ethical and moral problems, spiritual matters, and cultural\nperspective to solve individual\/group needs and enhance welfare in correctional\nsetting utilizing spiritual knowledge and interpersonal skills under the\nauthority of Religious Land Use and Institutionalized Persons Act (RLUIPA), in\naccordance with Departmental Operations Manual (DOM), Title 15 and\ninstitutional operational procedures in collaboration with mental health\nprofessionals, as needed. <\/p>\n\n\n\n<p>2.\n&nbsp;Conduct and facilitate Native American\nspiritual ceremonies including but not limited to the drum, tobacco, and\nrevitalization ceremonies (i.e., sweat lodge) to youthful\/adult offenders to\npromote better ethical behavior and spiritual understanding, utilizing specific\ntribal values and spiritual principles, in accordance with DOM, Title 15 and\ninstitutional operational procedures, on a weekly basis. <\/p>\n\n\n\n<p>3.\n&nbsp;Verify marriages and facilitate other\nceremonies as needed by institution residents to promote familial contact and\nrehabilitative development, utilizing specific tribal values and spiritual\nprinciples, in accordance with DOM, Title 15 and institutional operational\nprocedures, as needed. . <\/p>\n\n\n\n<p>4.\n&nbsp;Organize and instruct activities in\nNative American spiritual expression, oral tradition, ethics, cultural\nheritage, and sacred music for youthful\/adult offenders for their continual\nspiritual well being, utilizing various spiritual supplies and equipment (e.g.,\ndrums, rattles, clappers, sacred pipes, medicines, etc.), in accordance with\nDOM, Title 15 and institutional operational procedures, on a weekly basis. <\/p>\n\n\n\n<p>5.\n&nbsp;Cooperate with other staff members in\ncarrying out the institution treatment programs for youthful\/adult offenders to\npromote a successful outcome of their treatment, utilizing counseling skills,\nspiritual knowledge and interpersonal skills, in accordance with DOM, Title 15\nand institutional operational procedures in collaboration with health care\npersonnel, as needed. <\/p>\n\n\n\n<p>6.\n&nbsp;Supervise the arranging of programs\nconducted in the institution by visiting religious, cultural, and allied groups\nto facilitate programming and spiritual well being, utilizing Strategic\nOffender Management System (SOMS), Internet, community religious organizations\nand knowledge of institutional processes\/procedures, in accordance with DOM,\nTitle 15, RLUIPA and institutional operational procedures, as needed. <\/p>\n\n\n\n<p>7.\n&nbsp;Counsel families on problems involved in\nrehabilitation of youthful\/adult offenders to promote familial contact and\nrehabilitative development to help make a successful reentry transition into\nsociety, utilizing counseling skills, spiritual knowledge and interpersonal\nskills, in accordance with DOM, Title 15, and institutional operational procedures,\nas needed. <\/p>\n\n\n\n<p>8.\n&nbsp;Explain and interpret the institution\u2019s\nreligious program to community groups and to correctional personnel to promote\ncultural awareness, avoid disruption of programs and future litigation,\nutilizing interpersonal and communication skills, in accordance with DOM, Title\n15, RLUIPA and institutional operational procedures, as needed. <\/p>\n\n\n\n<p>9.\n&nbsp;<strong>Prepare\nmonthly reports for supervisors and management to track youthful\/adult\noffenders and volunteer participation in programming, utilizing participant\nlists and sign-in rosters, as mandated by departmental and local management\npolicy.<\/strong> <\/p>\n\n\n\n<p>10.\n&nbsp;<strong>Prepare\nparticipant list for institutional use to facilitate youthful\/adult offender\u2019s\nmovement to and from religious programs, utilizing SOMS or institution specific\nprocedures, as mandated by departmental and local management policy, as\nrequired.<\/strong> <\/p>\n\n\n\n<p>11.\n&nbsp;<strong>Obtain\ndonations from community to support institutional religious programs for\nyouthful\/adult offenders, utilizing spiritual knowledge and communication\nskills, in accordance with DOM, Title 15, RLUIPA and institutional operational\nprocedures, as needed.