LISTING<\/strong><\/h2>\n\n\n\n<p><strong><em>NOTE:\nEach position within this classification may perform some or all of these\ntasks.<\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><em>Task Statements:<\/em><\/strong><\/h3>\n\n\n\n<p>1.&nbsp; Manage Inmate\/Ward Labor (I\/WL) construction\nprojects at assigned State correctional facilities to ensure accuracy and\ncompliance with approved construction documents using plans, specifications,\nbuilding codes and standards as necessary.. <\/p>\n\n\n\n<p>2.&nbsp; Supervise state staff, casual and\ninmates\/youthful offenders to ensure compliance with state rules and\nregulations as it applies to the I\/WL program using Title 8, Title 15 and\nDepartmental Operations Manual (DOM) on a continual basis. <\/p>\n\n\n\n<p>3.&nbsp; Prepare budget estimates for assigned\nprojects (material, labor, equipment, etc.) to ensure project viability using\ncomputer based programs and spreadsheets (e.g., Microsoft Excel) under the\ndirection of the Construction Supervisor II.<\/p>\n\n\n\n<p>4.&nbsp; Develop construction schedules utilizing\ncomputer based systems (e.g. Microsoft Project) to estimate project timeframes,\ntrack project completion status and keep management informed under the\ndirection of the Construction Supervisor II. <\/p>\n\n\n\n<p>5.&nbsp; Manage the preparation of detailed lists\n(e.g. takeoffs) of materials, tools, and equipment for the purchase of items\nneeded for construction projects based upon approved blueprints and\nspecifications under the direction of the Construction Supervisor II. <\/p>\n\n\n\n<p>6.&nbsp; Prepare procurement documents for submission\nto purchasing authorities in compliance with state policies\/procedures using\ninteroffice requisition forms (Request for Quotation [RFQ], Cal Card, Business\nInformation System [BIS], etc.) under the direction of the Construction\nSupervisor II <\/p>\n\n\n\n<p>7.&nbsp; Monitor procurement documents ensuring timely\ndelivery of materials and equipment to maintain project schedules in compliance\nwith state policies\/procedures in order to report any potential project delays\nto Construction Supervisor II. <\/p>\n\n\n\n<p>8.&nbsp; Evaluate and review submittals (data, shop\ndrawings, manufacturers cut sheets, etc.) to ensure materials and equipment\nspecified complies with plans\/specifications and provide recommendations to the\nArchitectural and Engineering section under the general direction of the\nConstruction Supervisor II. <\/p>\n\n\n\n<p>9.&nbsp; Review plans and specifications against the\nactual field conditions to identify construction conflicts and provide\nassistance to architectural and engineering staff using the Request for\nInformation (RFI) process as needed.<\/p>\n\n\n\n<p>10.&nbsp; Prepare contract requests (scope of work, timeframes, cost, terms, etc.) to facilitate specialized services on the assigned project using construction documents, site conditions and program needs under the direction of the Construction Supervisor II.<\/p>\n\n\n\n<p>11.&nbsp; Conduct meetings and deliver effective oral\npresentations to institutional administration, and employees to provide\nconstruction project information using an agenda, presentation tools, and\ntraining techniques as needed<\/p>\n\n\n\n<p>12.&nbsp; Report the construction project status\n(master schedule, special reports, etc.) in order to provide updates and\npossible concerns to the Construction Supervisor II, utilizing site\nevaluations, personal observation, industry knowledge, etc. as required.<\/p>\n\n\n\n<p>13.&nbsp; Manage the hiring of specific trade personnel\nrequired for construction projects through contact with appropriate building\ntrades unions and Institutional Personnel Office and Business Services in\naccordance with Department of Industrial Relations rules and regulations using\ndepartmental hiring procedures on a continual basis. <\/p>\n\n\n\n<p>14.&nbsp; Interview and hire qualified inmates\/youthful\noffenders for construction projects utilizing available recommendations from\nthe classification committee and\/or Correctional Counselor on an as needed\nbasis<\/p>\n\n\n\n<p>15.&nbsp; Provide training on Construction means and\nmethods to state staff, casuals (i.e. unionized trades and crafts persons) and\ninmates\/youthful offenders to ensure compliance with industry standards and\nconformance to construction plans and specifications using personal knowledge,\nexpertise, and accepted principles of construction project management as needed\nfor successful job performance.<\/p>\n\n\n\n<p>16.&nbsp; Provide safety training to state staff, casuals\n(i.e. unionized trades and crafts persons) and inmates\/youthful offenders to\nensure compliance with California Code of Regulations &#8211; Title 8 (CCR Title 8),\nthe Injury Illness Prevention Program (IIPP), California Occupational Safety\nand Health Administration (Cal-OSHA), using information and materials provided\nby the Regional Safety &amp; Compliance Officer as the workforce requires<\/p>\n\n\n\n<p>17.&nbsp; Develop casual and inmate\/youthful offender\ntimesheets to ensure accurate accounting of their time and attendance, using\nsign in\/out logs, knowledge of personnel policies, attendance summary sheet,\nFair Labor Standards Act, etc., on a regular basis.. <\/p>\n\n\n\n<p>18.&nbsp; Direct and coordinate the activities of\nassigned custody staff as it relates to construction projects to minimize disruption\nto institutional programs and ensure compliance with applicable codes and\ndesign criteria using input from custody staff, CCR-Title 15, Departmental\nDesign Criteria Guidelines, per project drawings and specifications.