these\ntasks.<\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><em>Task Statements:<\/em><\/strong><\/h3>\n\n\n\n<p>1.\n&nbsp;Plan and coordinate the work of a design\nstaff in the creation of plans, specifications and instruments of service\nrelated to activities for all California Department of Corrections and\nRehabilitation (CDCR) buildings and structures using various resources (e.g.,\ndesign criteria guidelines, codes, regulations, manuals, knowledge, computer\napplications etc.) to provide safe and cost effective building solutions for\ncorrectional settings as required. <\/p>\n\n\n\n<p>2.\n&nbsp;<strong>Manage\nthe work of design staff and consultants to ensure fiscally responsible design\nand construction solutions using various resources (e.g., design criteria\nguidelines, codes, regulations, manuals, knowledge, computer applications etc.)\nas required.<\/strong> <\/p>\n\n\n\n<p>3.\n&nbsp;Represent CDCR as liaison with State\nClient Agencies in all matters relating to the practice of architecture to\nensure conformance with the department design and construction standards using\nvarious resources (e.g., design criteria guidelines, codes, regulations,\nmanuals, knowledge, etc.) as required. <\/p>\n\n\n\n<p>4.\n&nbsp;<strong>Act\nas a liaison with private organizations and other public entities in all\nmatters relating to the practice of architecture to ensure conformance with the\ndepartment design and construction standards using various resources (e.g.,\ndesign criteria guidelines, codes, regulations, manuals, knowledge, etc.) as\nrequired.<\/strong> <\/p>\n\n\n\n<p>5.\n&nbsp;<strong>Oversee\nthe in-house design program which consists of the derivation, planning,\ndevelopment of architectural plans for major and minor capital outlay, Section\n6.00 and special repair projects to ensure code compliance and project\nrequirements are met using the appropriate resources (e.g., design criteria\nguidelines, building codes, regulations, manuals, policies, etc.) as directed\nby the Associate Director. <\/strong><\/p>\n\n\n\n<p>6.\n&nbsp;<strong>Coordinate\nthe in-house construction support activity and processes (e.g., Request for\nInformation, change orders, construction bulletins, submittal review and\napprovals) during the construction phases of a wide variety of projects to\nensure buildings are being constructed according to the plans and\nspecifications utilizing various resources (e.g., plans, specifications,\nknowledge of construction, etc.) as needed.<\/strong> <\/p>\n\n\n\n<p>7.\n&nbsp;<strong>Establish\nthe in-house quality control standards and processes for all in-house\narchitectural and engineering products to produce complete and accurate\ndocuments and\/or correspondence utilizing various resources (e.g., design\ncriteria guidelines, codes, regulations, manuals, knowledge, industry standard\ntechniques, etc.) as necessary. <\/strong><\/p>\n\n\n\n<p>8.\n&nbsp;<strong>Develop\npolicies, procedures and effective design standards, etc. using codes,\nregulations, manuals, knowledge, interpersonal skills, emerging industry\ntechnologies, etc. to provide safe and cost effective building solutions for\ncorrectional settings as needed.<\/strong> <\/p>\n\n\n\n<p>9.\n&nbsp;<strong>Direct\nstaff on their roles and responsibilities relating to interactions with CDCR\nstaff, consultants and outside contractors to provide professional services and\ninformation, maintain design standards, etc. using codes, regulations, manuals,\nknowledge, interpersonal skills, and industry standard techniques, etc. as\nneeded.<\/strong> <\/p>\n\n\n\n<p>10.\n&nbsp;<strong>Coordinate\nthe participation of staff in the review of institutional requested projects,\ndesign service requests and other assignments to provide recommendations and\ninformation to appropriate parties using various resources (e.g., design\ncriteria guidelines, codes, site investigations, knowledge, etc.) as requested.\n<\/strong><\/p>\n\n\n\n<p>11.\n&nbsp;<strong>Plan\nthe review of construction documents of capital outlay and special repair\nprojects prepared through other design entities to ensure conformity with\ndepartmental design and construction standards using various resources (e.g.,\ndesign criteria guidelines, codes, regulations, manuals, site investigations,\nknowledge, etc.) as required.<\/strong> <\/p>\n\n\n\n<p>12.\n&nbsp;<strong>Ensure\neffective written correspondence for management, institution personnel, and\nothers to provide analysis, direction, and\/or information using various\nresources (e.g., software, hardware, reference manuals, plans, specifications,\netc.) as necessary.<\/strong> <\/p>\n\n\n\n<p>13.\n&nbsp;<strong>Communicate\nin a professional and effective manner with others utilizing tact and\ninterpersonal skills to provide accurate information and establish and maintain\neffective working relationships in all situations as necessary.<\/strong> <\/p>\n\n\n\n<p>14.\n&nbsp;<strong>Perform\non-site construction observations to ensure conformance with codes,\nspecifications, departmental standards, and the Testing and Inspection Program\nutilizing visual observation, various engineering equipment, reporting\nprocedures, etc. as required by each project specifics, as necessary.<\/strong> <\/p>\n\n\n\n<p>15.\n&nbsp;<strong>Direct\nthe work on design projects as they relate to architectural and engineering\nrequirements using various resources (e.g., design criteria guidelines, codes,\nregulations, manuals, knowledge, principles of architecture and engineering,\ncomputer applications etc.) to provide safe and cost effective building\nsolutions for correctional settings as required.