Statements:<\/em><\/strong><\/h3>\n\n\n\n<p>1.\n&nbsp;Plan the work of assigned staff with\nregional responsibilities for an extensive geographical area of multiple\nfacilities to ensure compliance with plans\/specifications, building codes, and\nstandards as directed.<\/p>\n\n\n\n<p>2.\n&nbsp;Review cost estimates (e.g. materials,\nlabor, equipment, contracts, etc.) to support construction project funding\nrequests utilizing plans, specifications and work descriptions under the\ngeneral direction of the Construction Supervisor III, CF. <\/p>\n\n\n\n<p>3.\n&nbsp;Inspect work in progress to provide\nstatus reports to management regarding project schedules and deadlines\nutilizing plans, specifications, codes\/ standards per program policies and\nguidelines.<\/p>\n\n\n\n<p>4.\n&nbsp;Participate in the hiring of new civil\nservice staff, casual labor, and adult\/youthful offenders for the Inmate\/Ward\nLabor Program to provide qualified personnel and skilled labor in accordance\nwith the Department of California Human Resources (CalHR) as requested.. <\/p>\n\n\n\n<p>5.\n&nbsp;Provide training to assigned staff,\ncasual labor, and adult\/youthful offenders to adhere to state rules and\nregulations utilizing Title 15, DOM, program policies\/procedures as required<\/p>\n\n\n\n<p>6.\n&nbsp;Supervise assigned staff in the\nselection of adult\/youthful offenders by working with the California Department\nof Corrections and Rehabilitation (CDCR) classification committee to ensure\nthat qualified adult\/youthful offender labor is provided for each construction\nproject as needed. <\/p>\n\n\n\n<p>7.\n&nbsp;Coordinate with project stakeholders, facilities\nand union labor representatives to ensure completion of scope of work per\nplans\/specifications, design criteria guidelines, and building codes as needed.\n<\/p>\n\n\n\n<p>8.\n&nbsp;<strong>Supervise\nthe work activities (i.e., construction and alterations\/repairs of large scale\nbuilding structures) of staff and adult\/youthful offender at multiple\nfacilities to ensure compliance with plans\/specifications, building codes and\nstandards as needed.<\/strong> <\/p>\n\n\n\n<p>9.\n&nbsp;<strong>Supervise\nassigned staff in the coordination of construction and repair projects within\nan institutional facility to minimize the impact on facility operations\nutilizing Departmental Operations Manual (DOM), meetings, construction\ndocuments, etc. as needed.<\/strong> <\/p>\n\n\n\n<p>10.\n&nbsp;<strong>Supervise\nassigned staff in regional safety programs to maintain the Injury Illness\nPrevention Program (IIPP) utilizing departmental policies\/procedures,\nguidelines, and regulations as required by Title 15 and the California Office\nof Safety and Health Administration (Cal-OSHA) standards.<\/strong><\/p>\n\n\n\n<p>11.\n&nbsp;<strong>Prioritize\nmultiple construction projects at different locations in order to effectively\ncomplete projects on time and within budget in accordance with departmental\npriorities utilizing project schedules, available resources and coordination\nwith numerous entities as required.<\/strong><\/p>\n\n\n\n<p>12.\n&nbsp;<strong>Assist\nin the development of project construction schedules to meet priority\nobjectives (i.e., project urgency and costs) as requested by considering the\nentire scope of the project (e.g., material and labor availability,\nsubcontractor constraints, and site conditions, etc.) referencing the plans and\nspecifications as needed.<\/strong><\/p>\n\n\n\n<p>13.\n&nbsp;<strong>Identify\nthe need for contracts in order to produce construction contracts (e.g. public\nworks contracts or service contracts) utilizing plans, specifications, and\nschedules, etc. under the guidelines of the California Contract Code (CCC) as\nneeded.<\/strong> <\/p>\n\n\n\n<p>14.\n&nbsp;<strong>Assist\nassigned staff in the review of plans, specifications, and site conditions to\nimplement\/recommend necessary changes and provide technical assistance to\nprofessional architectural and engineering staff through the Construction\nBulletin (CB), the Request for Information (RFI) and Change Order (CO)\nprocesses as needed.<\/strong><\/p>\n\n\n\n<p>15.