these\ntasks.<\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><em><strong>Task Statements:<\/strong><\/em><\/h3>\n\n\n\n<p>1.\n&nbsp;Interview and counsel mental patients,\nyouthful\/adult offenders, and Veterans Home members on ethical\/moral problems\nand spiritual matters utilizing pastoral skills (e.g., spiritual counseling and\nassessment and behavioral management techniques, etc.) to solve individual\nneeds under the authority of Religious Land Use and Institutionalized Persons\nAct (RLUIPA) and as implemented through California Department of Corrections\nand Rehabilitation (CDCR) Chaplaincy in collaboration with mental health\nprofessionals, on a daily basis. <\/p>\n\n\n\n<p>2.&nbsp; Celebrate Mass, administer the Sacraments,\nand conduct other Roman Catholic religious rites as needed by institution\nresidents to satisfy the precepts of the Catholic Church and to provide for\ntheir spiritual growth and development, utilizing liturgical materials (e.g.,\nmissalettes, communion elements, sacred vessels, vestments and sacramentals,\netc.), under the authority of the local bishop, on an on-going basis. <\/p>\n\n\n\n<p>3.\n&nbsp;Organize and instruct classes in Roman\nCatholic religion, ethics, and sacred music for youthful and adult offenders\nfor purposes of rehabilitative development, faith formation and full active\nparticipation in their religious practices, utilizing the Rite of Christian\nInitiation of Adults and Catechism of the Catholic Church, in coordination with\nthe Catholic Church\u2019s liturgical calendar and National and State Bishop\nConferences. <\/p>\n\n\n\n<p>4.\n&nbsp;Cooperate with other staff members in\ncarrying out the institution treatment program under the supervision of the\nCommunity Resource Manager utilizing the comprehensive chapel schedule as a\ncoordinating tool for publication throughout the institution (e.g., Chief\nDeputy Warden, Associate Warden, Custody Captain, Principal of Education and\nWatch Commander) for the implementation of all religious programs, as needed. <\/p>\n\n\n\n<p>5.&nbsp; Supervise the arranging of programs conducted\nin the institution by visiting religious and allied groups (i.e., approved\nvolunteers) to fulfill the diverse needs and practices of the youthful and\nadult offenders through a variety of communication tools and media (e.g.,\ntelephone, e-mail, ducat requests, letters and institutional memoranda and\nnotifications, etc.), to ensure compliance with stipulated laws, rules,\nregulations, policies, procedures, etc., (e.g., Departmental Operations Manual\n[DOM], Title 15 and institutional operational procedures, etc.), as needed. <\/p>\n\n\n\n<p>6.\n&nbsp;Assist in problems involving welfare\nagencies where family help is needed by referring family members of youth and\nadult offenders to institutional resources (e.g., Institutional Family Liaison\nSpecialist and Catholic Social Services, etc.), utilizing DOM, Title 15 and\ninstitutional operational procedures, as needed. <\/p>\n\n\n\n<p>7.\n&nbsp;Visit the sick to provide alternative\nreligious service, counseling, comfort and advocacy, utilizing the Sacrament of\nthe Sick, empathic listening, communication with Hospital and Custody Staff to\npromote holistic healing in a compassionate response to suffering, in\naccordance with Biblical teachings, The Pastoral Guide for Care of the Sick and\nfundamental Christian principals, as needed. <\/p>\n\n\n\n<p>8.\n&nbsp;Work with residents in their group and\nclub activities utilizing Kairos, Victim Awareness, Partnership in Re-entry\nProgram, Criminal Gangs Anonymous, Prison Mindful Meditation and Centering\nPrayer, Inside Circle Foundation and Alternatives to Violence Program, etc., to\nprovide youthful and adult offenders with: greater insight and awareness of\nharm caused to victim\u2019s family and community; anger management tools;\ntransitional skills; enhanced Parole Board preparation and reduced yard\nviolence in accordance with CDCR policy, on an on-going basis. <\/p>\n\n\n\n<p>9.\n&nbsp;Counsel with families on problems\ninvolved in rehabilitation when invited by Correctional Counselor I, Social\nWorker and\/or Family Liaison Specialist to address a faith perspective as part\nof the institutional team solution, utilizing pastoral skills (e.g., empathic\nlistening and spiritual counseling, etc.) in accordance with institutional\npolicy, as needed. <\/p>\n\n\n\n<p>10.