medication and program compliance, mental status exam,\nappropriate level of care, etc.), provide status reports and\/or\nrecommendations, and make appropriate referrals (e.g., psychiatric, medical,\ncustody staff, etc.) utilizing Unit Health Record (UHR), custody\nreports\/written documents (e.g., progress notes, Central File [C-File]),\ninformation from other staff, interviews\/direct observation, professional\nknowledge and experience, the Mental Health Tracking System (MHTS), etc. in\nresponse to referrals from Health Care Services Division (HCSD), custody,\nconcerned relatives, etc. <\/p>\n\n\n\n<p>2.\n&nbsp;Delegate appropriate staff to evaluate\nbehavior problems and mental disorders of inmates in order to ensure that\ninmates are evaluated and treated appropriately and provide status reports and\nother recommendations utilizing staff (e.g., Senior Psychologist, Senior\nPsychiatric Social Workers, etc.), MHTS, etc. in response to referrals from\nHealth Care Services Division (HCSD), custody, concerned relatives, etc. <\/p>\n\n\n\n<p>3.\n&nbsp;Ensure that staff classify inmates for the\nappropriate level of mental health care (e.g., General Population [GP],\nCorrectional Clinical Case Management System [CCCMS], Enhanced Outpatient\nProgram [EOP], Mental Health Crisis Beds [MHCB], Department of Mental Health\n[DMH], etc.) in the institution\u2019s housing units, based upon their mental\ndisorders and\/or developmental disabilities in order to provide the appropriate\nlevel of care and treatment (e.g., individual\/group therapy, psychiatric\nmedication, case management, etc.) in the least restrictive environment and\ncomply with laws, rules, regulations, and Federal mandates (e.g., Coleman,\nClark, etc.), etc. utilizing professional knowledge and experience, Mental\nHealth Services Delivery System [MHSDS] program guide, laws, rules,\nregulations, and Federal mandates, etc. on a daily basis. <\/p>\n\n\n\n<p>4.\n&nbsp;Participate in various\nmeetings\/committees\/teams (e.g., institution staff, executive staff, Quality\nManagement Committee [QMC], Quality Improvement Team [QIT], mental health\nInterdisciplinary Treatment Teams [IDTT], Institution Classification Committee,\nUnit Classification Committee, etc.) in order to develop policies and\nprocedures, represent HCSD\/mental health department, provide two-way\ncommunication with various disciplines and executive staff, provide mental\nhealth input, recommendations, and expertise in the diagnosis, care, and\ntreatment of inmates, etc. utilizing effective communication skills, staff\nexpertise, professional knowledge and experience, laws, rules, regulations,\ncourt mandates, Department Operations Manual (DOM), Title 15 and 22, MHSDS program\nguidelines, custody reports and written documents (e.g., UHR, progress notes,\nC-File, etc.), clinical interviews and direct observations, etc. as determined\nby court mandates, dictated by the local governing body, and\/or required by\ndepartmental policies and procedures, etc. <\/p>\n\n\n\n<p>5.\n&nbsp;Lead the Mental Health Quality\nManagement Subcommittee for the institution in order to coordinate multiple\nmental health department functions (e.g., suicide prevention committee report,\naudits results, Coleman compliance, Emergency Response Review Committee\nreport), to comply with the quality management process as developed by HCSD,\ndevelop and monitor progress of the institution\u2019s Quality Improvement Team\n(QIT), identify problems and provide recommendations for senior staff and\/or\nHCM, report data to QMC on mental health issues utilizing program evaluation\nskills, meeting organizational skills, group facilitation skills, effective\ncommunication skills, knowledge of the mental health unit functions and their\npolicies and procedures, etc. in compliance with departmental policies. <\/p>\n\n\n\n<p>6.\n&nbsp;<strong>Manage\nthe mental health staff and equipment allocation (e.g., contract staff\/\nregistry expenditures, vacancies\/positions, equipment, supplies, etc.) in order\nto provide fiscally responsible information (e.g., projections, current costs,\nstaffing vacancies, justify expenditures, etc.) to the HCM, etc. utilizing\nvarious forms and reports (e.g., vacancies, registry, etc.), staff (e.g.,\nsupervisory, budget and contract analysts, personnel specialists, etc.), and\nknowledge of the department\u2019s budgetary and financial processes, etc. clinical staff functions (e.g., diagnosis, treatment,\ntherapy, classification of inmates, etc.), audits (e.g., chart audits, program\nanalysis, peer review, Coleman, Clark, and QMAT audits etc.), personnel\nfunctions (e.g., recommend candidates for hire, adverse actions, training,\nperformance evaluations, timesheets, etc.), and safety and security functions\n(e.g., carrying personal alarm device, supervising inmates, reporting potential\nescapes and contraband, following tool control\/key control procedures, etc.),\netc. in order to ensure compliance with MHSDS program guidelines, compliance with MHSDS program guidelines and\nethical standards of professional mental health care, etc. and ensure that\nprofessional staff function within the scope of their license utilizing\nknowledge of the ethical standards of various professions, laws, rules,\nregulations, effective communication skills, professional knowledge and\nexperience, professional journals, current knowledge of supervision and\nlicensing standards, etc. as needed. <\/p>\n\n\n\n<p>23.\n&nbsp;Provide various training programs (e.g.,\ndocumentation guidelines, how to use the MHTS, complete appropriate mental\nhealth forms, suicide prevention, signs and symptoms of mental diseases, court\nmandates, stress management, conflict resolution, etc.) for all staff,\nincluding custody when requested, in order to provide continuing education\ncredits and current information, increase staff awareness of mental illness\nwithin an institution environment, increase the effectiveness of
