Controller\u2019s Office Filled\/Vacant Position Report dated March 1, 2016.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>EDITED TASK LISTING<\/strong><\/h2>\n\n\n\n<p><strong><em>NOTE:\nEach position within this classification may perform some or all of these\ntasks.<\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><em>Task Statements:<\/em><\/strong><\/h3>\n\n\n\n<p>1.\n&nbsp;Provide oversight and management of the\nmost complex and sensitive capital outlay projects in order to successfully\ndeliver them utilizing project accounting, and limited tools, etc., on a\ncontinuous basis. <\/p>\n\n\n\n<p>2.\n&nbsp;Prepare project funding and\nauthorization packages for submission to control agencies utilizing project\naccounting, capital outlay budget change proposal, detailed construction\nestimates and Microsoft office applications, as required. <\/p>\n\n\n\n<p>3.\n&nbsp;Verify all required change order\ndocuments have been received by the contract unit by reviewing the documents\nfor contract compliance and meeting with the Contract Analyst, utilizing\nanalytical skills and standard procedures, in accordance with departmental\npolicies and procedures, as required. <\/p>\n\n\n\n<p>4.\n&nbsp;Coordinate with contract staff on the\nissuance of the Notice to Proceed of the construction contract by communicating\nwith the contract analyst and construction contractor, according to project needs\nand departmental policies and procedures, as required. <\/p>\n\n\n\n<p>5.\n&nbsp;Facilitate preconstruction conference\nmeetings with the necessary project participants e.g., construction contractor,\ninspector, Departmental staff, designer and other appropriate parties, utilizing\ndepartmental procedures and verbal communication, as required. <\/p>\n\n\n\n<p>6.\n&nbsp;Oversee responses to Requests for\nInformation and various questions from the Construction Contractor prepared by\nthe Construction Manager, Architect\/Engineer and consultants, utilizing\ndepartmental procedures, computerized systems, written and verbal\ncommunication, as required. <\/p>\n\n\n\n<p>7.\n&nbsp;Participate in construction project\nprogress meetings conducted at the construction site to monitor project issues,\nutilizing project management tools (e.g., teleconference, etc.), as needed. <\/p>\n\n\n\n<p>8.\n&nbsp;Review work in progress at the\nconstruction site to determine best course of action regarding construction\nissues based on visual site inspection, best practices and verbal\/written\ncommunication, on a continuous basis. <\/p>\n\n\n\n<p>9.\n&nbsp;Oversee the change order process by\nreviewing entitlement, scope of change, time impact analysis and estimates,\nutilizing project management tools, on a continuous basis. <\/p>\n\n\n\n<p>10.\n&nbsp;Review and approve progress payment\nrequests to ensure compliance with the contract utilizing departmental policies\nand procedures, on a continuous basis. <\/p>\n\n\n\n<p>11.\n&nbsp;Compile construction contract limited\nout documents for final payment to be submitted to the Contracts Unit,\nutilizing departmental policies and procedures, as required. <\/p>\n\n\n\n<p>12.\n&nbsp;Coordinate design review activities\nthrough all phases of design to ensure comments are incorporated into the\nconstruction contract documents, utilizing departmental policies and\nprocedures, as necessary. <\/p>\n\n\n\n<p>13.\n&nbsp;Facilitate regulatory agency\u2019s review\n(e.g., the State Fire Marshal, Access Compliance, etc.) and approval of the\nconstruction contract documents utilizing scheduling and attending meetings\nwith regulatory agencies and appropriate consultants, as required. <\/p>\n\n\n\n<p>14.\n&nbsp;Facilitate development of construction\ncontract documents for the project utilizing project management tools, input\nfrom consultant contractors and stakeholders, departmental policies and\nprocedures, as required. <\/p>\n\n\n\n<p>15.\n&nbsp;Coordinate the development and review of\ncompleted California Environmental Quality Act documents for project related\nenvironmental impacts requiring inclusion of mitigation measures within the\nconstruction documents utilizing analytical skills, written and verbal\ncommunication, as required. <\/p>\n\n\n\n<p>16.\n&nbsp;Oversee the development of project\nrequirements (e.g., building square footage, adjacencies, utility replacements,\netc.) to facilitate the preparation and review of preliminary plans,\nspecifications and cost estimates utilizing project management tools, as\nrequired. <\/p>\n\n\n\n<p>17.\n&nbsp;Facilitate design phase project progress\nmeetings with consultants and stakeholders in order to review project status,\nanswer questions and develop action items, utilizing project management tools,\non a regular basis. <\/p>\n\n\n\n<p>18.\n&nbsp;Coordinate all transfer of funds in\naccordance with California Government Codes and State Administrative Manual\nprocedures as appropriated for a project, using templates and Microsoft Office\napplications, as required. <\/p>\n\n\n\n<p>19.\n&nbsp;Reconcile and monitor project cost for\nall expenses in order to maintain expenditures within budget in accordance with\nauthorized budget language, utilizing project records, Microsoft Excel, on a\ncontinuous basis. <\/p>\n\n\n\n<p>20.\n&nbsp;Review all consultant billings for\naccuracy and consistency with status of deliverables utilizing contract\nagreement and project documents, on a continuous basis. <\/p>\n\n\n\n<p>21.\n&nbsp;Maintain all project files (electronic\nand paper) in order to keep accurate records in accordance with office\nstandards, utilizing support staff and computers, on an ongoing basis. <\/p>\n\n\n\n<p>22.\n&nbsp;Participate in the selection of\nconsultants for professional service contracts to implement the project design\nand construction utilizing departmental policies and procedures, as required. <\/p>\n\n\n\n<p>23.&nbsp; Establish consultant contracts for professional\nservices in order to provide required project services utilizing Microsoft\nOffice applications, templates, departmental policies and procedures, as\nrequired. <\/p>\n\n\n\n<p>24.\n&nbsp;Review project scope and budget at each\nphase of development to ensure conformance with the authorized Legislation\nutilizing project documentation, Microsoft Office applications and analytical\nskills, as required. <\/p>\n\n\n\n<p>25.\n&nbsp;Supervise one or more Project Director\nI, II\u2019s and support staff to ensure personnel policies and procedures are\nadhered to, utilizing leadership, supervisory and personnel management skills,\non a continuous basis. <\/p>\n\n\n\n<p>26.\n&nbsp;Direct and oversee the work of one or\nmore Project Director I, II\u2019s and support staff to ensure projects reflect the\nauthorized scope and budget requirements, utilizing leadership, supervisory\nskills, on a continuous basis. <\/p>\n\n\n\n<p>27.\n&nbsp;Work independently to resolve difficult\nissues and problems associated with projects, utilizing professional knowledge\nand experience of the design and construction industry, capital outlay process,\nGovernment and Public Contract Codes, departmental policies and procedures, on\na continuous basis. <\/p>\n\n\n\n<p>28.\n&nbsp;Represent the Department in all aspects\nof the contracting process for consultant services utilizing departmental\npolicies, procedures, professional knowledge and experience, as required. <\/p>\n\n\n\n<p>29.\n&nbsp;Prepare policy recommendations to\nexecutive management on the most sensitive issues related to the capital outlay\nprocess in order to develop solutions and options utilizing professional\nknowledge and experience, as required. <\/p>\n\n\n\n<p>30.\n&nbsp;Develop and update departmental\nprocedures for the implementation project delivery utilizing professional\nknowledge and experience, department policy, Microsoft Office applications and\nsupport staff, as
