class=\"wp-block-heading\"><em><strong>Task Statements:<\/strong><\/em><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">1.\n&nbsp;Supervise the operations of the facility\nto ensure safety\/security using the Institutions and Camps Manual (I&amp;C),\nCalifornia Code of Regulations (CCR) and Facility Operations Manual, as\nrequired.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2.\n&nbsp;Supervise the command operations of the\nfacility during emergency situations to achieve a safe and timely resolution\nusing the Facility Multi-Hazard Emergency Plan (MHEP), as required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3.\n&nbsp;Participate in meetings, committees and\nteams (e.g., Executive Staff, Force Review Committee, Safety Committee, etc.)\nto develop\/review policies and procedures, provide\/receive information and\nensure effective facility operations using communication skills and\ndepartmental policies\/procedures, as required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4.\nReview staff\u2019s Use of Force reports to ensure compliance with Departmental\npolicy utilizing the Department\u2019s Use of Force policies, procedures and\ntraining, as required.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">5.\n&nbsp;Recommend follow-up or corrective action\nto any violations of the Department\u2019s Use of Force policies, procedures and\ntraining, utilizing the Memorandum of Understanding (MOU), State Personnel\nBoard (SPB) laws and rules, Departmental Operations Manual (DOM), and Employee\nProgressive Discipline process, as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">6.\n&nbsp;Oversee the control and accountability\nof keys, locks and safety equipment\/devices to maintain safety\/security using\ndepartmental policies\/procedures, as required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">7.\n&nbsp;Oversee the use of emergency alarm\nsystems (e.g., Personal Alarm Devices\/Locator, fire, code, etc.), to ensure\nproper operation and effective emergency response using departmental\npolicies\/procedures, as required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">8.\n&nbsp;Inform the public and other agencies\nabout the programs of the facility to provide information and ensure external\nstakeholder involvement using communication skills and departmental\npolicies\/procedures, on an on-going basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">9.\n&nbsp;Implement security and youthful offender\nsupervision standards to ensure the safety\/security of staff and youthful\noffenders using the I&amp;C manual, CCR and Facility Operations Manual, as\nrequired. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">10.&nbsp; Oversee custody operations in the armory\nfunctions of safety equipment (e.g., radios, restraints, vests, escape kits,\netc.) to maintain accountability using the I&amp;C manual, Facility Operations\nManual and departmental policies\/procedures, as required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">11.\n&nbsp;Oversee custody operations in the armory\nfunctions of firearms and related equipment (e.g., holsters, magazines\/speed\nloaders, ammunition, etc.) to maintain accountability using the I&amp;C manual,\nFacility Operations Manual and departmental policies\/procedures, as required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">12.\n&nbsp;Make recommendations on the existing\ntraining of staff to ensure that safety\/security policies and procedures are\nunderstood and adhered to using the I&amp;C manual, Facility Operations Manual\nand departmental policies\/procedures, as required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">13.\n&nbsp;Work in conjunction with the Integrative\nBehavioral Treatment Model (IBTM) Administrator to develop the training for\nstaff on new policies\/procedures and equipment using existing manuals and\nmanufacturer recommendations, as required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">14.\n&nbsp;Oversee custody operations in the\nsecurity of offsite medical facilities to ensure safety\/security using\ndepartmental\/procedures and work in conjunction with outside facilities\npolicies\/procedures, as required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">15.\n&nbsp;Communicate with outside hospital\/law\nenforcement agencies to ensure safe\/secure off site medical operations using\ncommunication skills and departmental policies\/procedures, as required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">16.\n&nbsp;Consult with staff (e.g., treatment,\nmedical, maintenance, etc.) to ensure consistent application of departmental\npolicies\/procedures using the I&amp;C manual, CCR and Facility Operations\nManual, as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">17.\n&nbsp;Oversee custody operations in the\ntransportation of youthful offenders to ensure public\/staff\/youth safety using\ndepartmental policies\/procedures, as required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">18.\n&nbsp;Collaborate with custody and treatment\nstaff on disciplinary and problem cases (e.g., contraband, Disciplinary\nDecision Making System [DDMS], youth visiting problem, etc.) to ensure\nsafety\/security using departmental policies\/procedures, on an on-going basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">19. \u00a0Oversee custody operations in the approval and denial of visitors, volunteers, vendors, etc. into the facility to maintain safety\/security using California Law Enforcement Telecommunication System (CLETS), Criminal Information Index (CII) and Live Scan clearances, as required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">20.\n&nbsp;Review the investigation report of\nyouthful offender allegations to ensure established procedural safeguards are\nupheld using the I&amp;C manual, CCR and departmental policies\/procedures, as\nrequired. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">21.\n&nbsp;Make recommendations for the disposition\nof youthful offender\u2019s rights issues to ensure established procedural safeguards\nare upheld using the I&amp;C manual, CCR and departmental policies\/procedures,\nas required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">22.\n&nbsp;Make recommendations to the hiring\nauthority regarding the placement of a youthful offender on contraband watch\nbased on staff recommendations to prevent the introduction of contraband into\nthe facility and retrieve evidence using various reports (e.g., confidential\nreports, investigative reports, etc.) and departmental policies\/procedures, as\nrequired. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">23.\n&nbsp;Participate in the recruitment and\nhiring of custody and non-custody support staff to ensure vacancies are filled\nin a timely manner by qualified candidates using the State Personnel Board\u2019s\nrules, regulations, policies and procedures, as required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">24.\n&nbsp;Represent the Department, in\nformal\/informal setting (e.g., legal proceedings, State Personnel Board\nhearings, workers compensation hearings, labor negotiations, etc.) to obtain\nand report information and represent the interests of the Department using communication\nskills and departmental policies\/procedures, as required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">25.\n&nbsp;Evaluate the performance of staff to\npromote a standard level of performance using probationary reports, performance\nappraisals and individual Development Plans, on an on-going basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">26.\n&nbsp;Recommend appropriate disciplinary\nand\/or remedial action for staff to prevent and correct substandard performance\nusing MOU, SPB laws and rules, DOM, and Employee Discipline Process, as\nrequired. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">27.\n&nbsp;Conduct administrative inquiries into\nallegations of employee misconduct to determine\/establish facts and make\nadministrative recommendations using the I&amp;C manual and DOM, as required. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">28.\n&nbsp;Review the budget for security\noperations to ensure expenditures are appropriated correctly and within authorized\nbudget allocations using the Post Assignment Schedule (PAS) and funding codes,\non an-going basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">29.\n&nbsp;Oversee the purchase of equipment and\nsupplies to ensure compliance with the I&amp;C manual, Bargaining Unit 6\nMemorandum of Understanding (MOU) and the State Administrative Manual (SAM)\nusing the Business Information System (BIS), on an ongoing basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">30.\n&nbsp;Act as the Superintendent\/Assistant\nSuperintendent in his\/her absence to ensure the continued operation of the\nfacility using the I&amp;C manual, Facility
