Filled\/Vacant Position Report dated October 2017.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>EDITED TASK LISTING<\/strong><\/h2>\n\n\n\n<p><strong><em>NOTE:\nEach position within this classification may perform some or all of these tasks.<\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><em>Task\nStatements:<\/em><\/strong><\/h3>\n\n\n\n<p>1. &nbsp;Oversee all inmate activity groups, religious\nfaith based programs and other volunteer programs to promote opportunities for\nsuccessful re-entry into society using resources available in the local\ncommunity on a continuous basis.<\/p>\n\n\n\n<p>2. &nbsp;Manage community-sponsored activities for\ninmates (e.g., Citizens Advisory Committee [CAC], volunteers, partnerships,\nself-help and inmate activity groups) to increase participation in correctional\nprograms and provide opportunities for interaction between the community and\nthe department using California Code of Regulations (CCR) Title 15,\nDepartmental Operations Manual (DOM), and communication skills as deemed\nnecessary.<\/p>\n\n\n\n<p>3. &nbsp;Develop programs (training and orientation)\nfor staff, contract staff and volunteers to provide an understanding of the\nlaws, rules and regulations pertaining to departmental policy using approved\ndepartmental training materials, as required.<\/p>\n\n\n\n<p>4. &nbsp;Conduct training for staff, contract staff and\nvolunteers to provide an understanding of the laws, rules, regulations and\nsecurity operations within an institutional setting using departmental training\nmaterials and appropriate government codes and statutes as required by\ndepartmental policy.<\/p>\n\n\n\n<p>5. &nbsp;Coordinate rehabilitation and pre-release programs\nwithin the institution to ensure operational efficiency and maintain the\nsuccessful overall mission of the institution and Department using CCR Title\n15, DOM, and communication skills on a daily basis.<\/p>\n\n\n\n<p>6. &nbsp;Monitor rehabilitation and pre-release program\nproviders and volunteers (e.g. recruitment, interviewing, screening, training\nand retention) to ensure the safety and security of staff, inmates and\nvolunteers using effective management skills and provide additional training as\nneeded.<\/p>\n\n\n\n<p>7. &nbsp;Establish collaborative partnerships with the\ncommunity (i.e., public officials, general public, agencies, and local service\nproviders) to ensure an understanding of correctional programs, policies and\nprocedures for community collaboration using interpersonal skills and effective\ncommunication to support the department\u2019s mission.<\/p>\n\n\n\n<p><em>Tasks highlighted in bold text are not currently on\nthe SPB classification specification<\/em><\/p>\n\n\n\n<p>8. &nbsp;Consult with the institution management,\nHeadquarters staff and community stakeholders (CAC, Victims of Crime, Friends\nOutside, etc.) to assist in establishing partnerships using communication\nskills and knowledge of the Department\u2019s mission as needed.<\/p>\n\n\n\n<p>9. &nbsp;Act as liaison for contract staff, volunteers,\nand community leaders to ensure inmates are receiving needed services and the\ncommunity is aware of institutional needs using effective communication as\nnecessary.<\/p>\n\n\n\n<p>10. &nbsp;Coordinate the CAC meeting to provide communication to\nstrengthen the institutions\u2019 partnerships with the community by allowing interested\ncitizens to voice their concerns and make suggestions for facility and program\nenhancements using CCR Title 15 and DOM, on a regular basis. <\/p>\n\n\n\n<p>11. &nbsp;Evaluate program conditions (religious\nactivities, high security areas, inmate restrictions, etc.) accurately and take\neffective action to ensure the safety, security and privacy of staff, contract\nstaff, volunteers and inmates using institutional awareness, policy and\nprocedures when necessary. <\/p>\n\n\n\n<p>12. &nbsp;Conduct\npresentations to local organizations (city council, board of supervisors,\nschools, job fairs, etc.) to encourage community partnerships, inmate\nprogramming, community service projects and overall awareness of the\nDepartments mission using effective communication (verbal, multi-media\npresentation, etc.) as directed by the hiring authority. <\/p>\n\n\n\n<p>13. &nbsp;Monitor budget allotments for self-help\nsponsors and other line items to ensure proper expenditures which support\ninmate programming using time sheets, sponsor schedules and other supporting\ndocumentation on a continuous basis. <\/p>\n\n\n\n<p>14. &nbsp;Collect program data (number of volunteers,\nself-help sponsors, inmate participation etc.) to ensure programs are\nsufficient and appropriate