\n&nbsp;Explain and interpret the institution\u2019s\nreligious program to community groups for general awareness and education as\nrelated to religious services being provided in an institutional environment,\nutilizing public speaking skills and PowerPoint presentations and proactively\nmanaging the relationships with the public in collaboration with the Community\nResource Manager mission statement, periodically. <\/p>\n\n\n\n<p>11.\n&nbsp;Serve, when designated, as a member of\nor consultant to the institution classification committee to provide needed\ninput on youthful and adult offenders participation in religious programs as it\nmay affect their housing, job, and security level assignment, etc., using the\nreview of the point system procedures and Central file\/records to ensure\ncompliance with stipulated laws, rules, regulations, policies, procedures,\netc., (e.g., DOM, Title 15 and institutional operational procedures, etc.), as\nneeded. <\/p>\n\n\n\n<p>12.\n&nbsp;<strong>Keep\na variety of records: youthful and adult offender\u2019s attendance at all religious\nprograms, payroll, death notifications, janitorial and office supplies,\ndonations, approved gate clearances, volunteer records, etc., utilizing\ndesignated forms (e.g., Fire drill report, Incident Report [STD 115], Gifts and\nDonations [CDCR 922], etc.) to ensure compliance with stipulated laws, rules,\nregulations, policies, procedures, etc., (e.g., DOM, Title 15, institutional\noperational procedures, etc.), as needed.<\/strong> <\/p>\n\n\n\n<p>13.\n&nbsp;<strong>Recruit\nqualified volunteers to serve in Catholic religious programming to facilitate\nand assist in worship, pastoral and counseling services, etc. using parish\nreferrals, staff orientations, self-motivation and personal contacts, under the\ndirection of the Community Resource Manager to ensure compliance with\nstipulated laws, rules, regulations, policies, procedures, etc., (e.g., DOM,\nTitle 15 and institutional operational procedures, etc.), as needed.<\/strong> <\/p>\n\n\n\n<p>14.\n&nbsp;<strong>Approve\nand\/or disapprove religious diets for youthful and adult offenders to allow\nand\/or disallow participation in religious dietary beliefs by utilizing the\nReligious Diet Request (CDCR 3030-A) to document and implement the process and\nmaintain the religious diet roster to ensure compliance with stipulated laws,\nrules, regulations, policies, procedures, etc., (e.g., DOM, Title 15 and\ninstitutional operational procedures, etc.), as needed.<\/strong> <\/p>\n\n\n\n<p>15.\n&nbsp;<strong>Approve\nreligious packages (e.g., rosaries, medals and package matrix, etc.) for\nyouthful and adult offenders for use in individual devotional practices by\nutilizing the designated Religious Package Order form and approved Vendor\nCatalog, according to stipulated laws, rules, regulations, policies,\nprocedures, etc., (e.g., DOM, Title 15 and institutional operational\nprocedures, etc.), as needed.<\/strong> <\/p>\n\n\n\n<p>16.\n&nbsp;<strong>Prepare\nand update Chapel schedules for religious programs for submission to the\nCommunity Resource Manager for coordination and publication to youthful\/adult\noffenders and staff, using bulletin boards, televised announcements, e-mails,\nword document templates, Outlook Calendars, etc., in accordance with\ninstitutional operational procedures, as needed.<\/strong> <\/p>\n\n\n\n<p>17.\n&nbsp;<strong>Prepare\ndata for posting in Compstat Report format for worship services, religious\neducation, pastoral counseling by recording youthful and adult offender\u2019s\nattendance and volunteer\u2019s hours of service, utilizing Excel\/Word spreadsheets\nfor submission by the Community Resource Manager to CDCR Headquarters, on a monthly\nbasis.<\/strong> <\/p>\n\n\n\n<p>18.\n&nbsp;<strong>Notify\nyouthful and adult offenders of the death of their immediate family members,\nafter the independent verification of the death, family relation and offender\nmental health status, by performing one to one pastoral counseling session (s)\nand completing\/disseminating appropriate death notification form in accordance\nwith the institutional operational procedures, as needed.<\/strong> <\/p>\n\n\n\n<p>19.\n&nbsp;<strong>Facilitate\nReligious Banquets for youthful and adult offender\u2019s celebration of religious\nholy days through submission of executive memorandum, as required by the\nCommunity Resource Manager detailing the title of the event, date, time,\nlocation, menu and projected participants, in accordance with DOM, Title 15 and\ninstitutional operational procedures, according to respective religious group\u2019s\nholy day calendar.