<\/strong> <\/p>\n\n\n\n<p>16.\n&nbsp;<strong>Act\nas the Architect of Record (AOR) in the preparation of plans, specifications\nand instruments of service by signing and sealing the documents to demonstrate\nresponsible control using your knowledge, expertise and professional license to\nthe appropriate control agencies.<\/strong> <\/p>\n\n\n\n<p>17.\n&nbsp;<strong>Confer\nwith planning, design and operational teams in the resolution of problems to\ncreate architectural engineering solutions, designs, plans and specifications\nusing various resources (e.g., design criteria guidelines, codes, regulations,\nmanuals, knowledge, principles of architecture and engineering, computer\napplications etc.) as required.<\/strong> <\/p>\n\n\n\n<p>18.\n&nbsp;<strong>Perform\nsupervisory\/managerial responsibilities in the work place in regards to\ndepartment wide mandates concerning Equal Employment Opportunities (EEO),\nAmericans with Disabilities Act (ADA), and other personnel practices to ensure\ncompliance with regulatory agencies and established guidelines\/policies as\nneeded.<\/strong> <\/p>\n\n\n\n<p>19.\n&nbsp;<strong>Provide\ntraining opportunities for staff to maintain and improve their skills and\nknowledge using various methods (e.g., classroom, on the job training,\nmentoring etc.) as required for the performance of the job.<\/strong> <\/p>\n\n\n\n<p>20.\n&nbsp;<strong>Establish\npriorities and provide guidance to staff on work assignments to ensure proper\nand efficient use of resources using various tools, equipment, aids and\/or\nprocesses as needed and\/or upon request.<\/strong> <\/p>\n\n\n\n<p>21.\n&nbsp;<strong>Evaluate\nemployee performance to ensure performance objectives\/standards are met by\nmonitoring work assignments and behaviors as required by departmental policy\nand the State Personnel Board (SPB) on an on-going basis.<\/strong> <\/p>\n\n\n\n<p>22.\n&nbsp;<strong>Facilitate\nthe hiring process in accordance with the SPB rules and regulations, by\nconducting interviews, evaluating and selecting qualified candidates to fill\nidentified vacant positions.<\/strong> <\/p>\n\n\n\n<p>23.\n&nbsp;<strong>Participate\nin the Progressive Disciplinary process to correct\/improve employee\nperformance\/behavior or address issues of substandard performance in accordance\nwith SPB rules and regulations and departmental policy, as needed.<\/strong> <\/p>\n\n\n\n<p>24.\n&nbsp;<strong>Ensure\nthe development and management of the design schedule for projects assigned to\nthe Design Services Section in order to effectively manage professional\nresources, and provide timely production of plans and specifications using\nvarious resources (e.g., knowledge, principles of architecture and engineering,\ncomputer applications, priority setting skills, etc.) as required.<\/strong> <\/p>\n\n\n\n<p>25.\n&nbsp;<strong>Report\nschedule status to management and stakeholders to advise them of project\nschedules as they relate to the requirements of the projects using various\nresources (e.g., graphic and verbal communication skills, knowledge, computer\napplications, etc.) as required.<\/strong> <\/p>\n\n\n\n<p>26.\n&nbsp;<strong>Oversee\nthe review and evaluation of consultant proposals utilizing knowledge of\narchitectural and engineering principles to rank firms according to statement of\nqualifications, interviews and reference checks as necessary.<\/strong> <\/p>\n\n\n\n<p>27.\n&nbsp;<strong>Participate\nin the development of the scope of work, schedule and estimate of fees for\nprojects to establish parameters for negotiation with qualified firms using\nvarious resources (e.g., design criteria guidelines, codes, regulations,\nmanuals, knowledge, computer applications, etc.) as required.<\/strong> <\/p>\n\n\n\n<p>28.\n&nbsp;<strong>Participate\nin the negotiation of the scope of services and fees to establish the final\ncontract parameters using various resources (e.g., design criteria guidelines,\ncodes, regulations, manuals, knowledge, computer applications, etc.) as\nrequired.<\/strong> <\/p>\n\n\n\n<p>29.\n&nbsp;<strong>Oversee\nthe administration of contracts to hold consultants accountable for performing\nthe scope of services within the established fee and provisions of the\ncontracts using various resources (e.g., design criteria guidelines, production of construction\ndocuments and providing construction support. <\/p>\n\n\n\n<p>K3.\n&nbsp;Comprehensive knowledge of building\nmaterials, systems and methods of construction to effectively produce project\nplanning and construction documents. <\/p>\n\n\n\n<p>K4.\n&nbsp;Comprehensive knowledge of construction\ncosts and estimating techniques in order to ensure that the estimates are complete\nand consistent with the project design. <\/p>\n\n\n\n<p>K5.\n&nbsp;Comprehensive knowledge of civil,\nstructural, electrical, and mechanical engineering as related to buildings and\nproject design to properly develop and coordinate all the elements required for\na complete design. <\/p>\n\n\n\n<p>K6.\n&nbsp;Comprehensive knowledge of the methods\nof project organization, software\/tools and resource management necessary for\nthe proper development and production of construction documents and other\ndesign related products. <\/p>\n\n\n\n<p>K7.\n&nbsp;Comprehensive knowledge of the\nprinciples of budgeting as related to capital improvement projects as well as\norganizational support budget. <\/p>\n\n\n\n<p>K8.\n&nbsp;Comprehensive knowledge of a manager\u2019s\nrole in the Equal Employment Opportunity program and the processes available to\nmeet Equal Employment Opportunity objectives and maintain a work environment\nfree of discrimination and harassment.
