Statements:<\/strong><\/em><\/h3>\n\n\n\n<p>1.&nbsp; Under administrative direction, plans,\norganizes, and directs a complex Health Services Operation (HSO) i.e. medical,\ndental, and psychiatric inpatient and outpatient care and treatment program, to\nmeet the constitutional standard of health care for persons committed to the\nCalifornia Department of Corrections (CDC) utilizing various resources (e.g.\nlaws, rules, regulations, policies, procedures, knowledge, monies, people,\netc.). <\/p>\n\n\n\n<p>2.\n&nbsp;Serves as a member of the Warden&#8217;s\nexecutive staff to provide information, assistance, resolve problems and\nestablish policies pertaining to HSO and Correctional Facility Operations, etc.\nutilizing various resources (e.g. expertise, knowledge, laws, rules,\nregulations, policies, procedures, etc.) working with other members as\nrequired. <\/p>\n\n\n\n<p>3.\n&nbsp;Develops policies and procedures\nrelative to health care services to: \u00b7 meet the constitutional standard of\nhealth care for persons committed to the CDC \u00b7 implement Federal and State laws\nand CDC treatment policies \u00b7 assure that treatment services are of\nhealth care for persons committed to the CDC \u00b7 implement Federal and State laws\nand CDC treatment policies \u00b7 assure that treatment services are developed\nwithin the context of an overall planned effort with explicit goals and\nobjectives consistent with the mission of the CDC \u00b7 assure that overall\nplanning is relevant to the needs of the inmates\/patients and consistent with\ncommunity needs and the statewide delivery system within the resources\navailable \u00b7 ensure that the treatment services achieve and maintain compliance\nwith licensing and certification regulation \u00b7 use funds optimally and maintain\nfiscal controls utilizing various resources (e.g. staff, laws, rules,\nregulations, knowledge, expertise, etc.) as needed. <\/p>\n\n\n\n<p>7.\n&nbsp;Represents the Warden and\/or the Deputy\nDirector, Health Care Services Division in policy and decision making within\nthe HSO, the department, or with other agencies to provide direction,\ncoordination, expertise, etc. utilizing various resources (e.g. management\nskills, knowledge, communication skills, laws, rules, regulations, etc.) as\ndelegated. <\/p>\n\n\n\n<p>8.\n&nbsp;Serves as Warden in his\/her absence to\nensure the continued operation of the Institution utilizing various resources\n(e.g. management skills, knowledge, communication skills, laws, rules,\nregulations, etc.) as delegated. <\/p>\n\n\n\n<p>9.\n&nbsp;Provides direct medical, dental and\/or\npsychiatric treatment to inmates\/patients to meet the constitutional standard\nof health care using the tools of the trade, medical expertise, etc. as\nnecessary. <\/p>\n\n\n\n<p>10.\n&nbsp;Works closely with Health Care Services\nDivision staff and other departmental divisions to: \u00b7 establish improved\ncommunication, methods, forms, policies, procedures, etc. \u00b7 ensure the\nconstitutional standard of health care to inmates\/patients \u00b7 obtain resources \u00b7\narrange for placement of inmates\/patients with special health care needs \u00b7 plan\nfor optimum use of funds and maintain fiscal control \u00b7 assure that treatment\nservices are developed within the context of an overall planned effort with\nexplicit goals and objectives consistent with the mission of the CDC \u00b7 assure\nthat overall planning is relevant to the needs of the inmates\/patients and\nconsistent with community needs and the statewide delivery system within the\nresources available utilizing various resources (e.g.\ninterpersonal\/communication skills, knowledge, expertise, laws, rules,\nregulations, policies, procedures, etc.) on an on-going basis. <\/p>\n\n\n\n<p>11.\n&nbsp;Consults with staff members on unusual\nor difficult medical, surgical or other treatment problems of inmates\/patients\nto meet the constitutional standard of health care using the tools of the\ntrade, medical expertise, etc. as necessary. <\/p>\n\n\n\n<p>12.\n&nbsp;Evaluates medical, dental and\npsychiatric treatment provided to inmates\/patients to ensure the constitutional\nstandard of health care using expertise, guidelines, and the methods of:\npeer\/case review, continuous quality improvement, statistical analysis, process\nmanagement, etc.; on an on-going basis. <\/p>\n\n\n\n<p>13.\n&nbsp;Approves medical, dental and psychiatric\ntreatment provided to inmates\/patients to ensure the constitutional standard of\nhealth care using expertise, guidelines, and the methods of utilization\nmanagement on an on-going basis. <\/p>\n\n\n\n<p>14.\n&nbsp;Arranges, as necessary, for consultation\non difficult cases with medical authorities outside the HSO to ensure the\nconstitutional standard of health care using expertise, guidelines, and the\nmethods of utilization management. <\/p>\n\n\n\n<p>15.\n&nbsp;Supervises a large clinical staff, which\nincludes psychiatrists, psychologists, physicians and surgeons, social workers,\ntherapists, nursing, dentists, and other related classes, by: \u00b7 planning\nstaffing needs \u00b7 approving selection, assignment, performance evaluations \u00b7 approving\ndiscipline of staff \u00b7 acting as Skelly Officer \u00b7 providing training to ensure\ncompliance with the State\u2019s personnel policy and the effective operation of the\nHSO utilizing various resources (e.g. management skills, communication skills,\nInstitutional support staff, laws, rules, policies, procedures, etc.) on a\ndaily basis. <\/p>\n\n\n\n<p>16.\n&nbsp;Maintains order, instructs, and\nsupervises the conduct of individuals committed to the CDC to maintain security\nof work areas and materials in the performance of daily activities and to\nprevent escape or injury of inmates, to themselves, others, or to property\nutilizing various resources (e.g. interpersonal skills, heightened awareness of\nthe surroundings, knowledge, various alarm systems, custody security staff,\netc.) as dictated by departmental policy. <\/p>\n\n\n\n<p>17.\n&nbsp;Prepares written documents (e.g.\nreports, correspondence, etc.) to provide information to others utilizing\nvarious resources (e.g. communication skills, computer equipment, laws, rules,\nregulations, policies, procedures, etc.) as needed. <\/p>\n\n\n\n<p>18.\n&nbsp;Responds to inquires from governmental\nagencies, legislature, citizens, inmate\/patient family members, etc. to provide\ninformation utilizing various resources (e.g. interpersonal\/communication\nskill, technical expertise, laws, rules, policies, procedures, etc.) as\nrequired. <\/p>\n\n\n\n<p>19.\n&nbsp;Administers the inmate appeal system for\nthe HSO to: \u00b7 ensure timely completion of appeals by assigned staff \u00b7 provide\nresources to appeals coordinator \u00b7 review all allegations of staff misconduct\nfor appropriate assignment to fact finding or investigation personnel \u00b7 approve\nall second level appeals responses \u00b7 ensure compliance with third level appeals\nmodification orders utilizing various resources (e.g.\ninterpersonal\/communication skill, technical expertise, laws, rules, policies,\nprocedures, etc.) on an
