<\/em><\/strong><\/h3>\n\n\n\n<p>1. &nbsp;Identify\/classify hazardous materials and\nwastes (corrosive, ignitable, reactive, or toxic) to ensure safe handling,\nproper storage and appropriate disposal utilizing Safety Data Sheets (SDS),\nlabeling, nationally recognized scientific publications, etc., in accordance\nwith Federal, State, and local regulations. <\/p>\n\n\n\n<p>2. &nbsp;Provide information and recommendations to\nemergency responders to ensure safe handling and disposal of potentially\nhazardous substances utilizing HazCat kit, SDS, and labels, in accordance with\nFederal, State, and local regulations. <\/p>\n\n\n\n<p>3. &nbsp;Develop policies and procedures to provide\ninformation and direction to staff and others to ensure safe handling of\nhazardous materials and wastes utilizing SDS, nationally recognized scientific\npublications, etc., in accordance with Federal, State, and local regulations. <\/p>\n\n\n\n<p>4. &nbsp;Conduct audits\/inspections of facilities to\nensure compliance utilizing checklists and record reviews related to hazardous\nmaterials and wastes, in accordance with Federal, State, and local regulations.\n<\/p>\n\n\n\n<p>5. &nbsp;Provide recommendations to facilities,\nsections and\/or divisions to ensure compliance with hazardous materials and\nwaste requirements utilizing audits, inspections and other data in accordance\nwith Federal, State, and local regulations. <\/p>\n\n\n\n<p>6. &nbsp;Review surveys and audits (e.g. Environmental\nHealth Surveys, Department of Toxic Substances Control Audits, Certified\nUnified Program Agency [CUPA], etc.) of facilities to conform to compliance\nwith hazardous materials and waste requirements utilizing corrective action\nplans, inspection reports, etc., in accordance with Federal, State, and local\nregulations. <\/p>\n\n\n\n<p>7. &nbsp;Update facility operating procedures to\nimplement newly enacted legislation related to hazardous materials and waste\nmanagement utilizing best available technology, best management practices,\nnationally recognized scientific standards, etc., in accordance with Federal,\nState, and local regulations. <\/p>\n\n\n\n<p>8. &nbsp;Develop facility procedures to mitigate the\nhazards of a potential and\/or actual release of hazardous substances to the\npublic and environment utilizing best available technology, best management\npractices, mutual response agencies, nationally recognized scientific\nstandards, etc., in accordance with Federal, State, and local regulations. <\/p>\n\n\n\n<p>9. &nbsp;Implement facility hazardous materials\nbusiness plan requirements to protect the public and environment utilizing the\nCalifornia Electronic Reporting System, in accordance with Federal, State, and\nlocal regulations. <\/p>\n\n\n\n<p>10. &nbsp;Update hazardous materials programs (e.g.,\nHazardous Materials Business\/Contingency Plan, Chemical Inventory, California\nAccidental Release Prevention Program, Spill Prevention Control and Counter\nmeasures, etc.) to ensure compliance with County, State and Federal hazardous\nmaterials and wastes regulations utilizing California Electronic Reporting\nSystem, check lists, chemical inventories, processes, etc., on an annual basis.\n<\/p>\n\n\n\n<p>11. &nbsp;Develop policies, procedures and practices\nassociated with hazardous materials and waste management to provide information\nand direction to facility staff with the goal of improving workplace safety\nutilizing best management practices, standard operating procedures, etc., in\naccordance with Federal State, and local regulations. <\/p>\n\n\n\n<p>12. &nbsp;Act as liaison with departmental staff,\ncontractors, local and other governmental agencies on aspects of hazardous\nmaterials and waste management to assist with the coordination of audits and\ninspections by county and state environmental regulatory agencies utilizing\nmeetings, telephone, electronic media, written correspondence, etc., in\naccordance with Federal, State, and local regulations. <\/p>\n\n\n\n<p>13. &nbsp;Represent the Department of Corrections and\nRehabilitation (CDCR) and Department of State Hospitals as a subject matter\nexpert for the Legal Affairs Division utilizing personal knowledge, records,\nreports, etc., as needed. <\/p>\n\n\n\n<p>14. &nbsp;Maintain hazardous waste disposal data to\nprovide accurate reporting and payment of fees and taxes to the State Board of\nEqualization and Department of Toxic Substances Control utilizing Uniform\nHazardous Waste Manifests and other documents, as needed. <\/p>\n\n\n\n<p>15. &nbsp;Oversee contractor performance related to\nhazardous materials (e.g., remediation of spills and leaks, asbestos and lead\nabatement, abandoned waste material, underground storage tank monitoring, etc.)