<\/em><\/strong><\/h3>\n\n\n\n<p>1. &nbsp;Develops and\/or participates in the\ndevelopment of institutional policies and procedures relating to business\nservices to ensure compliance and consistency with State and departmental\npolicies, using established guidelines, laws and rules, etc., as needed and\/or\nupon request. <\/p>\n\n\n\n<p>2. &nbsp;Interprets and applies policies and procedures\ngoverning business services related issues using Department Operations Manual,\nDirector\u2019s Rules, State Administrative Manual, California State Government\nCode, administrative directives, etc., to ensure effective program operations\nin compliance with State and Federal law and court mandates. <\/p>\n\n\n\n<p>3. &nbsp;Confers with management on policies,\nprocedures and practices with emphasis on business services to resolve issues,\nprovide information, options, and\/or recommendations using interpersonal\nskills, knowledge, manuals, laws, rules, court mandates, etc., as needed and\/or\nupon request. <\/p>\n\n\n\n<p>4. &nbsp;Confers with management staff regarding the\nefficient use of institutional resources (e.g., personal services and operating\nexpenses) utilizing various means (e.g., knowledge, interpersonal skills,\nreports, departmental policies), as needed and\/or upon request. <\/p>\n\n\n\n<p><strong>5. &nbsp;Coordinates Business Services\nactivities in response to emergencies or other forms of disruptions (e.g.,\ninmate disturbances, natural disasters) to ensure the safety and security of\nthe institution and maintain essential operations and services, using various\ntools, equipment, and processes, in accordance with the institution\u2019s emergency\nplan. <\/strong><\/p>\n\n\n\n<p><strong>6. &nbsp;Promotes a work environment\nfree of discrimination, harassment, and work place violence as defined by the\nDepartment\u2019s Equal Employment Opportunity program, departmental policies, and\nState and Federal law, through training, timely response to complaints, and\nmodeling appropriate behavior, on an on-going basis.<\/strong> <\/p>\n\n\n\n<p>7. &nbsp;Ensures efficient business operations and the\nsafety and security of the institution by making recommendations and\/or\noperational decisions regarding business services issues in conformance with\nestablished custodial practices (e.g., institution policies and procedures). <\/p>\n\n\n\n<p>8. &nbsp;Plans the work of staff engaged in various\nprograms (e.g., budgeting and accounting; inmate trust; personnel; health and\nsafety; inmate hobby; procurement, supply, recycling, and warehousing\noperations; equipment repair and replacement, including garage operations;\nclothing issue, replacement, and laundry operations; canteen operations; and\ninformation technology services) using effective management skills to achieve\noperational efficiency within the institution, as appropriate. <\/p>\n\n\n\n<p>9. &nbsp;Organizes the work of staff engaged in various\nprograms (e.g., budgeting and accounting; inmate trust; personnel; health and\nsafety; inmate hobby; procurement, supply, recycling, and warehousing\noperations; equipment repair and replacement, including garage operations;\nclothing issue, replacement, and laundry operations; canteen operations; and\ninformation technology services) using effective management skills to achieve\noperational efficiency within the institution, as appropriate. <\/p>\n\n\n\n<p>10. &nbsp;Directs the work of staff engaged in various\nprograms (e.g., budgeting and accounting; inmate trust; personnel; health and\nsafety; inmate hobby; procurement, supply, recycling, and warehousing operations;\nequipment repair and replacement, including garage operations; clothing issue,\nreplacement, and laundry operations; canteen operations; and information\ntechnology services) using effective management skills to achieve operational\nefficiency within the institution, as appropriate. <\/p>\n\n\n\n<p>11. &nbsp;Consults with staff in charge of the various\nbusiness services programs on daily activities and operational problems\nrelating to their area of responsibility to ensure efficient and effective\noperations utilizing management, communication, problem solving, and analytical\nskills, etc., and tools (e.g., COMPSTAT reports, vacancy reports, expenditure\nreports, Monthly Budget Plan), as