class=\"wp-block-paragraph\">1.\n\u00a0Researches critical personnel problems\nto provide recommendations\/alternative solutions utilizing various resources\n(e.g. policies, procedures, laws, rules, regulations, Memoranda of\nUnderstanding [MOU], State Controller\u2019s Office [SCO] database, etc.) on a daily\nbasis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2.\n\u00a0Develops training programs to provide\ninformation and\/or ensure compliance utilizing various laws, rules,\nregulations, MOUs, policies, procedures, software programs, etc. as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3.\n\u00a0Conducts training programs to provide\ninformation\/instruction and\/or ensure compliance with various laws, rules,\nregulations, MOUs, policies, procedures, etc., utilizing various resources\n(e.g., audio visual aids, handouts, approved lesson plans, technical expertise,\nsoftware programs, etc.) as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4.\n\u00a0Maintains training programs to ensure\ncompliance and conformity with changes using various laws, rules, regulations,\nMOUs, policies, procedures, etc. as personnel\/payroll functions utilizing various\nresources (e.g., SCO database, policies, laws, rules, regulations, etc.) as\nneeded <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">6.\n\u00a0Prepares various written documents (e.g.\ncorrespondence, reports, spreadsheets, charts, etc.) to provide information\nand\/or direction regarding various personnel\/payroll matters utilizing various\nresources (e.g., software programs, policies, laws, rules, MOUs, regulations,\netc.) as necessary. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">7.\n\u00a0Participates as a team member on\npersonnel\/payroll related projects, committees, etc. to provide technical\nexpertise\/information utilizing various resources (e.g. knowledge, policies,\nlaws, rules, MOUs, regulations, etc.) as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">8.\n\u00a0Coordinates a variety of\npersonnel\/payroll programs (e.g., Transactions, Family Medical Leave Act\n(FMLA), Industrial\/Non-Industrial Disability, etc.) in order to ensure\nefficient operation utilizing various resources (e.g. policies, laws, rules,\nMOUs, regulations, etc.) on a daily basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">9.\n\u00a0Act as a subject matter expert regarding\ndifficult and complex personnel\/payroll matters to provide\ninformation\/technical expertise to various entities (e.g., employees,\nmanagement, public, control agencies, etc.) utilizing various resources (e.g.,\nSCO database, knowledge, policies, laws, rules, MOUs, regulations, etc.) on a\ndaily basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">10.\n\u00a0Contacts various entities (e.g. control\nagencies, internal\/external organizations, etc.) to obtain information,\nguidance and\/or clarification on various laws, rules, regulations, policies,\netc. utilizing various communication resources (e.g., e-mail, telephone,\nverbal, written, etc.) as necessary. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">11.\n\u00a0Analyzes information in order to make\nrecommendations regarding various personnel\/payroll matters using various\nresources (e.g., knowledge, policies, laws, rules, MOUs, regulations, Internet,\nSCO database, etc.) as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">12.\n\u00a0Interprets information in order to make\nrecommendations regarding various personnel\/payroll matters using various\nresources (e.g., knowledge, policies, laws, rules, MOUs, regulations, Internet,\nSCO database, etc.) as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">13.\n\u00a0Applies various laws, rules,\nregulations, policies, MOUs, etc. (e.g. State, Federal, department, control\nagencies, etc.) pertaining to a variety of personnel\/payroll matters (e.g.,\nappointments, separations, time keeping, benefits, etc.) to ensure compliance\nwith control agencies on a daily basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">14.\n\u00a0Gathers data to provide information\nregarding various personnel\/payroll matters utilizing various resources (e.g.\npolicies, laws, rules, MOUs, regulations, various SCO databases, Telestaff,\nBusiness Information Systems [BIS], Internet, etc.) to ensure compliance with\ncontrol agencies as necessary. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">15.\n\u00a0Revise departmental procedures to\nprovide information and\/or direction to staff to ensure consistency, compliance\nand conformity with various laws, rules, regulations, policies, procedures,\netc. as necessary. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">16.\n\u00a0Participates in the hiring process by\nconducting interviews, evaluating and recommending candidates for appointments\nutilizing department\u2019s hiring procedures to fill vacancies as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">17.\n\u00a0Maintain a safe and secure environment\nfor staff through personal observation utilizing appropriate tools (e.g.,\nannual tuberculosis, In-Service Training, Health and Safety Meetings, etc.) in\naccordance with the laws, rules, regulations, departmental policies and\nprocedures as necessary. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">18.\n\u00a0Maintain security of property, work\nareas and work materials through personal observation utilizing appropriate\ntools (e.g., In-Service Training, tool\/key control, etc.) in accordance with\nthe laws, rules, regulations, departmental policies and procedures as\nnecessary. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">19.\n\u00a0Appropriately handle stressful\nsituations in the workplace in a professional and tactful manner, with a goal\nof avoiding further escalation by utilizing effective interpersonal skills,\ntraining, etc. to promote positive working relationships on a daily basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">20.\n\u00a0Supervises staff performing\npersonnel\/payroll functions to provide direction, training, and\/or guidance and\nto ensure the efficient operation of personnel\/payroll services utilizing\nvarious resources (e.g. knowledge, policies, laws, rules, MOUs, regulations,\netc.) on a daily basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">21.\n\u00a0Oversees the training and development of\nstaff by assessing training needs, coordinating training schedules to ensure\nall training requirements are met and to aid in their professional development\nby utilizing in-service and out-service training programs, training records,\ninternal audit tools, etc. as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">22.\n\u00a0Carries out supervisory responsibilities\nto promote Equal Employment Opportunity (EEO) and maintain a work environment\nthat is free of discrimination and harassment utilizing various resources (e.g.\ntraining, laws, rules, regulations, policies, etc.) on a daily basis. <\/p>\n\n\n\n<p critical payroll problems to\nprovide training\/alternative solutions utilizing various resources (e.g. policies,\nlaws, rules, regulations, MOUs, SCO database, etc.) on a daily basis. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">28.\n\u00a0Resolves critical payroll problems to\nprovide training\/alternative solutions utilizing various resources (e.g.\npolicies, laws, rules, regulations, MOUs, SCO database, etc.) on a daily basis.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">29.\n\u00a0Ensure changes to benefits are processed\nin a timely basis to prevent any payroll issues from arising by utilizing\npolicies, laws, rules, regulations, MOUs on as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">30.\n\u00a0Supervise and train staff on various\npersonnel\/payroll\/benefits issues to ensure timely and effective processing in\naccordance to the policies, laws, rules, regulations as needed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">31.\n\u00a0Ensure stellar customer service is\ndemonstrated in the working environment when dealing with management, peers,\ninternal\/external stakeholders, etc. utilizing departmental policies, laws,\nrules, regulations on a daily