\nto ensure compliance utilizing contract specifications, inspections, etc., in\naccordance with Federal, State, and local regulations. <\/p>\n\n\n\n<p>16. &nbsp;Monitor facility permit conditions to ensure\ncompliance with environmental quality, permit specifications, and worker safety\nrequirements utilizing inspections, testing, regulatory agency reports, in\naccordance with Federal, State, and local regulations. <\/p>\n\n\n\n<p>17. &nbsp;Interpret complex regulations, policies, and\nprocedures for facilities to ensure compliance utilizing summary of legislative\nbills and public entities, in accordance with Federal, State, and local\nregulations. <\/p>\n\n\n\n<p>18. &nbsp;Act as a lead over Hazardous Materials\nSpecialists to provide information, guidance, training and expertise utilizing\npersonal knowledge, established policies and procedures, in accordance with\nFederal, State, and local regulations. <\/p>\n\n\n\n<p>19. &nbsp;Prepare facility training lesson plans\npertaining to hazardous materials and waste management to conduct training for\ndepartmental employees and other workers utilizing electronic media\npresentations, professional knowledge, established policies and procedures, as\nrequired. <\/p>\n\n\n\n<p>20. &nbsp;Conduct facility training for employees and\nother workers to meet regulatory mandates for hazardous materials and waste\nmanagement utilizing electronic media presentations, personal knowledge,\nestablished policies and procedures, and demonstrations on an ongoing basis. <\/p>\n\n\n\n<p>21. &nbsp;Collect hazardous wastes from point of\ngeneration to the designated 90-Day storage area to consolidate for disposal\nwith the assistance of other workers utilizing materials handling equipment,\nhazardous waste containers, etc., in accordance with Federal, State, and local\nregulations. <\/p>\n\n\n\n<p>22. &nbsp;Coordinate timely removal of hazardous wastes\nfrom facility grounds to ensure compliance with Federal, State, and local\nregulations utilizing contracted hazardous waste transporters, as needed. <\/p>\n\n\n\n<p>23. &nbsp;Prepare documents for service and expense\norders\/contracts to conduct repairs, or obtain contractor and\/or vendor\nservices, etc., utilizing departmental computers, office equipment and\ndepartmental forms, as needed, in accordance with State policy and procedures. <\/p>\n\n\n\n<p>24. &nbsp;Prepare purchase orders and requests for\nsupplies needed to maintain the hazardous materials program utilizing\ndepartmental computers, office equipment and departmental forms, in accordance\nwith State, policy and procedures. <\/p>\n\n\n\n<p>25. &nbsp;Maintain constant tool, key and lock control\nto ensure the safety and security of the facility utilizing an accountability\nsystem, tool log, missing tool report, heightened sense of awareness, etc., in\naccordance with facility operating procedures. <\/p>\n\n\n\n<p>26. &nbsp;Supervise workers to maintain safety and\nsecurity of work areas\/materials utilizing interpersonal skills, heightened\nawareness of the surroundings as required, in accordance with Departmental\npolicy and procedures. <\/p>\n\n\n\n<p>27. &nbsp;Respond to facility complaints related to\nhazardous material concerns (e.g. lead, mold, asbestos, etc.) to identify and\nanalyze hazardous material issues and recommend proper remedial action\nutilizing written documentation, office equipment, site visits, interviews,\netc., in accordance with Federal, State, and local regulations. <\/p>\n\n\n\n<p>28. &nbsp;Participate in seminars, trainings (e.g.\nHAZWOPER, first responder, etc.) and public meetings to maintain current\ncertifications and knowledge of regulations and laws to disseminate information\nto facility staff utilizing on-the-job training, off-site trainings, written\nand\/or verbal communication, etc., in accordance with Federal, State, and local\nregulations. <\/p>\n\n\n\n<p>29. &nbsp;Assist in the determination of facility budget\nprojections for the annual work plan in regards to hazardous materials and\nwaste removal utilizing previous projections, annual work plan template on an\nannual basis. <\/p>\n\n\n\n<p>30. &nbsp;Adhere to facility policies for escorting\nvendors, contractors and regulators for inspections, testing and repair\nservices utilizing departmental forms and procedures, in accordance with State\npolicy and procedures. <\/p>\n\n\n\n<p>31. &nbsp;Prepare complex and detailed reports to submit\nto enforcement agencies in response to hazardous materials and waste management\nrequirements utilizing departmental computers, departmental forms and office\nequipment, as needed. <\/p>\n\n\n\n<p><strong>32. &nbsp;Identify hazardous materials\nand wastes to share accurate information used for training, labeling, inventory\ncontrol, and waste minimization utilizing SDSs, recognized scientific\npublications and product labeling, in accordance with Federal, State, and local\nregulations. <\/strong><\/p>\n\n\n\n<p><strong>33. &nbsp;Assess potentially hazardous\nsubstances to promote safe handling and disposal and to provide information for\nemergency responders utilizing HazCat kit and direct observation, in accordance\nwith Federal, State, and local regulations. <\/strong><\/p>\n\n\n\n<p><strong>34. &nbsp;Follow guidelines to manage\nhazardous materials and wastes, provide information, direction, and training to\nothers utilizing the SDS,