needed. <\/p>\n\n\n\n<p>12. &nbsp;Directs staff and ad hoc task groups in\nreviewing the effectiveness of institutional policies and procedures, resolving\noperational problems, and recommending program\/policy changes consistent with\nthe review findings using various resources (e.g., knowledge, expertise,\nmanuals, laws, rules and court mandates), as needed and\/or upon request. <\/p>\n\n\n\n<p>13. &nbsp;Directs staff in the preparation, review and\nsubmittal of various business services reports to management, headquarters, and\ncontrol agencies to provide information using knowledge, expertise, data, etc.,\nas needed and\/or upon request. <\/p>\n\n\n\n<p>14. &nbsp;Oversees and coordinates the development and\nsubmission of staffing packages, logistical plans, facility modifications,\netc., in order to address changes in inmate population, institution mission,\ncourt mandates, departmental needs, etc., using various resources (e.g.,\nstandardized staffing criteria, knowledge of institution resources, Section\n6\/COBCP processes, and materials management practices), as needed and\/or upon\nrequest. <\/p>\n\n\n\n<p><strong>15. &nbsp;Oversees institutional\ncompliance with requirements related to accounting and personnel services\nresulting from the collective bargaining process, DPA mandates, executive\norders, etc., by working closely with the Employee Relations Office. <\/strong><\/p>\n\n\n\n<p>16. &nbsp;Establishes business services\ndepartment-specific goals, objectives and expectations for satisfactory staff\nperformance and ensures appropriate training to develop and\/or improve skills\nand knowledge, and enhance upward mobility utilizing in-service and on-the-job\ntraining, mentoring, out-of-class assignments, special assignments, etc. <\/p>\n\n\n\n<p>17. &nbsp;Oversees and\/or performs the monitoring,\nevaluation, documentation and communication of verbal\/written feedback\nregarding employee performance and behavior utilizing probationary reports,\nannual Individual Development Plans, letters of recognition, etc., to ensure\nperformance objectives\/standards are met and employee training and development\nneeds are addressed, as required by State Personnel Board and Departmental\npolicies. <\/p>\n\n\n\n<p>18. &nbsp;Initiates, participates in and\/or oversees the\ncorrective action\/progressive disciplinary process to correct\/improve\nsubstandard employee performance\/behavior in accordance with State rules and\nregulations and departmental policy, as needed and\/or upon request. <\/p>\n\n\n\n<p><strong>19. &nbsp;Reviews staff responses to\ninmate appeals regarding business services functions to ensure compliance with\nlaws, rules, regulations, policies, procedures, court mandates, etc., as\nassigned. <\/strong><\/p>\n\n\n\n<p><strong>20. &nbsp;Responds to inmate appeals\nregarding business services functions to resolve issues, provide information,\nand make recommendations in compliance with laws, rules, regulations, policies,\nprocedures, court mandates, etc., as assigned. <\/strong><\/p>\n\n\n\n<p><strong>21. &nbsp;Meets with the inmate\nadvisory committees regarding inmate services to resolve issues, provide\ninformation and request input regarding existing or proposed operations, as\nscheduled and\/or requested.<\/strong> <\/p>\n\n\n\n<p>22. &nbsp;Ensures an adequate inmate workforce necessary\nto carry out specific business services activities (e.g., clothing\ndistribution, warehousing, canteen operations) through the selection, training\nand supervision of inmate workers, in accordance with departmental and\ninstitutional policy. <\/p>\n\n\n\n<p><strong>23. &nbsp;Oversees the operation of\nthe Business Services Division in the absence of the Correctional\nAdministrator, using various resources (e.g., knowledge, experience, staff, and\ntracking systems). <\/strong><\/p>\n\n\n\n<p><strong>24. &nbsp;Communicates effectively in\na professional manner with management, staff, inmates and others utilizing\ntact, interpersonal skills, knowledge, experience, information technology,\netc., to establish and maintain positive working relationships in all\nsituations. <\/strong><\/p>\n\n\n\n<p>25. &nbsp;Represents the institution in meetings with\nheadquarters, other State agencies, contractors, and other parties to obtain\ninformation and\/or represent the interest