{"id":3298,"date":"2019-06-13T20:06:28","date_gmt":"2019-06-13T20:06:28","guid":{"rendered":"http:\/\/cdcr-migration.10upmanaged.com\/careers\/?p=3298"},"modified":"2023-09-08T16:48:01","modified_gmt":"2023-09-08T23:48:01","slug":"job-analysis-parole-agent-i-youth-authority","status":"publish","type":"post","link":"https:\/\/www.cdcr.ca.gov\/careers\/2019\/06\/13\/job-analysis-parole-agent-i-youth-authority\/","title":{"rendered":"JOB ANALYSIS: PAROLE AGENT 1, YOUTH AUTHORITY"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\"><strong>BACKGROUND INFORMATION<\/strong><\/h2>\n\n\n\n<p><strong>Date of Study: <\/strong> November 4, 2019 \u2013 November 7, 2019  <\/p>\n\n\n\n<p><strong>Collective Bargaining\nIdentification: <\/strong>R06<\/p>\n\n\n\n<p><strong>Job Analysis Conducted By:<\/strong> Cheryl McKinzie, Selection Analyst, Office of Workforce Planning, Department of Corrections and Rehabilitation  <\/p>\n\n\n\n<p><strong>Number of Incumbents: <\/strong>There are 43 budgeted positions and 32 incumbents in this classification per the State Controller\u2019s Office Filled\/Vacant Position Report dated November 2019. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>EDITED TASK LISTING<\/strong><\/h2>\n\n\n\n<p><strong><em>NOTE:\nEach position within this classification may perform some or all of these\ntasks.<\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><em>Task Statements:<\/em><\/strong><\/h3>\n\n\n\n<p>1. &nbsp;Review and assess youth case history clinic\ndocuments, court records, mental health\/medical reports, probation reports,\neducation records, risk\/needs assessment, etc., to develop an Individual Case\nPlan (ICP) and re-entry plan in accordance with laws and regulations, Division\nof Juvenile Justice (DJJ) policy and procedures. <\/p>\n\n\n\n<p>2. &nbsp;Provide necessary casework guidance to Youth\nCorrectional Counselors (YCCs) by using principles of Integrated Behavior\nTreatment Model (IBTM) to ensure appropriate treatment interventions and\nprograms for youth in accordance with the laws and regulations, and DJJ policy\nand procedures. <\/p>\n\n\n\n<p>3. &nbsp;Act as a lead in the multi-disciplinary team\nby providing technical review and guidance to ensure quality casework services\nare met by the YCC using the principles of IBTM, as required.<\/p>\n\n\n\n<p>4. &nbsp;Provide guidance and\/or counseling to youth\nusing motivational interviewing techniques during case conferences and\/or\nindividual counseling for the purpose of monitoring and evaluating progress in\nsupport of the rehabilitative model, as required.<\/p>\n\n\n\n<p>&nbsp;5. &nbsp;Conduct\ncomprehensive interviews (e.g., family, and various stakeholders), using\nmotivational interviewing techniques to develop an individual treatment and\nre-entry plan for successful integration into the community in accordance with\nDJJ policy and procedures.<\/p>\n\n\n\n<p>6. &nbsp;Collaborate with the multi-disciplinary\ntreatment team to provide the necessary casework guidance, technical review of\nevidenced based practices and develop new treatment programs using the\nprinciples of IBTM in accordance with DJJ policy and procedures.<\/p>\n\n\n\n<p>7. &nbsp;Prepare and\/or edit case reports (e.g., Annual\nReview Reports, Discharge Consideration Hearing reports, Transfer Summaries,\nAddendums to casework reports, etc.) using case files and Ward Information\nNetwork (WIN) to document youth\u2019s progress in accordance with the rules, laws,\nand regulations, DJJ policy and procedures<\/p>\n\n\n\n<p>8. &nbsp;Provide guidance and\/or counseling to assist\nthe youth to gain insight into their criminogenic needs to promote pro-social\nbehavior using evidence based practices and motivational interviewing\ntechniques in accordance with DJJ policy and procedures.<\/p>\n\n\n\n<p>9. &nbsp;Collaborate with the multi-disciplinary\ntreatment team to evaluate youth progress and make a recommendation regarding\ndischarge from DJJ\u2019s jurisdiction by presenting case reports to the Board of\nJuvenile Hearings (BJH) and\/or Juvenile Justice Administrative Committee (JJAC)\nin accordance with the laws\/regulations, DJJ policy and procedures.<\/p>\n\n\n\n<p>10. Participate as a member of the\nmulti-disciplinary treatment team to assist with the development of the youth\u2019s\nre-entry plan by consulting with community based providers and state agencies\nin accordance with DJJ policy and procedures.<\/p>\n\n\n\n<p>11. &nbsp;Train\/model\/coach the YCCs using the\nprinciples\/techniques of IBTM in the preparation of youth for discharge in\naccordance with laws\/regulations, DJJ policy and procedures.