skills, research skills,\nappropriate training, laws, regulations and Departmental policies and\npractices, as needed. <\/p>\n\n\n\n<p>2.\n&nbsp;Advise staff to ensure communication\nwith departmental management is consistent with policy to protect the legal\ninterest of the Department utilizing communication skills, research skills,\nappropriate training, laws, regulations and Departmental policies and\npractices, as needed. <\/p>\n\n\n\n<p>3.\n&nbsp;Act as legal advisor to departmental\nmanagement to provide analysis of the legal risks arising from an event or\nsituation and make recommendations for appropriate actions utilizing\ncommunication skills, research skills, appropriate training, laws, regulations\nand Departmental policies and practices, as needed. <\/p>\n\n\n\n<p>4.\n&nbsp;Prepare legal opinions for departmental\nmanagement to provide analysis of the legal risks presented by an event or\nsituation and make recommendations for appropriate actions utilizing\ncommunication skills, research skills, laws, regulations, Departmental policies\nand practices, as needed.<\/p>\n\n\n\n<p>&nbsp;5. &nbsp;Prepare\nlegislative proposals to present the Department\u2019s position before the\nlegislature utilizing communication skills, research skills, negotiation\nskills, appropriate training, laws, regulations and Departmental policies <\/p>\n\n\n\n<p>8.\n&nbsp;Provide advice and recommendations to\ndepartmental management in the development and implementation of Department\npolicy and procedures utilizing communication skills, appropriate training,\nlaws, regulations and Departmental policies and practices, as needed. <\/p>\n\n\n\n<p>9.\n&nbsp;Make presentations on selected legal\nissues before administrative and legislative bodies to disseminate information\nabout Departmental programs, policies and practices utilizing communication\nskills, laws, regulations and Departmental policies and practices, as needed. <\/p>\n\n\n\n<p>10.\n&nbsp;Review and evaluate subordinate staffs\u2019\nwork to ensure high-quality work in compliance with the Departmental Operations\nManual (DOM), Bargaining Unit Agreement using appropriate training, managerial\nskills, and interpersonal skills, as needed. <\/p>\n\n\n\n<p>11.\n&nbsp;Evaluate staff through probationary\nreports, Individual Development Plans, and training to maintain the quantity\nand quality of the work produced utilizing the DOM, Bargaining Unit Agreement,\nappropriate training, managerial skills, and interpersonal skills, as needed. <\/p>\n\n\n\n<p>12.\n&nbsp;Carry out other managerial duties\nincluding administrative functions (e.g., authorizing travel claims, time off\nrequests, timesheets, etc.) to maintain accurate records utilizing the DOM,\nBargaining Unit Agreement, rules, laws, regulations, legal practices and\nDepartmental policies and practices, as needed. <\/p>\n\n\n\n<p>13.\n&nbsp;Serve as a Subject Matter Expert (SME)\nin the development of civil service examinations for legal positions in order\nto verify examinations are job-related by utilizing personal knowledge, State\nPersonnel Board (SPB) policies\/procedures, and job analysis, as needed. <\/p>\n\n\n\n<p>14.\n&nbsp;Participate in the hiring process to\nfill vacancies with highly qualified staff following personnel policies and\npractices and Equal Employment Opportunity (EEO) policy, as needed. <\/p>\n\n\n\n<p>15.\n&nbsp;Manage a legal team efficiently and\neffectively to ensure that work completed is properly prioritized and high\nquality by utilizing interpersonal skills, relevant training, laws, regulations\nand Departmental policies and practices, as needed. <\/p>\n\n\n\n<p>16.\n&nbsp;Forecast workload and resource needs for\nyour legal team to improve the quality and timeliness of legal services\nutilizing knowledge of departmental policies, as needed. <\/p>\n\n\n\n<p>17.\n&nbsp;Balance priorities, staff, and resources\nto maximize the productivity and effectiveness of your legal team using\nschedules and other management tools to meet internal and external deadlines,\nas needed. <\/p>\n\n\n\n<p>18.\n&nbsp;Facilitate the resolution of conflicting\ndepartmental priorities by utilizing judgment and experience to ensure\ncommitments and services are met, as needed. <\/p>\n\n\n\n<p>19.\n&nbsp;Communicate Department goals and\npriorities to assigned attorneys so that the Department\u2019s objectives are met\nusing staff meetings, emails, etc., as needed. <\/p>\n\n\n\n<p>20.\n&nbsp;Apprise Office of Legal Affairs (OLA)\nmanagement of the status and progress of cases and assignments in order to\naddress issues that are important to Department stakeholders using written\nreports, emails, telephone, meetings, etc., as needed. <\/p>\n\n\n\n<p>21.\n&nbsp;Review and analyze proposed regulations\nand accompanying rulemaking documents to provide sound legal advice to\ndepartmental management utilizing communication skills, research skills,\nnegotiation skills, appropriate training, laws, regulations and Departmental\npolicies and practices, as needed. <\/p>\n\n\n\n<p>22.\n&nbsp;Confer with attorneys from other\ndepartments to resolve legal issues utilizing communication skills, research\nskills, appropriate training, laws, regulations and Departmental policies and\npractices, as needed. <\/p>\n\n\n\n<p>23.\n&nbsp;Act as the Chief Counsel, Chief Deputy\nGeneral Counsel or General Counsel at their direction to ensure operational\nneeds are met using administrative and personnel management skills, as needed. <\/p>\n\n\n\n<p>24.\n&nbsp;Perform assignments independently to\ndeliver sound legal advice using a high