\n&nbsp;<strong>Review\nplans, specifications, and site conditions to implement\/recommend necessary\nchanges and provide technical assistance to professional architectural and\nengineering staff through the CB, RFI and CO processes as needed.<\/strong><\/p>\n\n\n\n<p>16.\n&nbsp;<strong>Review\nprocurement documents for necessary materials, tools, and equipment to complete\nan assigned project utilizing state purchasing guidelines and approved\nconstruction documents as required<\/strong>.<\/p>\n\n\n\n<p>17.\n&nbsp;<strong>Assist\nassigned staff in the review of data and submittals (e.g., shop drawings and\nmanufacturers cut sheets, etc.) to verify materials and equipment meet project\nrequirements utilizing plans, specifications, building codes, etc. under the\ngeneral direction of the Construction Supervisor III, CF.<\/strong><\/p>\n\n\n\n<p>18.\n&nbsp;<strong>Review\ndata and submittals (e.g., shop drawings and manufacturers cut sheets, etc.) to\nverify that materials and equipment meet project requirements utilizing plans,\nspecifications, building codes, etc. under the general direction of the\nConstruction Supervisor III, CF<\/strong><\/p>\n\n\n\n<p>19.\n&nbsp;<strong>Perform\nperiodic audits to ensure accurate project records (e.g. budget allocations,\nexpenditures, CB, RFI, Change Orders, and etc.) utilizing departmental policies\nand procedures as needed.<\/strong> <\/p>\n\n\n\n<p>20.\n&nbsp;<strong>Apply\nregulations, departmental policies and procedures, etc., to construction\nprocesses to ensure compliance as needed.<\/strong><\/p>\n\n\n\n<p>21.\n&nbsp;<strong>Perform\nplanning of construction activities to ensure the goals and objectives of the\nDepartment are achieved utilizing five year plan, schedules, court mandated\nproject requirements, etc. as directed.<\/strong> <\/p>\n\n\n\n<p>22.\n&nbsp;<strong>Identify\nthe testing and inspection requirements of assigned projects to ensure finished\nconstruction complies with departmental policies and procedures, California\nCode of Regulations (CCR), and applicable building codes on an ongoing basis. <\/strong><\/p>\n\n\n\n<p>23.\n&nbsp;<strong>Communicate\nprofessionally and effectively with staff both orally and in writing utilizing\ntact and interpersonal skills to establish and maintain positive working\nrelationships on an ongoing basis.<\/strong> <\/p>\n\n\n\n<p>24.\n&nbsp;<strong>Provide\nleadership and guidance to construction crews to produce a quality product\nwithin budget and schedule utilizing effective communication and organizational\nskills as needed.<\/strong><\/p>\n\n\n\n<p>25.\n&nbsp;<strong>Complete\nemployee Individual Development Plan (IDP), performance evaluations and\nprobationary reports to document accomplishments, performance goals and areas\nof improvement utilizing departmental policies and procedures as required.<\/strong> <\/p>\n\n\n\n<p>26.\n&nbsp;<strong>Oversee\nassigned staff in implementing the hiring of casual employees for the\nInmate\/Ward Labor Program to provide skilled labor and facilitate completion of\nassigned construction projects by coordinating with the appropriate Building\nTrades Unions as needed.<\/strong> <\/p>\n\n\n\n<p>27.\n&nbsp;<strong>Assist\nin coordinating a pre-apprentice program for adult\/youthful offenders with\ninstitution staff and the local trades\u2019 persons to enhance rehabilitation,\nutilizing the current multi-trade curriculum under the general direction of the\nProgram Administrator. <\/strong><\/p>\n\n\n\n<p>28.\n&nbsp;<strong>Provide\nassistance to managers, employees, and control agencies on sensitive and\/or\ncomplex matters in order to resolve construction issues, provide information\nand\/or recommendations using references\/policies (e.g., submittals, design\ncriteria, and specifications, etc.) as needed.<\/strong> <\/p>\n\n\n\n<p>29.\n&nbsp;<strong>Travel\n(including overnight) to different locations statewide to provide project\noversight, implement policies and procedures, attend training, etc. utilizing\nstate or personal vehicle, airlines, etc. as needed.<\/strong><\/p>\n\n\n\n<p>30.\n&nbsp;<strong>Utilize\nthe IIPP to prevent injury to adult\/youthful offenders committed to the CDCR