<\/strong> <\/p>\n\n\n\n<p>12.\n&nbsp;<strong>Recruit\ncommunity volunteers to serve in religious programming, to facilitate and\nassist in worship, pastoral and counseling services, etc., to ensure compliance\nwith stipulated laws, rules, regulations, policies, procedures, etc., utilizing\nreferrals, self-motivation and personal contacts, under the direction of the\nCommunity Resources Manager, DOM, Title 15 and institutional operational\nprocedures, as needed.<\/strong> <\/p>\n\n\n\n<p>13.\n&nbsp;<strong>Supervise\ncommunity volunteers to serve in religious programming to facilitate and assist\nin worship, pastoral and counseling services, etc., to ensure safety and\nsecurity of the institution, utilizing in-service training, communication\nskills and correctional awareness, under the direction of the Community\nResources Manager, DOM, Title 15 and institutional operational procedures, as\nneeded.<\/strong> <\/p>\n\n\n\n<p>14.\n&nbsp;<strong>Facilitate\nworship services and religious programs for youthful\/adult offenders of other\nfaith groups to fulfill their diverse spiritual needs and to provide religious\nprograms, utilizing observational skills and correctional awareness, to ensure\ncompliance with stipulated laws, rules, regulations, policies, procedures,\netc., (e.g., DOM, Title 15, RLUIPA and institutional operational procedures,\netc.), as needed.<\/strong> <\/p>\n\n\n\n<p>15.\n&nbsp;<strong>Approve\nor disapprove religious diets for youthful and adult offenders utilizing the\nReligious Diet Request (CDCR 3030-A) to document and implement the process and\nmaintain the religious diet roster to ensure compliance with stipulated laws,\nrules, regulations, policies, procedures, etc., (e.g., DOM, Title 15, RLUIPA\nand institutional operational procedures, etc.), as needed.<\/strong> <\/p>\n\n\n\n<p>16.\n&nbsp;<strong>Authorize\nthe purchase of religious personal property orders for youthful\/adult offenders\nfor use in individual devotional practices by utilizing the designated special\npurchase order form and approved Vendor Catalog, in accordance with the\ndepartmental religious personal property matrix, stipulated laws, rules, regulations,\npolicies and procedures, etc., (e.g., DOM, Title 15 and institutional\noperational procedures, etc.), as needed.<\/strong> <\/p>\n\n\n\n<p>17.\n&nbsp;<strong>Advise\nmanagement on maintenance of sweat lodge area in order to prevent interruption\nof programs, utilizing a work order or memorandum to facilitate repairs and\nmaintenance or obtain the necessary materials, tools and supplies, in\naccordance with traditional Native American practices\/customs and local\ninstitutional safety and security requirements, as needed.<\/strong> <\/p>\n\n\n\n<p>18.\n&nbsp;<strong>Perform\nand supervise repairs on sweat lodge area for youthful\/adult offenders to\nprovide a structurally sound area for the facilitation of the Native American\nsweat ceremony, utilizing hand tools (e.g., rake, shovel, hammer, etc.), in\naccordance with traditional Native American practices\/customs and local\ninstitutional safety and security requirements, as needed.<\/strong> <\/p>\n\n\n\n<p>19.\n&nbsp;<strong>Train,\nsupervise and evaluate youthful\/adult offender workers (e.g., clerks, porters,\netc.) to ensure the safety and security of the institution and the successful\naccomplishment of religious programming for youthful and adult offenders,\nutilizing Material Safety Data Sheets (MSDS), Excel spreadsheets and Word\ndocuments, in accordance with institutional operational procedures, on an\nongoing basis.<\/strong> <\/p>\n\n\n\n<p>20.\n&nbsp;<strong>Prepare\ninmate timekeeping documents for youthful\/adult offender workers (e.g., clerks,\nporters, etc.) to ensure accurate and timely pay and to document work\nattendance, utilizing Inmate Work Supervisor\u2019s Time Log (CDCR 1697), in\naccordance with DOM and Title 15, as needed.<\/strong> <\/p>\n\n\n\n<p>21.