for the inmate population, using computer programs,\nsign-in sheets, time sheets and gate clearances on a continuous basis. <\/p>\n\n\n\n<p>15. &nbsp;Submit and monitor appropriate program reports\nto management for evaluation (inmate activity groups, community volunteer\ninvolvement, fundraising, special events and religious activities, etc.) using\nappropriate software as required by departmental policy. <\/p>\n\n\n\n<p>16. Maintain an awareness of\navailable rehabilitation and pre-release programs to maintain effectiveness of\nexisting programs using community contacts, outreach groups, social media and\nthe CAC on a continuous basis. <\/p>\n\n\n\n<p>17. Update applicable DOM\nsupplements and local operating procedures related to rehabilitation and\npre-release activities (religious programs, gifts and donations, volunteer\ntraining, inmate activities, etc.) to ensure they support local and\ndepartmental needs, as required. <\/p>\n\n\n\n<p>18. Oversee rehabilitative\nsupport contract services (i.e., visitor center and family liaison services) to\nensure compliance of the scope of work within the contract language using\nvarious reports to ensure accountability on an ongoing basis.<\/p>\n\n\n\n<p>19. Supervise chaplaincy\nservices (Chaplains and Native American Spiritual Leaders, religious\nvolunteers, religious diet programs, etc.) to ensure all inmates are allowed\nconstitutionally mandated access to religion pursuant to CCR Title 15 and DOM. <\/p>\n\n\n\n<p>20. Provide supervision of\nself-help sponsors and oversight of various volunteer service providers to\nensure appropriate inmate services are provided to meet the rehabilitative\nneeds of the inmate population by means of observation and administrative\ndirection, as necessary. <\/p>\n\n\n\n<p>21. Manage inmate charitable group fund-raising\nactivities (toy drives, sale of food products and other commodities, etc.) to\nensure activities serve community needs and are in compliance with\ninstitutional\/departmental policies using community contacts, local and social\nmedia as requested by the hiring authority or activity groups.<\/p>\n\n\n\n<p>22. Represent the\nDepartment on local community committees (CAC, community outreach groups, etc.)\nto ensure that the institution maintains partnerships using local contacts,\npublic officials, as necessary.<\/p>\n\n\n\n<p>23. Oversee gifts and\ndonations of items from internal and external sources are appropriate for the\ninstitution and are in compliance with CCR Title 15, DOM, local rules and\nregulations using departmental documentation (Authorization to Accept Gifts and\nDonations), on a continuous basis.<\/p>\n\n\n\n<p>24. Manage program\ncompliance reviews, assessments, and surveys to monitor program outcomes,\nidentify deficiencies and implement corrective action plans when appropriate\nusing departmental policy, procedures, and regulations as needed.<\/p>\n\n\n\n<p>25. Oversee gate\nclearances and institutional identification cards for contractors and\nvolunteers entering the facility to ensure accountability, safety and security\nof the institution and the public using CCR Title 15, DOM, and local policy as\nrequired.<\/p>\n\n\n\n<p>26.&nbsp; Promote and adhere to the Department\u2019s Equal\nEmployment Opportunity (EEO)\/ Sexual Harassment Prevention Policy and maintain\na positive work environment that is free of discrimination and harassment using\ntraining, State and Federal laws, CCR Title 15 and DOM on a daily basis.<\/p>\n\n\n\n<p>27. Demonstrate professional\ndemeanor when addressing confidential and sensitive issues using effective\ncommunication to establish and maintain positive working relationships in all\nsituations on a continuous basis. <\/p>\n\n\n\n<p>28. Participate in the\nrecruitment\/hiring process of Chaplains and self-help sponsors to provide\nqualified candidates to ensure inmate services and programs are appropriately\nattained using departmental policy and State regulations as required. <\/p>\n\n\n\n<p>29. Reply to inmate appeals to include review, interview and response\nto the appellants\u2019 concerns or issues using the approved process, CCR Title 15,\nand DOM as needed.<\/p>\n\n\n\n<p>30. Supervision of\nstaff, contracted staff and volunteers to ensure a positive work environment,\nsafety and security of the institution by conducting work performance\nevaluations and training using corrective action per federal and state policy\nas required.<\/p>\n\n\n\n<p>31. Respond to internal and external requests for\ncorrespondence\/interview to provide information or material using various\ncommunication methods as needed.<\/p>\n\n\n\n<p><em>Tasks highlighted in bold