<\/p>\n\n\n\n<p>19.&nbsp; Coordinate construction activities with\nregards to impact on institution\/facility security, operations, and program\nneeds using communication skills and institutional awareness as required. <\/p>\n\n\n\n<p>20.&nbsp; Delegate project work activity to state\nstaff, casuals (skilled trades person), and inmates\/youthful offenders to\nfacilitate completion of assigned construction projects utilizing critical path\nschedules as required<strong>. <\/strong><\/p>\n\n\n\n<p>21.&nbsp; Document and report the receipt of material,\nsupplies, tools and equipment to ensure payment to vendors using various\nreports on BIS (e.g. Goods Received Report) as needed. <\/p>\n\n\n\n<p>22.&nbsp; Coordinate work in progress to ensure\ncompletion of assigned construction projects within budget and timeframes using\nconstruction schedule and allotted funds as necessary. <\/p>\n\n\n\n<p>23.&nbsp; Inspect work in progress to ensure quality\ncontrol and compliance with plans using construction standards listed in the\nCalifornia Building Code (CBC) for plumbing, electrical, and other associated\nconstruction trades on as needed.<\/p>\n\n\n\n<p>24.&nbsp; Manage and monitor contracts (scope of work\nis followed, timeframes are met, control cost, etc.) to ensure specialized\nrequirements are met using the agreed upon contract and necessary amendments\ncontinually<\/p>\n\n\n\n<p>25.&nbsp; Implement and document changes identified in\nthe RFI response (estimates, plans, specifications, etc.) to maintain accurate\nconstruction records using the RFI log, project records, and associated project\ncontrol tools in accordance with IW\/L standards<\/p>\n\n\n\n<p>26.&nbsp; Develop construction Change Orders to\nimplement deviation in the original scope of the project using a RFI response,\ncost estimates of labor and materials, and approvals as necessary.<\/p>\n\n\n\n<p>27.&nbsp; Manage the documentation of the construction\nproject (daily diary, project inspection report, etc.) for compliance with\nplans, specifications, and codes\/standards utilizing site evaluations, personal\nobservation, industry knowledge, etc. as required.<\/p>\n\n\n\n<p>28.&nbsp; Attend various institutional meetings (daily\nbriefings, staff, project, budget, business services, etc.) to exchange project\nrelated information for staff\/inmate questions and institutional concerns using\nthe CDCR Procurement Handbook, DOM, CCR-Title 15, CCR-Title 22, BIS, personal\nknowledge as scheduled.<\/p>\n\n\n\n<p>29.&nbsp; Ensure construction project compliance with\nthe regulatory requirements (hazardous materials, Americans with Disabilities\nAct, etc.) to produce a safe and secure environment using Cal-OSHA, ADA\nregulations and knowledge of the workplace as needed. <\/p>\n\n\n\n<p>30.&nbsp; Maintain the safety and security of persons\nand assigned working areas to prevent escape and\/or injury to inmates\/youthful\noffenders or to property in accordance with CCR &#8211; Title 15 on an ongoing basis<\/p>\n\n\n\n<p>31.&nbsp; Maintain constant tool, key, and lock control\nfor the safety and security of the institution and to prevent inmate access to\nunauthorized areas\/equipment\/tools using the \u201cchit\u201d system\/roster, tool\ninventory, lost tool report, correctional awareness, etc. to maintain\ncompliance with departmental rules, regulations, and procedures as necessary.<\/p>\n\n\n\n<p>32.&nbsp; Promote the department\u2019s Equal Employment Opportunity\n(EEO) program in the hiring process in order to maintain a work environment\nthat is free of discrimination and harassment utilizing training, state and\nfederal laws and rules, regulations, policies, procedures, etc. on a daily\nbasis<strong>.<\/strong><\/p>\n\n\n\n<p>33.&nbsp; Ensure\nstaff are trained and\/or certified in the use of Personal Protective Equipment\n(PPE) and procedures needed for confined spaces, aerial lifts, lead and\nasbestos abatement, fall protection, etc. to ensure a safe working environment\nas required by federal\/state guidelines and the CCR \u2013 Title 8.<\/p>\n\n\n\n<p>34.&nbsp; Participate in the Progressive Disciplinary\nprocess to correct workplace performance of casuals and inmates\/youthful\noffenders or address issues of substandard performance using knowledge,\npolicies, procedures, etc., in accordance with Department policy as needed<strong>.<\/strong><\/p>\n\n\n\n<p>35.&nbsp; &nbsp;Investigate\nand\/or respond to inmate appeals (Form 22\/CDC 602) to determine content\nvalidity, resolve issues, and make recommendations in compliance with laws,\nrules, regulations, policies, procedures, etc., by assigning staff and\nresources as needed.&nbsp; <\/p>\n\n\n\n<p>36.&nbsp; Coordinate worksite inspections (State Fire\nMarshall, Special inspections, material testing, etc.) to ensure the project\nmeets the requirements of the approved plans and specifications in accordance\nwith the project schedule using effective communications as required. <\/p>\n\n\n\n<p>37.&nbsp; Perform a final walkthrough of the\nconstruction site with all stakeholders to receive approval of the project\nusing the punch lists in accordance with the plans and specifications<strong>. <\/strong><\/p>\n\n\n\n<p>38.&nbsp; Maintain and upkeep project files to provide\na written history of the project (RFIs, daily reports, product submittals,\nchange orders, purchasing documentation, etc.) for future needs using\norganizational skills in accordance
