classification may perform some or all\nof these tasks. <\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><em>Task Statements: <\/em><\/strong><\/h3>\n\n\n\n<p>1. &nbsp;Analyze capital outlay, deferred maintenance,\nand\/or special repair requests to ensure compliance with departmental\nstandards, the strategic plan, and local policies, etc. in order to provide\nrecommendations to management using departmental design guidelines and\noperations manuals, as required. <\/p>\n\n\n\n<p>2. &nbsp;Prioritize capital outlay, deferred\nmaintenance, and\/or special repair requests based upon criticality and\nmission\/program needs to ensure compliance with departmental standards, the strategic\nplan, local policies, etc. using departmental design guidelines, operations\nmanuals, compliance orders and mandates etc., as required. <\/p>\n\n\n\n<p>3. &nbsp;Conduct further analysis of capital outlay,\ndeferred maintenance, and\/or special repair requests considering\nmission\/program needs to provide additional information to management using\nstudies, compliance orders and mandates, on a regular basis. <\/p>\n\n\n\n<p>4. &nbsp;Prepare capital outlay, deferred maintenance,\nand\/or special repair requests to ensure compliance with departmental\nstandards, the strategic plan, local policies, etc. using departmental design\nguidelines, studies, operations manuals, compliance orders, and proposed\nregulatory policy changes, as required. <\/p>\n\n\n\n<p>5. &nbsp;Prepare capital outlay, deferred maintenance,\nand\/or special repair requests to develop design and specifications and\nensuring compliance with departmental standards and policies using applicable\ncodes, departmental design guidelines, studies, operations manuals, compliance\norders, and proposed regulatory policy changes etc., as required. <\/p>\n\n\n\n<p>6. &nbsp;Conduct investigations on physical plant and\ninfrastructure issues (space needs, water quality, utility\ncapacity\/availability, environmental and regulatory requirements, etc.) to make\nrecommendations to management or to ensure compliance with environmental,\nregulatory agency, and departmental standards using California Building Code\n(CBC), departmental design guidelines, studies, court mandates, operations\nmanuals, compliance orders, and proposed regulatory policy changes, etc., as\nnecessary. <\/p>\n\n\n\n<p>7. &nbsp;Conduct statewide surveys on physical plant\nand infrastructure conditions and issues to improve overall facility condition\nand meet regulatory compliance using architectural\/engineering designs\/studies,\ndepartmental design guidelines, industry standards, court mandates, operations\nmanuals, compliance orders and proposed regulatory policy changes, etc., as\nrequired. <\/p>\n\n\n\n<p>8. &nbsp;Analyze in-house construction project requests\nto provide recommendations to programs and institution management and ensure\ncompliance with CBC, Office of the State Fire Marshal (OSFM) requirements, and\nFederal regulations (e.g. Americans with Disabilities Act [ADA]), using\ndepartmental space standards, departmental design guidelines,\narchitectural\/engineering design recommendations, operations manuals, etc., as\nrequired. <\/p>\n\n\n\n<p>9. &nbsp;Prepare in-house construction project requests\nfor submission to management to meet compliance with court mandates, CBC, OSFM,\nFederal regulations, departmental standards etc., using construction cost\nestimating tools, departmental space standards, architectural\/engineering\ndesign recommendations, departmental design guidelines, operations manuals,\netc., as mandated. <\/p>\n\n\n\n<p>10. &nbsp;Gather and analyze data to prepare\nrecommendations to management regarding architectural and construction\nstandards for projects relating to utilization, size, type and costs of\nstructures, using construction cost estimating tools, departmental space\nstandards, architectural\/engineering designs\/studies, State Administrative Manual\n(SAM), departmental design guidelines, operations manuals, etc. in relation to\nthe functional and operational needs of the department\u2019s missions\/programs, as\nrequired. <\/p>\n\n\n\n<p>11. &nbsp;Analyze and prepare reports for management\nrelative to priority and\/or acceptability for