Task Statements:<\/em><\/strong><\/h3>\n\n\n\n

1.  Review plans and specifications for\nconstruction related projects to identify errors, discrepancies, or omissions\nby applying industry standards, using computer based project tracking tools,\nand facility requirements to ensure the accuracy of the project scope. <\/p>\n\n\n\n

2.  Prepare complete quantity surveys of\nconstruction related projects by determining total material and labor required\nfor the project using plans and specifications to create realistic cost\nestimates (e.g., conceptual, preliminary, and final) during the various phases\nof the project. <\/p>\n\n\n\n

3.  Estimate material and labor costs of\nconstruction related projects using plans and specifications, electronic\nestimating tools, historical data, and vendor\/contractor pricing to create\nrealistic cost estimates (e.g., conceptual, preliminary, and final) during the\nvarious phases of the project. <\/p>\n\n\n\n

4.  Perform as lead estimator for a specific\nconstruction related project to provide project management oversight and to\nensure that projects are operating within scope, schedule, and budget using\neffective communication and leadership skills throughout the life of the\nproject. <\/p>\n\n\n\n

5.  Conduct project site visits to review existing\nphysical conditions to ensure a thorough understanding of project plans and\/or\ndrawings using visual inspections, taking worksite photographic images, and\ngeneral location awareness throughout the life of the project. <\/p>\n\n\n\n

6.  Perform value engineering\/analysis of plans\nand specifications for construction related projects to determine areas of\npotential cost savings using electronic estimating tools, historical data, and\nvendor\/contractor pricing to bring preliminary and final cost estimates within\nbudget. <\/p>\n\n\n\n

7.  Prepare conceptual cost estimates for\nconstruction related project proposals to create an initial budget using a\nconceptual plan, electronic estimating tools, and historical data, which will\nbe used by the project team to determine overall project feasibility. <\/p>\n\n\n\n

8.  Prepare preliminary cost estimates for\napproved construction related projects by revising or updating the conceptual\nbudget to include detailed labor and material costs using electronic estimating\ntools, preliminary plans and specifications which will be used by the project\nteam to refine the scope of the project. <\/p>\n\n\n\n

9.  Prepare final cost estimates for approved\nconstruction related projects by revising or updating the preliminary budget\nwith finalized scope and design changes, labor, and materials using electronic\nestimating tools, final approved plans and specifications which will be used by\nthe project team and other stakeholders to begin the development of contract\nbid documents. <\/p>\n\n\n\n

10.  Develop a total project cost for approved\nconstruction related projects by combining hard cost estimates with soft cost\nestimates (i.e., various permits, fees, and taxes) to finalize project budget\nusing input from one or more entities (e.g., designers, architects, vendors,\ncontractors, inspectors, etc.) to prepare contract bid documents. <\/p>\n\n\n\n

11.  Review official project bids received from\nvendors or contractors by comparing final cost estimates, plans, and\nspecifications to determine if the bids received are realistic and within\nindustry standards in preparation of bid award. <\/p>\n\n\n\n

12.  Interview the low bidder, in the case of large\ndiscrepancies between the final cost estimate and their bid, to identify\nreasons for the discrepancy and determine an effective course of action as\nnecessary. <\/p>\n\n\n\n

13.  Maintain effective communication with the\nproject team and other stakeholders to ensure all project requirements are met\nfor scope, schedule, and budget throughout the life of the project. <\/p>\n\n\n\n

14.  Share project information (e.g., plans,\nspecifications, changes, and decisions) with the project team via various electronic\ntools to provide and\/or request information from designers, vendors,\ncontractors, and other stakeholders as needed. <\/p>\n\n\n\n

15.  Negotiate with vendors or contractors on cost\nor cost savings of material and labor for proposed changes to project and scope\nusing cost estimating tools and contract pricing to ensure the department is\nreceiving fair market value. <\/p>\n\n\n\n

16.  Track and reconcile expenditures for approved\nconstruction related projects to ensure all expenses are in line with the\napproved budget using electronic tracking tools throughout the life of the\nproject. <\/p>\n\n\n\n

