institutional staff\nengaged in the operation, installation, maintenance, alteration and repair of\nthe physical plant in a large sized state correctional facility, to ensure the\ninstitution is meeting Federal and\/or State mandates utilizing various\nresources (e.g., California Code of Regulations [CCR], Code of Federal\nRegulations, California Fire Code, etc.), on a daily basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3.\n\u00a0Direct the work of institutional staff\nengaged in the operation, installation, maintenance, alteration and repair of\nthe physical plant in a large sized state correctional facility, to ensure\ncompliance with Federal and\/or State mandates utilizing various resources\n(e.g., CCR, Code of Federal Regulations, California Fire Code, etc.), on physical plant (e.g., electrical systems, including high pressure steam\nboilers and fire protection systems, etc.) in a large sized state correctional\nfacility, to ensure the institution is meeting Federal and\/or State mandates\nutilizing various resources (e.g., CCR, Code of Federal Regulations, California\nFire Code, etc.), on a daily basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">5.\n\u00a0Manage staff engaged in materials\nmanagement in order to ensure that materials are received and available for\nrepair and maintenance utilizing CDCR forms, purchase orders\/invoices,\ndatabases, all applicable Local, State and Federal laws, rules, regulations and\ncodes, effective interpersonal communication skills, basic supervision skills\nand professional\/personal knowledge, etc. on a daily basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">6.\n\u00a0Inspect the maintenance, repairs and\nalteration of buildings, structures, roads, roofs, grounds, walkways, equipment\nand other related infrastructure to ensure satisfactory conditions of living\nand working standards, in a medium to large sized state correctional facility,\nutilizing various resources (e.g., California Code of Regulations, Departmental\nOperation Manual [DOM], California Fire Code, etc.), directed by the hiring\nauthority as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">7.\n\u00a0Monitor compliance of health and safety\nregulations, regulatory requirements, institutional security requirements (tool\nand key control) and hazardous materials programs, in a medium to large sized\nstate correctional facility, to produce a safe and secure environment utilizing\nvarious resources (e.g., CCR, DOM, knowledge of the programs\/facilities, etc.),\non a daily basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">8.\n\u00a0Oversee staff in the maintenance of\nblueprints, equipment specifications, operational maintenance manuals and other\nrecords of the physical plant, in a medium to large sized state correctional\nfacility, in order to ensure that information is accurate and updated utilizing\nvarious manuals and tools, equipment, aids, staff resources, effective\ninterpersonal skills and professional\/personal knowledge, etc., on an as needed\nbasis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">9.\n\u00a0Review various written documents and\nadministrative reports in order to maintain, repair, and plan for the\nappropriate maintenance of the medium to large sized institution, utilizing\nstaff, preventive\/corrective maintenance programs, environmental health survey,\ncapital outlay process, professional\/personal knowledge, etc., on a daily\nbasis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">10.\n\u00a0Prepare various written documents and\nadministrative reports in order to provide various data\/information to\nstaff\/management\/control agencies, plan for the appropriate maintenance of the\nmedium to large sized institution, utilizing effective written and interpersonal\ncommunication skills, staff expertise, research, preventive\/corrective\nmaintenance programs, professional\/personal knowledge, etc., on a daily basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">11.\n\u00a0Prepare cost estimates, justifications,\nanalysis, emergency response procedures, plant operations procedures, etc., in\norder to ensure the medium to large sized institution is maintained in a safe\nand secure condition utilizing various resources (e.g., CCR, DOM, knowledge of\nthe programs\/facilities, etc.), as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">12.\n\u00a0Review cost estimates, justifications,\nanalysis, emergency response procedures, plant operations procedures, etc., in\norder to ensure the medium to large sized institution is maintained in a safe\nand secure condition utilizing various resources (e.g., CCR, DOM, knowledge of\nthe programs\/facilities, etc.), as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">13.\n\u00a0Participate in the review and\ndevelopment of the Five-Year Plan, Concept Papers, Capital Outlay Budget Change\nProposals and Section 6.0 Project Requests to obtain approval\/secure funding\nfor code compliance changes, mandated program changes, or medium sized facility\nmaintenance and improvements utilizing various resources (e.g., engineering\nrequests, policies, regulations, court mandates, etc.), as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">14.\n\u00a0Track construction and repair projects\nwith all entities to minimize disruption to institutional programs and ensure\ncompliance with applicable codes and design criteria utilizing various\nresources (e.g., California Code of Regulations, Departmental Design Criteria\nGuidelines, project drawings and specifications, etc.), as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">15.\n\u00a0Facilitate construction and repair\nprojects with all entities to minimize disruption to institutional programs and\nensure compliance with applicable codes and design criteria utilizing various\nresources (e.g., California Code of Regulations, Departmental Design Criteria\nGuidelines, project drawings and specifications, etc.), as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">16.\n\u00a0Monitor budget related costs to ensure\nthat plant operations provides the services necessary to maintain the physical\nplant and operate within budgetary authorized levels through the use of various\nresources (e.g., budget allotments, historical data, Schedule 9 Equipment\nRequests, preventive maintenance shop\/warehouse stock, purchase orders,\ncontracts, utility costs and energy conservation measures, etc.) as directed by\nthe hiring authority. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">17.\n\u00a0Project budget related costs (e.g.,\nSchedule 9 Equipment Requests, preventive maintenance shop\/warehouse stock,\npurchase orders, contracts, utility costs, etc.) to provide the services necessary\nto maintain the medium to large sized physical plant through the use of various\nresources (e.g., previous and current year budget allotments, invoices,\ncontracts, historical data, etc.), as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">18.