these\ntasks.<\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><em><strong>Task Statements:<\/strong><\/em><\/h3>\n\n\n\n<p>1.&nbsp; Provide leadership and direction for\nsupervisory and project management staff to ensure compliance with various\naspects of the State\u2019s Capital Outlay Program (COP) and its projects utilizing\nvarious resources (e.g., Design Criteria Guidelines [DCG], California Building\nCodes [CBC], regulations, manuals, industry standard techniques etc.) on a\ndaily basis. <\/p>\n\n\n\n<p>2.\n&nbsp;Oversee program direction for siting,\ndesign and special repair projects to ensure code compliance and project\nrequirements are met using the appropriate resources (e.g., DCG, CBC,\nregulations, manuals, policies etc.) as directed by the Deputy Director. <\/p>\n\n\n\n<p>3.\n&nbsp;Administer projects contained in the\nDepartment\u2019s Facility Master Plan (FMP) which includes approved Capital Outlay\nand repair projects utilizing various resources (e.g., DCG, CBC, regulations\netc.) necessary to ensure compliance with authorized legislation and approved\nGovernors\u2019 Budget as directed.<\/p>\n\n\n\n<p>4.\n&nbsp;Administer projects in the Department\u2019s\nFive Year Facility Infrastructure Plan which includes proposed Capital Outlay\nand renewal projects utilizing various resources (e.g., DCG, CBC, regulations\netc.) necessary to ensure compliance with authorized legislation and approved\nGovernors\u2019 Budget as directed. <\/p>\n\n\n\n<p>5.\n&nbsp;Assist with the development and\nprioritization of the Departments Five Year Facility Infrastructure Plan which\nincludes proposed Capital Outlay, special repair and renewal projects utilizing\nvarious resources (e.g., DCG, CBC, regulations etc.) necessary to ensure\ncompliance with authorized legislation and approved Governors\u2019 Budget as\ndirected. <\/p>\n\n\n\n<p>6.\n&nbsp;Administer major capital outlay projects\nincluding new construction, large repair and \/or facility renewal projects\n(e.g., new housing, infrastructure improvements, security modifications and\ncapital renewal etc.) to ensure compliance with Governors\u2019 Budget and\/or\nauthorized legislation as directed. <\/p>\n\n\n\n<p>7.\n&nbsp;Direct program workload to ensure\napproved projects are within legislative budget authority utilizing various\ninternal and external resources (e.g., staff and consultants) as needed. <\/p>\n\n\n\n<p>8.\n&nbsp;Utilize a combination of public and\/or\nprivate sector architect, engineers and special consultant resources to deliver\nplans and\/or studies in a timely manner for approved projects ensuring\ncompliance with statutory requirements (e.g., Public Contract Code, State\nPublic Works Board and CBC etc.) as required. <\/p>\n\n\n\n<p>9.\n&nbsp;Provide direction for all project phases\nincluding stakeholder resource coordination (i.e., program, environmental,\ncorrectional, architectural, engineering, legal, contract and financial\nmanagement etc.) to ensure compliance with project scope, schedule and budget\nrequirements utilizing various resources (e.g., DCG, CBC, regulations, manuals,\npolicies, etc.) as necessary.<\/p>\n\n\n\n<p>10.\nImplement project control sections for multiple projects within the Facility\nPlanning, Construction and Management (FPCM), impacting or affecting other\noffices within the Department (e.g., legal, fiscal, security, contracts etc.)\nutilizing various project tracking and monitoring tools (e.g., construction\nmanagement, fiscal and scheduling software, etc.) as directed by the Associate\nDirector. <\/p>\n\n\n\n<p>11.\n&nbsp;Provide direction to ensure that all\nproject plans and specifications for major and minor capital outlay and special\nrepair projects comply with regulatory and statutory requirements (e.g.,\nregional air quality district, state water board, state fire marshal, state\npublic works board etc.) utilizing appropriate resources (e.g., DCG, CBC,\nregulations, manuals, policies, etc.) as directed by the Deputy Director. <\/p>\n\n\n\n<p>12.\n&nbsp;Communicate with the Department of\nFinance, Legislature, Governors\u2019 Office, State and Local agencies regarding\nvarious aspects of the Departments\u2019 Capital Outlay and Special Repair Programs\nare in consistent with the FMP and Five Year Infrastructure Plan utilizing\nvarious resources (e.g., DCG, CBC, regulations, manuals, policies, etc.) as\nrequired. <\/p>\n\n\n\n<p>13.\n&nbsp;Provide facility project and planning\ndirection to meet program requirements regarding land use and acquisitions,\ndispositions and facility reuse strategies while ensure compliance with all\nstate policies and statutory requirements utilizing various resources (e.g.,\nDCG, CBC, regulations, Department Operations manuals, industry best practices\netc.) as required. <\/p>\n\n\n\n<p>14.\n&nbsp;Serve as a key advisor to the Division\nand other impacted CDCR divisions regarding environmental and regulatory\ncompliance, land use and acquisitions, design and construction issues as it\nrelates to the Departments Asset Management\/Capital Program utilizing various\ntracking and monitoring tools (e.g., state property index, regulation manuals\nand data bases, policies, etc.) to ensure compliance with Governors\u2019 Budget\nand\/or authorized legislation as directed by the Deputy Director. <\/p>\n\n\n\n<p>15.\nDirect staff in the administration of all capital outlay and repair contract\nactivities (i.e., development of scope of services, negotiation of scope\/fees,\nmonitoring contract deliverables and payment, etc.) to ensure compliance with\nproject scope and budget requirements utilizing various resources (e.g., DCG,\nCBC, public contract code and regulation, manuals, policies, etc.) as\nnecessary. <\/p>\n\n\n\n<p>16.