environmental planning, analysis, and research programs in connection\nwith environmental impact studies to ensure compliance with the California\nEnvironmental Quality Act (CEQA) and environmental regulatory permits utilizing\nall applicable local, State and Federal laws, regulations and policies\nenvironmental laws, rules regulations (e.g., CEQA Guidelines, internet, etc.)\non a daily basis. <\/p>\n\n\n\n<p>2.\n&nbsp;Represent the department in the\nenvironmental planning matters of statewide significance to ensure consistent\napplication of departmental policies and procedures for planning and\nconstructing adult and juvenile justice projects during the project team\ndevelopment process utilizing Design Criteria Guidelines (DCG), CEQA Guidelines\netc., on a daily basis. <\/p>\n\n\n\n<p>3.\n&nbsp;Research programs in connection with\nenvironmental impact studies for adult and juvenile justice projects to meet\nCEQA and environmental permit requirements using the CEQA Guidelines on a daily\nbasis. <\/p>\n\n\n\n<p>4. &nbsp;Evaluate Staff performance (i.e., development probation reports and individual training plans) for subordinate staff to produce adequate environmental documents and to enhance staff knowledge of CEQA process utilizing SPB guidelines, DPA guidelines and CEQA guidelines, etc. as needed. <\/p>\n\n\n\n<p>5.\n&nbsp;<strong>Serve\nas Program Manager for compliance with CEQA for all constructions and\nrenovation projects to produce legally adequate CEQA documents utilizing CEQA\nGuidelines, relevant court cases and all applicable local, State and Federal\nlaws, regulations and policies environmental laws etc., on a daily basis.<\/strong> <\/p>\n\n\n\n<p>6.\n&nbsp;<strong>Administrate\nstatewide programs (e.g., Emergency Housing, Mental Health Care Programs etc.)\nfor construction and renovation projects including planning, organizing,\ndirecting and controlling multidisciplinary teams of both contracted\nconsultants and department staff to produce environmental document utilizing\nCEQA guidelines on a daily basis.<\/strong> <\/p>\n\n\n\n<p>7.\n&nbsp;<strong>Represent\nthe department with Federal, State, and local agencies during the environmental\nplanning process to executive management and to external stakeholders to effectively\ncommunicate departmental environmental compliance procedures utilizing CEQA\nguidelines, reports, correspondence, and meetings, etc., on a daily basis.<\/strong> <\/p>\n\n\n\n<p>8.\n&nbsp;<strong>Coordinate\nthe environmental Planning process for the adult and juvenile construction\nprojects including development of mitigation measures as well as strategies and\ninteragency agreements to ensure project compliance with CEQA utilizing CEQA\nguidelines, all applicable local, State and Federal laws, regulations and\npolicies laws, etc., as required.<\/strong> <\/p>\n\n\n\n<p>9.\n&nbsp;<strong>Develop\nand recommend policy and strategies for construction and renovation projects to\novercome issues and constraints that are specific to each project and\/or\nprogram utilizing the CEQA guidelines, Departmental Operating Manual (DOM), all\napplicable local, State and Federal laws, regulations etc., on a daily basis. <\/strong><\/p>\n\n\n\n<p>10.\n&nbsp;<strong>Represent\nthe department in public hearings and meeting with representatives of local\ncommunities to communicate the purpose and need for prison construction\nprojects and to ensure compliance with CEQA utilizing PowerPoint presentations,\nfacts sheets, exhibits, etc., as required.<\/strong> <\/p>\n\n\n\n<p>11.\n&nbsp;<strong>Provide\nManagement interface with Department of Justice and Attorney General\u2019s Office\nin order to provide support for legal challenges against environmental\ndocuments using CEQA Guidelines, all applicable local, State and Federal laws,\nregulations and policies laws, relevant court cases etc., on project by project\nbasis.<\/strong> <\/p>\n\n\n\n<p>12.\n&nbsp;<strong>Represent\nthe department in CEQA lawsuits, and assist with the preparation and review of\nvarious court documents needed to support legal case (i.e., administrative\nrecords, depositions, etc.) utilizing the CEQA guidelines all applicable local,\nState and Federal laws, regulations and policies laws, relevant court cases\netc., on project by project basis.<\/strong> <\/p>\n\n\n\n<p>13.\n&nbsp;<strong>Direct\nfield inspections of prospective project sites and make recommendations on\nthose sites in order to prepare environmental technical studies utilizing CEQA\nguidelines, all applicable local, State and Federal laws, regulations and\npolicies laws, etc., on a project by project basis.<\/strong> <\/p>\n\n\n\n<p>14.\n&nbsp;<strong>Review\nproposed legislation to determine the impact on the Department\u2019s environmental\npolicies and procedures; provides recommendation (i.e., bill analysis, etc.) on\nproposed legislation utilizing CEQA guidelines all applicable local, State and\nFederal laws, regulations and policies laws, relevant court cases etc., on an\noccasional basis.<\/strong> <\/p>\n\n\n\n<p>15.\n&nbsp;<strong>Manage\nenvironmental consultant selection process to provide environmental planning\nservices to prepare legally adequate environmental documents utilizing CEQA\nguidelines, All applicable local, State and Federal laws, regulations and\npolicies laws, etc., on a project by project basis.<\/strong> <\/p>\n\n\n\n<p>16.\n&nbsp;<strong>Managing\nthe contract amendment process by preparing scopes of services, cost estimates,\nfee proposals and participate in contract negotiations for all environmental\nconsultant contracts utilizing departmental standard