\n\u00a0Assist in the preparation of various\nfiscal and\/or Plant Operations management related reports to local\nadministration and headquarters, to provide information using supportive data\n(e.g., expertise and researched data, etc.), as needed and\/or upon request. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">19.\n\u00a0Prepare\/submit various reports to regulatory\nagencies (e.g., water regulators, air quality boards, Federal\/State\/Municipal\nagencies, Homeland Security, etc.) to maintain compliance with applicable laws,\nrules and regulations using personal computer, various software\/databases, raw\ndata, etc. as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">20.\n\u00a0Consult and respond, both verbally and\nwritten, to reports and\/or notices of correction from control agency\nrepresentatives (e.g., Office of State Architect, CAL-OSHA, Dept. of Health\nServices, Regional Water Quality Control Board, State Fire Marshall, Air\nQuality and other regulatory agencies, etc.) in order to maintain a safe and\nsecure environment utilizing the proper resources, laws, rules, regulations,\neffective interpersonal skills and professional\/personal knowledge, etc. as\nrequired.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">21.\n\u00a0Oversee the reoccurring budget by\nmonitoring operational costs in order to ensure that the plant operations\nprovides the services necessary to maintain the physical plant and operate\nwithin budgetary authorized levels utilizing laws, rules, regulations,\neffective interpersonal communication skills, basic supervision skills and\nprofessional\/personal knowledge on a daily basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">22.\n\u00a0Represent the Department, in formal or\ninformal settings, regarding official proceedings by acting as a subject matter\nexpert, attending meetings and conferences in order to obtain and report\ninformation and\/or represent the latest of the Department utilizing effective\ninterpersonal communication skills, professional\/personal knowledge, etc. on an\nas needed basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">23.\n\u00a0Ensure that no youthful offender\nperforms preventive\/corrective maintenance on any security system in order to\nmaintain safety and security within the institution utilizing laws, rules and\nregulations, effective interpersonal communication skills, professional\/personal\nknowledge, etc. as directed by the DOM on a daily basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">24.\n\u00a0Maintain order the conduct of\nindividuals committed to the CDCR to maintain security of work areas and\nmaterials in the performance of daily activities and to prevent escapes or\ninjury by youthful offenders to themselves, others or to property utilizing\nvarious resources (e.g., interpersonal skills, heightened awareness of the\nsurroundings and various alarm systems, etc.), as dictated by departmental\npolicy. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">25.\n\u00a0Instruct the conduct of individuals\ncommitted to the CDCR to maintain security of work areas and materials in the\nperformance of daily activities and to prevent escapes or injury by youthful\noffenders to themselves, others or to property utilizing various resources\n(e.g., interpersonal skills, heightened awareness of the surroundings and\nvarious alarm systems, etc.), as dictated by departmental policy. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">26.\n\u00a0Supervise the conduct of individuals\ncommitted to the CDCR to maintain security of work areas and materials in the\nperformance of daily activities and to prevent escapes or injury by youthful\noffenders to themselves, others or to property utilizing various resources\n(e.g., interpersonal skills, heightened awareness of the surroundings and\nvarious alarm systems, etc.), as dictated by departmental policy. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">27.\n\u00a0Search youthful offenders to identify\nand confiscate contraband (e.g., drugs, weapons, alcohol, money, etc.) by\npersonal search of youthful offenders and by visual inspection of premises and\nyouthful offenders personal possessions (e.g., clothing, locker, etc.) within\nestablished policies and procedures. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">28.\n\u00a0Conduct monthly meetings and training to\nindividuals\/groups in the appropriate interpretation and application of\npolicies, procedures, trends, knowledge and safety awareness utilizing various\nmethods (e.g., classroom, on the job, etc.) as needed for successful job\nperformance and regulatory compliance. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">29.\n\u00a0Provide training for staff development\nin order to improve job skills and promote upward mobility, using departmental\nmanuals, regulatory information continuing education, etc., on an on-going\nbasis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">30.\n\u00a0Evaluate and provide feedback to\nemployees to ensure performance objectives\/standards are met by monitoring work\nassignments and behaviors as required by the State Personnel Board, as\nrequired. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">31.\n\u00a0Prepare employee performance reports\n(i.e., Individual Development Plan, Report of Performance for Probationary\nEmployee) to provide required documentation that the employee is performing or\nnot performing the objectives\/standards of the class as required by the State\nPersonnel Board utilizing the DOM. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">32.\n\u00a0Oversee Plant Operations staff\nattendance by approving and monitoring sick leave usage and vacation requests\nin order to produce an effective workforce and maintain positive morale\nutilizing effective interpersonal communication skills, basic supervision\nskills, State laws, rules and regulations, Bargaining Unit Agreements and\nDepartmental policies and procedures on a daily basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">33.\n\u00a0Participate in the employee correction\naction process in order to address issues of substandard performance by\nutilizing Bargaining Unit Agreements, effective interpersonal communication\nskills, basic supervision skills, State Personnel Board rules, Departmental\npolicies and procedures and staff in the Labor Relations Office on an as needed\nbasis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">34.\n\u00a0Initiate and\/or participate in the\nemployee disciplinary\/adverse action process in order to address issues of\nsubstandard performance by utilizing Bargaining Unit Agreements, effective\ninterpersonal communication skills, basic supervision skills, State Personnel\nBoard rules, Departmental policies and procedures and staff in the