\n&nbsp;Develop specific selection criteria for\nprofessional services contracts in to ensure the Department retains the most\ncompetent private sector resources best suited for delivering Capital Outlay and\nspecial repair projects utilizing public contract code and regulations to\nensure compliance with Governors\u2019 Budget and\/or authorized legislation as\ndirected by the Deputy Director. <\/p>\n\n\n\n<p>17.\n&nbsp;Administer pre-programming, short and\nlong-term planning to support of the Departments\u2019 FMP and strategic goals and\ninitiatives utilizing various resources (e.g., design criteria guidelines,\nbuilding codes, regulations, manuals, policies, etc.) as necessary.<\/p>\n\n\n\n<p>18.\n&nbsp;Utilize a combination of internal\nresources and external private consultants to develop design\/build project\nperformance criteria for solicitation, bid and award to a general contractor\nand\/or architectural\/engineer team (i.e., Joint Venture) utilizing various\nresources (e.g., DCG, CBC, public contract code and regulation, manuals,\npolicies, etc.) as necessary. <\/p>\n\n\n\n<p>19.&nbsp; Utilize a combination of internal resources\nand external private consultants to develop project plans and specifications\nfor solicitation to bid and award to a general contractor, Department of General\nServices (DGS) or California Department of Corrections and Rehabilitation\n(CDCR) Inmate Ward Labor utilizing various policies, standards, regulations and\nguidelines (e.g., DCG, CBC, public contract code and regulation, manuals,\npolicies, etc.) as necessary.<\/p>\n\n\n\n<p>20.\n&nbsp;Provide program oversight for Capital\nOutlay Project budgeting utilizing a combination of internal resources and\nexternal private consultants to develop and monitor three page estimates, cost\ncontrol and other related reports to ensure compliance with legislative fiscal\nauthority as required. <\/p>\n\n\n\n<p>21.\n&nbsp;Provide oversight of CDCRs program\nmanager consultant in support of the Department\u2019s Capital Outlay Program and\nfacility planning goals and initiatives utilizing Information Technology (IT)\napplications for tracking both program and project information (e.g., schedule,\nscope, and budget etc.) as directed by the Deputy Director.<\/p>\n\n\n\n<p>&nbsp;22. &nbsp;Provide\noversight and direction to consultants and Project Director III staff for\nongoing training and development to improve project team performance and\nefficiency for delivering CDCR priority projects (e.g., mission critical, court\nordered or administration driven initiatives etc.) utilizing performance\nreviews and feedback loops as directed by the Deputy Director. <\/p>\n\n\n\n<p>23. \u00a0Foster a hostile-free work environment in accordance with Equal Employment Opportunity (EEO) policies using EEO policies, Operations Manual and appropriate on-the-job training (OJT) on a daily basis.<\/p>\n\n\n\n<p>24.\nEnsure continuous training and development for FPCM subordinate staff to ensure\ncompliance with the most current EEO objectives utilizing appropriate OJT on a\ndaily basis. <\/p>\n\n\n\n<p>25.\n&nbsp;Ensure that construction materials\nproposed by either internal or private design consultants and\/or contractors\ncomply with departmental standards utilizing California building code criteria,\nCDCRs DCG and Standard Design Documents and as required. <\/p>\n\n\n\n<p>26.\n&nbsp;Ensure compliance with Administration\nExecutive Orders relative to sustainability goals and objectives (e.g., energy\nand water conservation, renewable energy etc.) utilizing internal and external\nmonitoring\/reporting data to measure progress as required.<\/p>\n\n\n\n<p>27.\n&nbsp;Initiate the Progressive Disciplinary\nProcess to improve and\/or address issues related to employee performance in\naccordance with departmental policy utilizing Bargaining Unit contracts, DOM,\netc. as needed.<\/p>\n\n\n\n<p>28. &nbsp;Ensure continuous training and development for\nFPCM supervisory staff to ensure compliance with the most current personnel\nprogressive disciplinary processes and procedures utilizing CDCRs Human\nResources policies for reference as needed. <\/p>\n\n\n\n<p>29. &nbsp;Communicate in a professional and effective\nmanner with others (e.g., staff, public, contractors, consultants etc.)\nutilizing tact and interpersonal skills to establish and maintain effective\nworking relationships in all work environment situations and on a daily basis. <\/p>\n\n\n\n<p>30. &nbsp;Facilitate the hiring process in accordance\nwith California Department of Human Resources (CALHR) rules and regulations by\nconducting interviews to fill identified vacant positions utilizing CDCR\nguidelines (e.g. DOM, or FPCM directives) as needed.<\/p>\n\n\n\n<p>31. &nbsp;Reviews and provides guidance regarding the\nrecruitment and retention of qualified professional staff that would strengthen\nthe FPCM organization for current and anticipated future needs utilizing CDCRs\nstrategic goals, initiatives and facility master plan guidelines as directed by\nthe Associate Director.<\/p>\n\n\n\n<p>32.\n&nbsp;Utilize completed end-user Post\nOccupancy evaluation reports\/feedback to improve future CDCR facility design\nand construction projects to satisfy the current and future operational needs\nthat benefit both staff and inmates on an ongoing basis.<\/p>\n\n\n\n<p><em>Tasks\nhighlighted in bold