of the institution utilizing\ninterpersonal skills, professionalism, and knowledge, as needed and\/or upon\nrequest. <\/p>\n\n\n\n<p>26. &nbsp;Ensures the preparation and execution of\ncontracts and purchasing documents, and the administration of the materials\nmanagement program required for maintaining and operating the institution on a\ndaily basis using various resources (e.g., laws, rules, regulations, court\nmandates, reports, acquisition exemption processes, and knowledge of\ninstitutional trends). <\/p>\n\n\n\n<p><strong>27. &nbsp;Oversees the institutional\ncanteen operations (e.g., Inmate Welfare Fund budget, canteen inventories,\npurchase orders, and various reports) to provide canteen services to the inmate\npopulation and generate IWF revenue, per departmental policy. <\/strong><\/p>\n\n\n\n<p><strong>28. &nbsp;Ensures timely and accurate\ndelivery of personnel services through the institution\u2019s Personnel operations\n(e.g., transactions, delegated testing, position control, and return to work)\nutilizing laws, rules, bargaining unit contracts, personnel manuals, etc., on a\ndaily basis.<\/strong> <\/p>\n\n\n\n<p>29. &nbsp;Ensures accurate budgeted position authority\nand appropriate staffing levels through review of vacancy reports, blanket\nreports, salary savings reports, etc., as needed and\/or upon request. <\/p>\n\n\n\n<p>30. &nbsp;Directs personnel, food service, and personnel\nassignment staff in the maintenance of accurate budgeted position authority\nthrough the reconciliation of the Master Assignment Roster, Post Assignment\nSchedules, and personnel roster cards with the Governor&#8217;s Budget on a quarterly\nbasis, per departmental policy. <\/p>\n\n\n\n<p><strong>31. &nbsp;Oversees the Return-to-Work\nfunctions to ensure employees are provided the appropriate services (e.g.,\ninteractive process, medical, rehabilitation, reasonable accommodations, early\nintervention, return to active employment), utilizing worker&#8217;s compensation\nrules, State and Federal laws, policies, procedures, etc., on an on-going\nbasis. <\/strong><\/p>\n\n\n\n<p><strong>32. &nbsp;Participates in\nReturn-to-Work meetings to evaluate employee cases, review the off-work status\nand determine the next course of action (e.g., disability retirement,\nvocational rehabilitation, reasonable accommodation, light duty assignment,\nmedical demotion) using various resources (e.g., SCIF adjuster, Early\nIntervention Counselor, employee supervisor, Office of Employee Wellness,\nreports, laws, rules and regulations), on an on-going basis. <\/strong><\/p>\n\n\n\n<p><strong>33. &nbsp;Directs and\/or coordinates\naccounting services (e.g., Inmate Welfare Fund, Inmate Trust Accounting,\ncashiering) through institutional staff, staff at the Regional Accounting\nOffice, and Headquarters, in accordance with generally accepted accounting\npractices, and departmental policies and procedures. <\/strong><\/p>\n\n\n\n<p>34. &nbsp;Directs staff in the preparation and\nadministration of the institutional budget through the analysis and\ndistribution of allotments and development of fiscal projections in order to\nidentify expenditures, deficiencies, reimbursements, deficit drivers, and\nstrategies and to ensure operational efficiency and fiscal integrity using\nknowledge of institutional programs and operations, various reports, etc., in\naccordance with departmental fiscal policy. <\/p>\n\n\n\n<p><strong>35. &nbsp;Directs staff in the\npreparation of the Monthly Budget Plan in order to report the current fiscal\nstatus of institutional and education programs and operations for review by\nmanagement prior to submission to headquarters, per departmental policy. <\/strong><\/p>\n\n\n\n<p>36. &nbsp;Coordinates the preparation and submission of\nbudget concept statements, budget change proposals, and other funding proposals\nto request changes to the institution&#8217;s budget using various resources (e.g.,\nknowledge, statistical data, and the State fiscal policy), as needed. <\/p>\n\n\n\n<p>37. &nbsp;Oversees the food services program of the\ninstitution, including nutritional planning, food ordering, food preparation\nand service, hygiene, and related security operations to ensure inmates are\nprovided balanced meals within the budgetary limitations and in accordance with\nfood