<\/strong> <\/p>\n\n\n\n<p>20.\n&nbsp;<strong>Prepare\nsecurity clearance forms for approval of volunteer\u2019s entrance and escort into\nthe facility for chaplaincy support of religious programs serving youthful and\nadult offenders, using the CLETS system and Strategic Offender Management\nSystem (SOMS), in accordance with DOM, Title 15 and institutional operational\nprocedures, as needed.<\/strong> <\/p>\n\n\n\n<p>21.\n&nbsp;<strong>Coordinate\/sponsor\nchapel access for all faith groups by using the chapel schedule to optimize and\nensure the opportunity for youthful and adult offenders to practice their\nindividual belief, as defined by the requirement of the RLUIPA, on a daily\nbasis.<\/strong> <\/p>\n\n\n\n<p>22.\n&nbsp;<strong>Provide\ntraining, supervision and evaluation of religious volunteers to ensure the\nsafety and security of the institution and the successful accomplishment of\nreligious programming for youthful and adult offenders, utilizing the volunteer\ntraining packet, Institutional Trainer in Security and PowerPoint\npresentations, in accordance with DOM, Title 15 and institutional operational\nprocedures, on an ongoing basis.<\/strong> <\/p>\n\n\n\n<p>23.\n&nbsp;<strong>Participate\nin religious review committee by providing input and interpretation, utilizing\nthe Chaplain\u2019s expertise, in matters of policy, youthful and adult offender\u2019s\nappeals, reasonable accommodations, etc., in accordance with DOM, Title 15 and\ninstitutional operational procedures, on an on-going basis.<\/strong> <\/p>\n\n\n\n<p>24.\n&nbsp;<strong>Train,\nsupervise and evaluate inmate chapel clerks to ensure the safety and security\nof the institution and the successful accomplishment of religious programming\nfor youthful and adult offenders, utilizing Material Safety Data Sheets (MSDS),\nExcel spreadsheets and Word documents, in accordance with institutional\noperational procedures, on an on-going basis.<\/strong><\/p>\n\n\n\n<p>25.\n&nbsp;<strong>Maintain\ninventory of chapel equipment for purposes of preserving the integrity of the\nchapel\u2019s safety and security, delivery of religious services and health\nenvironment, utilizing designated daily inspection forms, in accordance with\nDOM, Title 15 and institutional operational procedures, on a daily basis.<\/strong> <\/p>\n\n\n\n<p>26.\n&nbsp;<strong>Compile,\nedit and submit youthful and adult offender\u2019s list for submission to Inmate\nAssignment office for the production of ducats for the authorized movement of\nresidents to the site of the religious program, utilizing Excel spreadsheets\nand Word documents, in accordance with institutional operational procedures, as\nneeded.<\/strong> <\/p>\n\n\n\n<p>27.\n&nbsp;<strong>Generate\nwritten memorandum for approval by executive body for special religious program\nevents (e.g., Kairos , Victim Awareness, Partnership in Re-entry Program,\nCriminal Gangs Anonymous, Prison Mindful Meditation and Centering Prayer,\nInside Circle Foundation and Alternatives to Violence Program, etc.) for\nyouthful and adult offenders, utilizing a personal computer, in accordance with\ninstitutional operational procedures, as needed.<\/strong> <\/p>\n\n\n\n<p>28.\n&nbsp;<strong>Participate\nvoluntarily in staff support groups (e.g., Peer Support Group, Equal Employment\nOpportunity and Suicide Awareness Team, etc.) to provide holistic encouragement\nfor a variety of staff personal situations (e.g., mild depression and grief,\netc.), using pastoral skills (e.g., empathic listening and spiritual\ncounseling\/ direction, etc.), in accordance with institutional operational\nprocedures, as needed.<\/strong> <\/p>\n\n\n\n<p>29.\n&nbsp;<strong>Respond\nto written requests (i.e., CDCR 22) regarding religious needs (e.g., DOM, Title 15 and institutional operational\nprocedures, as needed.<\/strong> <\/p>\n\n\n\n<p>30.\n&nbsp;<strong>Provide\ntraining to new and established staff on Chaplaincy functions, to establish\nawareness for correctional staff of religious programs, utilizing institutional\nblock training, New Employee Orientation and informal on-the-job training, as\ndirected by the Warden or designee, as needed. <\/strong><\/p>\n\n\n\n<p>31.\n&nbsp;<strong>Serve\nyouthful and adult offenders in all non-chapel locations (e.g., Hospital,\nAdministrative Segregation, Family Visiting and Crisis Units, etc.), utilizing\nalternative religious services and pastoral counseling as defined by the\nrequirement of the Religious Land Use and Institutionalized Persons Act\n(RLUIPA), as
