressive Discipline process to correct/improve employee performance/behavior utilizing effective communication skills, training, performance evaluations, etc., in accordance with governmental codes and regulations.

27. Implement departmental policies/procedures to comply with legislation and the constitutional rights of youth utilizing effective communication and leadership skills, in accordance with governmental codes and regulations.

28. Recommend solutions related to youth and staff issues to ensure productive operations and outcomes utilizing effective communication and problem solving skills, in accordance with governmental codes and regulations.

29. Participate in the hiring process of staff to maintain adequate staffing levels and qualified employees utilizing certification lists, Out-of-Class (OOC), training and development assignments, etc., in accordance with governmental codes and regulations.

30. Promote the Department’s Equal Employment Opportunity (EEO) program to maintain an environment free of discrimination and harassment utilizing effective supervision, communication, mandated training, and staff meetings, in accordance with governmental codes and regulations.

31. Address stressful situations to promote an effective and cooperative work environment utilizing motivational interviewing techniques, Peer Support, Employee Assistant Program, and Wellness Program, in accordance with governmental codes and regulations.