inclusion in the department\u2019s\nFive-Year infrastructure plan, the Governor\u2019s Budget, and the department\u2019s\nFacility Master Plan using established project and program categories,\ndepartment and State policies, strategic plan, court actions, compliance\norders, etc., on an annual basis. <\/p>\n\n\n\n<p>12. &nbsp;Solicit proposals from design professionals\nand consultants outlining intended scope and standards for the department to\ndevelop schematic designs, preliminary plans, working drawings and\nspecifications using project scoping documentation, cost estimates, project\nphasing\/scheduling, departmental policies and standards, as applicable. <\/p>\n\n\n\n<p>13. &nbsp;Prepare requests and reports to State control\nagencies (e.g. Department of Finance [DOF], Public Works Board [PWB], OSFM,\nOffice of Inspector General [OIG] and Legislative Analyst\u2019s Office [LAO])\noutlining project scope of proposed construction projects relative to\nlegislative intent to obtain project authorization using project scoping\ndocumentation, cost estimating and scheduling tools, as applicable. <\/p>\n\n\n\n<p>14. &nbsp;Analyze schematic designs, preliminary plans,\nworking drawings, and specifications for management to ensure consistency with\nCBC, OSFM requirements, federal regulations, departmental standards, etc. using\nconcurrent stakeholder reviews, project scoping documentation, cost estimates,\nproject phasing\/scheduling, department policy and standards, working knowledge,\nand other project requirements\/constraints, as applicable. <\/p>\n\n\n\n<p>15. &nbsp;Prepare requests for appropriate PWB action\nitems to obtain approval for preliminary plans, working drawings, proceed to\nbid authorizations, authorization of lease revenue funds, augmentations etc.,\nusing CBC, OSFM requirements, legislative approval, control agencies policies\nand procedures, and relevant documents, as required. <\/p>\n\n\n\n<p>16. &nbsp;Prepare various written technical documents to\nprovide information to stakeholders using effective communication skills,\ncomputer databases and design software, graphs, charts, historical\ndocumentation, project status reports, observations, input from stakeholders\nand working knowledge, as needed. <\/p>\n\n\n\n<p>17. &nbsp;Analyze project information provided by\ncontrol agencies, consultants, contractors, inspectors, etc. to prepare reports\nfor management using project scope documentation, scheduling, and cost control\ntools, as required. <\/p>\n\n\n\n<p>18. &nbsp;Meet with stakeholders to gather information\nrelated to capital outlay, deferred maintenance and special repair project\nneeds to develop project feasibility, scope, preliminary estimate, and priority\nto support departmental facility needs using organizational, interpersonal, and\nproject management skills in addition to effective communication, as needed. <\/p>\n\n\n\n<p>19. &nbsp;Provide support to Project Directors in the\nadministration of public works and other contracts used in the construction\nprocess to monitor performance, payment schedule, claim resolution, and\ncontract closeout using project status reports, architect\/engineer\/construction\nmanager recommendations, project funding information, project scheduling and\ncost control tools pursuant to the Public Contract Code, as needed. <\/p>\n\n\n\n<p>20. &nbsp;Develop bid packages for State public works\nprojects using project plans and specifications pursuant to the Public Contract\nCode, architectural\/engineering staff input, working knowledge, etc., as\nneeded. <\/p>\n\n\n\n<p>21. &nbsp;Assist Project Directors in the development\nand administration of budget packages to ensure projects are designed and\nconstructed according to preliminary project scope documentation using\nstakeholder input, compliance orders, control agency requirements, Budget Act\nrequirements, appropriate fiscal policies, etc., as required. <\/p>\n\n\n\n<p>22. &nbsp;Collect, monitor, and maintain computerized\ndata on project and facility operations and maintenance performance to produce\nregularly scheduled reports for management and court ordered reporting using\ninformation obtained from database software (Access, Excel, Computerized\nMaintenance Management