<\/p>\n\n\n\n<p>12. &nbsp;Monitor casework practices of YCCs that\nsupport the rehabilitative model to prepare youth for successful reintegration\ninto the community in accordance with laws and regulations and DJJ policy and\nprocedures.<\/p>\n\n\n\n<p>13. &nbsp;Provide ongoing training\/feedback to the YCCs\nto ensure the delivery of services to the youth in accordance with laws and\nregulations and DJJ policy and procedures. <\/p>\n\n\n\n<p>14. &nbsp;Review\/present Discharge Case Report to the\nBJH by using WIN and case conference information to ensure accurate\ndocumentation, hearing presentation with timeframes and Ward Disability Program\n(WDP) representation in accordance with DJJ policy and procedures. <\/p>\n\n\n\n<p>15. &nbsp;<strong>Utilize\nthe current assessment tool to identify the risks\/needs, skills and strengths\nto recommend placement into education\/vocation\/employment training programs,\netc., in accordance with DJJ policy and procedures.<\/strong> <\/p>\n\n\n\n<p>16. &nbsp;Supervise the conduct of youth committed to\nDJJ to ensure safety and security of staff, and the public using correctional\nawareness of the surroundings and various alarm systems in accordance with\nTitle 15, laws, regulations, and DJJ policy and procedures. <\/p>\n\n\n\n<p>17. &nbsp;Inspect DJJ facilities to prevent escapes and\ninjury by youth to themselves, others, or property by ensuring compliance with\nmandated safety regulations, correctional awareness of the surroundings and\nvarious alarm systems in accordance with Title 15, laws, regulations, and DJJ\npolicy and procedures. <\/p>\n\n\n\n<p>18. &nbsp;Maintain security of working areas and work\nmaterials in DJJ facilities by ensuring compliance with mandated safety\nregulations, identifying and confiscating contraband, and inspecting all areas\nand various alarm systems, in accordance with Title 15, laws, regulations, and\nDJJ policy and procedures. <\/p>\n\n\n\n<p>19. &nbsp;Inspect\/search DJJ facilities, youth or\nvisitors for contraband to ensure compliance with mandated safety regulations\nby using correctional awareness of the surroundings and various alarm systems\nin accordance with Title 15, laws, regulations, and DJJ policy and procedures. <\/p>\n\n\n\n<p>20. &nbsp;Participate as a member of the\nmulti-disciplinary team to address youth\u2019s anti-social behavior during the\nDisciplinary Decision Making-System (DDMS) process in accordance with laws,\nregulations, and DJJ policy and procedures.<\/p>\n\n\n\n<p>21. &nbsp;Review\/assess prior criminal behavioral\npatterns to prepare case histories using the principles of IBTM in accordance\nwith laws, regulations, and DJJ policy and procedures.<\/p>\n\n\n\n<p>22. &nbsp;Track notification and registration\nrequirements\/mandates to ensure deadlines are met using WIN, and file reviews\nin accordance with laws, regulations, and DJJ policy and procedures.<\/p>\n\n\n\n<p>23. &nbsp;Reviews\/edit\/prepare case reports to provide\naccurate information for case management using computer programs, reference\nmaterials, living unit\/field files, police reports, in accordance with laws,\nregulations, DJJ policy and procedures.<\/p>\n\n\n\n<p>24. &nbsp;Collaborate with law enforcement, legal\nentities, public agencies and the community by attending and facilitating\nmeetings (e.g., briefings, gang and other related conferences, training\nsessions, schools, stakeholder meetings, etc.) to promote public awareness and\nsafety using the exchange of information from meetings and conferences in\naccordance with DJJ policy and procedures.<\/p>\n\n\n\n<p>25. &nbsp;Enforce compliance with the American Disabilities\nAct (ADA) to provide appropriate accommodations using the medical\/mental health\nand education data in accordance with laws and regulations, DJJ policy and\nprocedures.<\/p>\n\n\n\n<p>26. &nbsp;Review\/update data for tracking purposes to\nensure accurate information is entered by using the WIN, case histories, and\ninformational databases in accordance with DJJ policy and procedures. <\/p>\n\n\n\n<p>27. &nbsp;Review gang registration requirements to\nconduct initial interview with youth to ensure prescribed mandates are met\nusing DJJ forms and databases in accordance with laws and regulations and DJJ\npolicy and procedures. <\/p>\n\n\n\n<p>28. &nbsp;Conduct initial interview with youth assigned\nto a living unit to ensure prescribed mandates are met using DJJ forms and WIN\nin accordance with the laws and regulations and DJJ policy and procedures. <\/p>\n\n\n\n<p>29. &nbsp;Participate\/conduct various in-service\ntrainings, meetings and\/or committees to facility staff to ensure the\nprinciples of IBTM and mandates are met in accordance with DJJ policy and\nprocedures. <\/p>\n\n\n\n<p><strong>30.\n&nbsp;Conduct, facilitate, and monitor\nevidence based treatment resource
