Task Statements:<\/em><\/strong><\/h3>\n\n\n\n

1.\n Prepare conceptual cost estimates for\nconstruction project proposals to create an initial budget and determine\noverall project feasibility utilizing a conceptual plan, electronic estimating\ntools, and historical data as required. <\/p>\n\n\n\n

2.\n Prepare preliminary cost estimates for\napproved construction projects to refine the scope of the project by revising\nor updating the conceptual budget to include detailed labor and material costs\nutilizing electronic estimating tools, preliminary plans, and specifications as\nrequired.<\/p>\n\n\n\n

 3.  Prepare\nfinal costs estimates for approved construction projects to begin development\nof contract bid documents by revising or updating the preliminary budget with finalized\nscope and design changes, labor, and materials utilizing electronic estimating\ntools, final approved plans and specifications as required.<\/p>\n\n\n\n

 4.  Complete\nquantity surveys of materials and labor required for construction projects to\ncreate accurate cost estimates utilizing plans and specifications during the\ndifferent phases of projects (e.g. conceptual, preliminary, and final) as\nrequired. <\/p>\n\n\n\n

5.\n Direct construction projects via site\nvisits to validate scope, schedule, and budget and determine the quality of\nwork performed is in accordance with project and departmental requirements as\nrequired.<\/p>\n\n\n\n

 6.  Assist\nwith the supervision, evaluation, and coordination of other estimators\u2019\nprojects by reviewing project scope to ensure project budget and timelines are\nbeing met, as directed. <\/p>\n\n\n\n

7.\n Assist with the training of estimators\non various methods of developing cost estimates for construction projects\nutilizing established policies, procedures and historical data as required. <\/p>\n\n\n\n

8.\n Estimate material and labor costs of\nconstruction projects to create cost estimates during the different phases of\nprojects (e.g. conceptual, preliminary, and final) utilizing plans and\nspecifications, electronic estimating tools, and contractor pricing, etc., as\nrequired.<\/p>\n\n\n\n

 9.  Develop\nthe total cost of construction projects by combining hard cost estimates with\nsoft cost estimates (i.e. permits, fees, and taxes) to finalize project budget\nand contract bid documents utilizing input from one or more entities (e.g.,\ndesigners, stakeholders, contractors, etc.) as required. <\/p>\n\n\n\n

10.\n Prepare unit and total costs of\ncompleted jobs to capture historical data for future use and reference of new\nprojects utilizing established database as required. <\/p>\n\n\n\n

11.\n Review and negotiate cost of proposed\nproject and scope change orders submitted by contractors to ensure department\nis receiving fair market value utilizing cost estimating tools and contract\npricing as required. <\/p>\n\n\n\n

12.\n Prepare preliminary cost estimate for\nstakeholders from small scale sketches for the development of a project budget\nutilizing cost estimating tools and contract pricing as required. <\/p>\n\n\n\n

13.\n Assist with the writing of short\nspecifications (i.e., Design and Construction Guidelines) for requisition and\ninstallation of materials in accordance with project and departmental\nrequirements as required. <\/p>\n\n\n\n

14.\n Prepare labor and material lists for\nconstruction projects to determine if all required materials are included in\nthe bid utilizing electronic estimating tools and contract pricing as required.\n<\/p>\n\n\n\n

15.\n Prepare requisition documents for labor\nand materials required for project completion utilizing established procurement\nprocedures and contract pricing as required. <\/p>\n\n\n\n

16.\n Make valuation appraisals of existing\ninfrastructure to determine feasibility of proposed project scope utilizing\nconstruction plans, specifications, and as-built drawings as required. <\/p>\n\n\n\n

17.\n Prepare written correspondence to\nprovide or request project information from designers, contractors,\nstakeholders, etc. utilizing electronic communication (e.g. email, SharePoint,\nand Request For Information, etc.) as required. <\/p>\n\n\n\n

18.\n Document\nand track completed cost estimates associated with detailed costs for labor and\nmaterials utilizing computer based programs (i.e. excel) to ensure all expenditures\nare within approved budget as required. <\/strong><\/p>\n\n\n\n

19.\n Reconcile\nproject purchase orders to ensure project remains within approved budget and\nprovide detailed funding information to the project team and stakeholders\nutilizing computer based programs (i.e. email and excel) as required. <\/strong><\/p>\n\n\n\n

20.\n Review\nplans and specifications for construction projects to identify errors,\ndiscrepancies, or omissions in accordance with project and departmental\nrequirements utilizing a computer based project tracking program as required.<\/strong><\/p>\n\n\n\n

 21.  Act as lead estimator for construction\nprojects to ensure projects are operating within scope, schedule, and budget\nutilizing effective communication and leadership skills throughout the life of\nthe project as required.<\/strong> <\/p>\n\n\n\n

22.  Conduct\nproject site visits to review existing physical conditions to ensure a thorough\nunderstanding of project construction plans utilizing visual inspections,\ntaking worksite photographic images, and general location awareness throughout\nthe life of the project as required. <\/strong><\/p>\n\n\n\n

23.  Perform\nvalue engineering of plans and specifications for construction projects to\ndetermine areas of potential cost savings and ensure final cost estimates are\nwithin budget utilizing electronic estimating tools, historical data, and\ncontractor pricing as required.<\/strong> <\/p>\n\n\n\n

24.\n Review\nofficial bid award documents to determine if the bids are within project scope\nand departmental requirements utilizing final cost estimates, plans and\nspecifications as required.<\/strong> <\/p>\n\n\n\n

25.\n Interview\nthe low bidder when a large discrepancy exists between their bid and the\nproject estimate to identify reasons for the discrepancy utilizing documented\ncommunication (i.e. written correspondence) as required. <\/strong><\/p>\n\n\n\n

26.\n Communicate\neffectively with the project team and stakeholders utilizing meetings, emails,\nconference calls, etc., to ensure all project requirements are met for scope,\nschedule, and budget throughout the life of the project as required.<\/strong> <\/p>\n\n\n\n

27.\n Maintain\na database and\/or files that contain completed construction project\ndocumentation (e.g., as-built drawings, photographs, test results, etc.) to\nretain historical project data utilizing electronic and hard copy file storage\nas required.<\/strong> <\/p>\n\n\n\n

28.\n Conduct\na project close out inspection with the project team, contractors, and\nstakeholders to identify and document punch list items for corrective action\nutilizing plans, cost estimates, and change orders as required.<\/strong> <\/p>\n\n\n\n

K4.\n Comprehensive\nknowledge<\/strong> of current wage scale for various building and construction\ntrades to identify specific types of contractors required for project and to\ndetermine costs for prevailing wage and per diem that will impact the project\nbudget. <\/p>\n\n\n\n

A2.  Detect\nerrors and discrepancies in plans and specifications to determine impact to\nproject scope, schedule, and budget.<\/p>\n\n\n\n

 A3.  Make valuation appraisals of existing\nbuildings when estimating project scope to determine if a project is feasible\nor cost prohibited. <\/p>\n\n\n\n

A4.  Write\nclear and comprehensive reports and correspondence to document project\nrequirements, cost estimates, issues, and budget tracking, etc.<\/p>\n\n\n\n