Systems, etc., as needed. <\/p>\n\n\n\n<p>23. &nbsp;Evaluate facility operational and maintenance\nperformance to produce reports to advise management on the condition and\noperational efficiency of buildings, grounds, and systems using database\nsoftware, as necessary. <\/p>\n\n\n\n<p>24. &nbsp;Establish and maintain cooperative working\nrelationships with staff, management, and stakeholders using written and verbal\ncommunication skills and interpersonal skills to effectively perform work tasks\nand manage projects, in an efficient manner. <\/p>\n\n\n\n<p>25. &nbsp;Communicate orally and in writing in a\nprofessional and effective manner with others (staff, management, stakeholders,\ncontractors, and consultants, etc.) using tact and interpersonal skills to\nestablish and maintain effective working relationships in all situations, on a\nconsistent basis. <\/p>\n\n\n\n<p>26. &nbsp;Conduct audits and peer reviews related to\nprogram operations and asset management to prepare a Corrective Action Plan\n(CAP) for management using analytical skills, knowledge of codes, operational\nprocedures, environmental and regulatory requirements, etc., as required. <\/p>\n\n\n\n<p>27. &nbsp;Conduct meetings with staff, management, and\nstakeholders to gather and\/or present information related to project status and\nwork products using verbal communication, interpersonal, and organizational\nskills, as needed. <\/p>\n\n\n\n<p>28. &nbsp;Participate in task force teams to identify\nprogram changes which potentially affect facility operations, develop\nalternatives, and recommend a course of action to management and impacted\nstakeholders using technical knowledge and expertise, interpersonal and facilitation\nskills, as required.<\/p>\n\n\n\n<h2 major public buildings and groups of buildings for\nprogram requirements\/deficiencies to analyze capital outlay budgets, capital\nimprovement plans, and the development of the Five Year Infrastructure Plan. <\/p>\n\n\n\n<p>K2. &nbsp;Intermediate knowledge of principles of\ndesigning for major public buildings and groups of buildings to develop\nsolutions to program needs\/deficiencies, capital outlay budget analysis,\ncapital improvement plan analysis, and Five Year Infrastructure Plan\ndevelopment. <\/p>\n\n\n\n<p>K3. &nbsp;Intermediate knowledge of project management\nand scheduling to administer public works contracts and change orders. <\/p>\n\n\n\n<p>K4. &nbsp;Intermediate knowledge of architectural and\nbuilding costs and materials to develop solutions to program\nneeds\/deficiencies, change order analysis, capital outlay budget analysis,\ncapital improvement plan analysis, contract management, and Five Year\nInfrastructure Plan development. <\/p>\n\n\n\n<p>K5. &nbsp;Intermediate knowledge of current building\ncodes to ensure design is code compliant throughout project planning,\ndevelopment, design and construction. <\/p>\n\n\n\n<p>K6. &nbsp;Basic knowledge of State capital outlay\nprocedures and budgeting to ensure projects are complete and properly formatted\nfor budget presentation to management and control agencies, adequately and\nappropriately funded, all necessary approvals are properly obtained, and are in\ncompliance with departmental\/legislative scope and intent. <\/p>\n\n\n\n<p>K7. &nbsp;Basic knowledge of purposes and functions of\nState agencies to ensure design and construction delivery alternatives are\nconsidered and selected based on cost effectiveness and efficiency. <\/p>\n\n\n\n<p>K8. &nbsp;Basic knowledge of State agencies construction\nprogram functions and authority to ensure appropriate resources are considered\nto optimize project delivery efficiency. <\/p>\n\n\n\n<p>K9. &nbsp;Intermediate knowledge of civil, structural,\nelectrical, and mechanical engineering as related to buildings to ensure all\nalternatives related to these disciplines are considered in project scope, cost\nand design. <\/p>\n\n\n\n<p><strong>K10. &nbsp;Basic knowledge of public\nworks contracts, consulting services, contract and procurement procedures, policies\nand laws to ensure proper acquisition of construction related services and\ncommodities. <\/strong><\/p>\n\n\n\n<p><strong>K11. &nbsp;Comprehensive knowledge of\npersonal computers and related software