17.  Mentor and\/or provide on-the-job training to\nco-workers on the process of developing realistic cost estimates for\nconstruction related projects using situational experiences or other useful\ninformation as necessary. <\/p>\n\n\n\n

18.  Use computer based tools to track completed\ncost estimates, associated costs for labor and materials, and the approved\nbudget for reconciliation and to provide information to project team and other\nstakeholders as requested. <\/p>\n\n\n\n

19.  Maintain a data base and\/or file that contains\ncompleted construction related project documentation (i.e., as-built drawings,\nphotographs, test results, vendors\/contractors utilized) to retain historical\ndata for future projects. <\/p>\n\n\n\n

20.  Conduct continuous site visits throughout the\nlife of construction related projects to review and validate scope, schedule,\nand budget, and to review the quality of the work performed in accordance with\nspecific departmental guidelines and project requirements. <\/p>\n\n\n\n

21.  Conduct a project close out inspection with\nthe project team, vendors\/contractors, and other stakeholders to identify and\ndocument punch list items for corrective action using plans, cost estimates,\nand scope changes prior to project completion. <\/p>\n\n\n\n

22.  Attend various meetings with the project team\nand other stakeholders to disseminate updated information related to project\nscope and activities throughout the life of the project. <\/p>\n\n\n\n

23.  Analyze completed projects by conducting\nmeetings with the project team and other stakeholders to identify and discuss\nsuccesses, failures, lessons learned, and project outcomes that may be used for\nfuture construction related projects and historical data. <\/p>\n\n\n\n

24.  Read and interpret plans and specifications as\nthey relate to construction related projects to understand the project scope\nusing professional knowledge of labor and materials as required in preparing a\ncomprehensive cost estimate. <\/p>\n\n\n\n

25.  Analyze plans and specifications to ensure\nconsistency with industry standards, and approved construction guidelines and\nrequirements using project team and stakeholder reviews, project scope,\nconstruction schedules, and other requirements throughout the life of the\nproject.<\/p>\n\n\n\n

K2.  Comprehensive knowledge of building materials\nused for construction to ensure the type and quantity of materials will meet\nproject scope requirements, accepted industry standards, and construction\nguidelines and requirements. <\/p>\n\n\n\n

K3.  Basic knowledge of pricing for building\nmaterials to determine the accuracy and completeness of costs when using\nelectronic estimating tools and\/or to verify accuracy of vendor\/contractor\nbids. <\/p>\n\n\n\n

K4.  Basic knowledge of current wage scale for\nvarious building and construction trades to identify specific types of\ncontractors required for project, along with determining costs for prevailing\nwage and per diem that could impact project budget. <\/p>\n\n\n\n

K5.  Comprehensive knowledge of principles of\neffective supervision to provide project management oversight of construction\ncrew and ensure project scope and timelines are met. <\/p>\n\n\n\n

Ability to: <\/p>\n\n\n\n

A1.  Demonstrate effective oral and written\ncommunication skills, at a level required for successful job performance, when\ninteracting with a project team, stakeholders, vendors\/contractors, etc. <\/p>\n\n\n\n

A2.  Read and interpret plans and specifications to\nunderstand the construction project scope, errors\/omissions and any other\nissues that are critical to a successful project. <\/p>\n\n\n\n

A3.  Develop estimates of material and labor costs\nand other items required for building construction to create project budgets. <\/p>\n\n\n\n

A4.  Identify errors and discrepancies in project\nplans and specifications and determine impact to scope, schedule and budget. <\/p>\n\n\n\n

A5.  Make valuation appraisals of existing\nbuildings when estimating project scope to determine if a project is feasible\nor cost prohibitive. <\/p>\n\n\n\n

A6.  Write clear and comprehensive reports to\ndocument project requirements, cost estimates, meeting notes, issues, budget\ntracking and reconciliation, etc. <\/p>\n\n\n\n

A7.  Prepare e-mails and communicate\nproject-related items to various individuals (e.g., project team, stakeholders,\nvendors\/contractors, co-workers, supervisors, etc.).<\/p>\n\n\n\n