\n&nbsp;<strong>Educate\ninstitution personnel on proper handling of sacred objects and artifacts to\nreduce conflict and promote cultural\/spiritual understanding, to avoid\npotential litigation, utilizing spiritual knowledge and communication skills,\nin accordance with DOM, Title 15, and institutional operational procedures, as\nneeded.<\/strong> <\/p>\n\n\n\n<p>22.\n&nbsp;<strong>Prepare\nresponses to Inmate Appeals form (CDCR-602) and Requests for Interview form\n(CDCR-22) generated by youthful\/adult offenders relative to religious issues to\nanswer questions and resolve disputes, utilizing writing and computer skills,\nspiritual knowledge and communication skills, in accordance with DOM, Title 15,\nand institutional operational procedures, as needed. <\/strong><\/p>\n\n\n\n<p>23.\n&nbsp;<strong>Plan\nand facilitate religious banquets for youthful\/adult offenders to celebrate\nreligious seasons (e.g., solstice, equinox and pow wow, etc.), through\nsubmission of memorandum, detailing the title of the event, date, time,\nlocation, menu and projected participants, in accordance with DOM, Title 15 and\ninstitutional operational procedures, on an on-going basis.<\/strong> <\/p>\n\n\n\n<p>24.\n&nbsp;<strong>Counsel\nyouthful\/adult offenders on death of a family member after the independent\nverification of the death, family relation and offender mental health status,\nby performing a one to one pastoral counseling session including praying and\nsinging appropriate songs (e.g., going home, traveling, prayer and healing,\netc.) in accordance with traditional Native American culture and institutional\nprocedures, as needed.<\/strong> <\/p>\n\n\n\n<p>25.\n&nbsp;<strong>Participate\nin required meetings to provide input and interpretation, utilizing Native\nAmerican and institutional knowledge, in matters of policy, youthful and adult\noffender\u2019s appeals, reasonable accommodations, etc., in accordance with DOM,\nTitle 15 and institutional operational procedures, on an on-going basis.<\/strong> <\/p>\n\n\n\n<p>26.\n&nbsp;<strong>Serve\nyouthful\/adult offenders in all locations (e.g., Chapel, Hospital,\nAdministrative Segregation, Family Visiting and Crisis Units, etc.), to provide\nuniversal access to religious services, utilizing alternative religious\nservices and pastoral counseling in accordance with DOM, Title 15, RLUIPA and\ninstitutional operational procedures, on an on-going basis.<\/strong> <\/p>\n\n\n\n<p>27.\n&nbsp;<strong>Aid<\/strong>\n<strong>correctional personnel in the inspection\nof the spiritual grounds to enhance safety and security of the institution,\nutilizing spiritual knowledge and communication skills, in accordance with DOM,\nTitle 15, traditional Native American culture and institutional procedures, as\nneeded.<\/strong> <\/p>\n\n\n\n<p>28.\n&nbsp;<strong>Maintain\ninventory of congregate spiritual property for purposes of enhancing the safety\nand security of the institution, delivery of religious services, utilizing\ndesignated daily inspection forms, in accordance with DOM, Title 15 and\ninstitutional operational procedures, on an on-going basis.<\/strong> <\/p>\n\n\n\n<p>29.\n&nbsp;<strong>Obtain\nauthorization for supplies and materials (rocks, firewood, willows, blankets,\netc.) from institution administration, to maintain the spiritual grounds,\nutilizing computer skills to complete memorandums, Inter-office Requisition\n(CDCR 954), Request to Accept Gifts and Donations (CDCR 922), etc., in\naccordance with DOM and institutional operational procedures, as needed.<\/strong> <\/p>\n\n\n\n<p>30.\n&nbsp;<strong>Utilize\nvarious information systems (i.e., Intranet, Strategic Offender Management\nSystem [SOMS], etc.) to perform essential functions to facilitate religious\nprograms and services for youthful\/adult offenders, in accordance with\ninstitutional operational procedures, on an on-going basis.<\/strong> <\/p>\n\n\n\n<p>31.\n&nbsp;<strong>Perform\ndaily safety inspections of the Chapel and\/or religious grounds to enhance\nsafety and security of the institution, utilizing observational skills,\ncorrectional awareness and training, etc., in accordance with DOM, Title 15 and\ninstitutional operational procedures.<\/strong> <\/p>\n\n\n\n<p>32.\n&nbsp;<strong>Sign\nappropriate logs for
