these\ntasks.<\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><em>Task Statements:<\/em><\/strong><\/h3>\n\n\n\n<p>1.\n&nbsp;Direct the activities of professional\nstaff in the creation and\/or review of plans and designs for major buildings\nand\/or groups of buildings to complete projects and ensure compliance with\ndepartmental guidelines, California Code of Regulations, Title 24, State\nAdministrative Manual (SAM), Public Contract Code, and California Government\nCode, as required. <\/p>\n\n\n\n<p>2.\n&nbsp;Analyze client programmatic needs,\nresources, and service requests to develop project schedules and provide\narchitectural services using analytical\/research skills and computer software,\nas needed. <\/p>\n\n\n\n<p>3.\n&nbsp;Consult with other discipline\nsupervisors and management to develop project schedules and provide\narchitectural services using computer software and oral\/written communication,\nas needed. <\/p>\n\n\n\n<p>4.\n&nbsp;Develop and\/or review detailed task\nlevel fee spreadsheets to analyze project fee and\/or man-hour estimates using\ncomputer software in accordance with departmental policy and procedures, as\nneeded. <\/p>\n\n\n\n<p>5.\n&nbsp;Assign work to professional staff based\non workload volume and technical complexity to complete assignments within the\napproved scope, schedule, and budget using knowledge of effective\nplanning\/delegation and organizational skills, as required. <\/p>\n\n\n\n<p>6.\n&nbsp;Conduct construction document reviews\nthrough inter-disciplinary coordination checks for conflict, inconsistencies,\nand constructability issues to ensure construction documents meet codes,\nstandards, and program requirements using personal review, direction of\nsubordinate staff, and coordination with other disciplines, as required. <\/p>\n\n\n\n<p>7.\n&nbsp;Respond orally or in writing to requests\nfrom architects, building owners, and others on the interpretation and\napplication of access and fire and life safety regulations to provide\nconsultative services and ensure compliance using California Code of Regulations,\nTitle 24 and departmental policies, as requested. <\/p>\n\n\n\n<p>8.\n&nbsp;Develop policies and procedures for\ndepartmental and\/or statewide use to ensure compliance with California Code of\nRegulations, Title 24 by conducting research, consulting with stakeholders and\naffected parties, and communicating effectively, as needed. <\/p>\n\n\n\n<p>9.\n&nbsp;Research and\/or identify new design\nmethods for use in construction projects to ensure best design practices,\nsafety, and compliance using knowledge of construction means and methods and\nlaws and regulations, as needed. <\/p>\n\n\n\n<p>10.\n&nbsp;Provide technical support and guidance\nto professional staff during plan review and back check process to ensure\nconsistent application of codes and regulations using interpretation,\napplication, and knowledge of laws and regulations governing construction, as\nneeded. <\/p>\n\n\n\n<p>11.\n&nbsp;Review preliminary and final design\ndocuments to direct staff, correct errors, and ensure compliance using\nknowledge of construction and design, and analytical and research skills, as\nrequired. <\/p>\n\n\n\n<p>12.\n&nbsp;Participate in and\/or lead project\nmeetings to evaluate ideas and ensure strategic planning using effective\ncommunication and leadership skills, as needed. <\/p>\n\n\n\n<p>13.\n&nbsp;Prepare sketches, drawings, and outline\nspecifications for design and construction documents to develop project designs\nusing computer-aided design and drafting (CADD) software, word processing\nprograms and other software applications, as required. <\/p>\n\n\n\n<p>14.\n&nbsp;Supervise professional staff in the\npreparation of sketches, drawings, and outline specifications for design and\nconstruction documents to develop project designs using CADD software, word\nprocessing programs and other software applications, as required. <\/p>\n\n\n\n<p>15.\n&nbsp;Perform construction phase activities\n(e.g., review submittals and shop drawings, respond to requests for information\n[RFI], construction change directives, process change orders, observe progress\nof construction, etc.) to assist in the completion of construction projects, as\nneeded. <\/p>\n\n\n\n<p>16.\n&nbsp;Supervise professional staff in the\nperformance of construction phase activities (e.g., review submittals and shop\ndrawings, respond RFIs, construction change directives, process change orders,\nobserve progress of construction, etc.) to ensure compliance with the approved\nconstruction documents, as needed. <\/p>\n\n\n\n<p>17.\n&nbsp;Develop and\/or review conceptual design\nand\/or budget packages to ensure completeness, accuracy, and compliance using\nanalytical and research skills, as needed <\/p>\n\n\n\n<p>18.\n&nbsp;Supervise professional staff in the\ndevelopment and\/or review of conceptual design\/budget packages to ensure\ncompleteness, accuracy, and compliance using written and verbal communication,\nas needed. <\/p>\n\n\n\n<p>19.\n&nbsp;Observe project sites to document\nexisting conditions with sketches, photographs, field measurements and notes\nusing cameras, tape measures, and survey instruments, on a periodic basis. <\/p>\n\n\n\n<p>20.\n&nbsp;Supervise professional staff in the\nobservance of project sites to document existing conditions with sketches, photographs,\nfield measurements and notes using cameras, tape measures, and survey\ninstruments, as required. <\/p>\n\n\n\n<p>21.\n&nbsp;Revise construction documents (e.g.,\nrespond to review comments, meet with plan reviewers, etc.) to obtain final\napprovals from reviewing agencies using verbal and written communication and\ncomputer software, as needed. <\/p>\n\n\n\n<p>22.\n&nbsp;Supervise professional staff in the\nrevising of construction documents (e.g., respond to review comments, meet with\nplan reviewers, etc.) to obtain final approvals from reviewing agencies using\nverbal and written communication and computer software, as needed. <\/p>\n\n\n\n<p>23.\n&nbsp;Obtain the services of private sector\narchitectural and engineering consultants (e.g., prepare estimates of the value\nof services, prepare job advertisements, review applications and statements of\nqualifications, conduct interviews, negotiate scope of services and fees, etc.)\nto manage contracts and ensure project completion using best hiring practices,\nas needed. <\/p>\n\n\n\n<p>24.\n&nbsp;Evaluate the work of consultants for\ncompleteness, accuracy, and\/or adherence to scope, schedule, and budget to\nensure project documentation is prepared in compliance with codes, regulations,\nand program requirements using analytical\/research skills and computer\nsoftware, as needed. <\/p>\n\n\n\n<p>25.\n&nbsp;Serve as project manager for specialized\nand high-profile projects to ensure compliance with project scope, schedule,\nand budget and oversee and assist staff using project management techniques,\nverbal and written communication and computer software, as needed. <\/p>\n\n\n\n<p>26.\n&nbsp;Act on behalf of principals and\/or\nmanagers at meetings, in their absence using knowledge of the division\u2019s\nmission and operations, as directed. <\/p>\n\n\n\n<p>27.\n&nbsp;Review unit management reports to assess\nand maintain the level of productivity and financial performance required to\nmeet the division\u2019s goals using printed and electronic reports, on a periodic\nbasis. <\/p>\n\n\n\n<p>28.\n&nbsp;Review completed work assignments for\nquality, completeness, and accuracy to evaluate employee performance and ensure\nproper assignment\/project completion, on an ongoing basis. <\/p>\n\n\n\n<p>29.\n&nbsp;Develop probationary reports, Individual\nDevelopment Plans, and annual performance reviews to evaluate staff performance\nand convey expectations using effective managing, coaching, and direction in\naccordance with California Department of Human Resources (CalHR)\/State\nPersonnel Board (SPB) rules and regulations and applicable Memorandums of\nUnderstanding (MOU), as required.
