produce complete and comprehensive written reports and\ncorrespondence making recommendations on mechanical engineering issues (e.g.,\nHVAC, plumbing, instrumentation, etc.) for institutions using computer hardware\nand software, hand drafting tools, personal experience, applicable building\ncodes and departmental standards under the direction of the Principal\nArchitect, as needed. <\/p>\n\n\n\n<p>8.\n&nbsp;Supervise staff engaged in performing\nvalue engineering (i.e., cost saving analysis) on mechanical aspects of various\nprojects (e.g., buildings, roads, radio stations, etc.) to produce a report\nsuggesting ways to reduce costs using various computer hardware and software,\nhand drafting tools, personal experience, etc. applicable building codes and\ndepartmental standards under the direction of the Principal Architect, as\nneeded. <\/p>\n\n\n\n<p>9.\n&nbsp;Perform value engineering (i.e., cost\nsaving analysis) on mechanical aspects of various projects (e.g., buildings,\nroads, radio stations, etc.) to produce a report suggesting ways to reduce\ncosts using various computer hardware and software, hand drafting tools,\npersonal experience, etc. applicable building codes and departmental standards\nunder the direction of the Principal Architect, as needed. <\/p>\n\n\n\n<p>10.\n&nbsp;Supervise staff engaged in performing\nmaterial take-off and cost estimates of mechanical work on a wide variety of\nprojects (e.g., HVAC, plumbing, instrumentation, etc.) to establish costs using\nvarious computer hardware and software, hand drafting tools, personal\nexperience, current cost estimating manual, etc. under the direction of the\nPrincipal Architect, as needed. <\/p>\n\n\n\n<p>11.\n&nbsp;Perform material take-off and cost\nestimates of mechanical work on a wide variety of projects (e.g., HVAC,\nplumbing, instrumentation, etc.) to establish costs using various computer\nhardware and software, hand drafting tools, personal experience, current cost\nestimating manual, etc. under the direction of the Principal Architect, as\nneeded. <\/p>\n\n\n\n<p>12.\n&nbsp;Provide the training of engineers in the\ndesign of and preparation of mechanical aspects (e.g., HVAC, plumbing,\ninstrumentation, etc.) of drawings, specifications, estimates, construction\ninspections and field surveys in connection with the construction or\nmaintenance of a variety of engineering projects (e.g., buildings, roads, radio\nstations, etc.) using various computer hardware and software, hand drafting\ntools, personal experience applicable building codes and departmental\nstandards, etc. under the direction of the Principal Architect as needed. <\/p>\n\n\n\n<p>13.\n&nbsp;Evaluate employee performance and\nprovide feedback by monitoring work assignments and behaviors to ensure\nperformance objectives and standards are met using performance evaluation\nforms, duty statements, laws, administrative rules, policies, procedures, etc.,\nas required by the hiring authority, on an on-going basis. <\/p>\n\n\n\n<p>14.\n&nbsp;Supervise staff engaged in providing\nmechanical engineering construction support (e.g., submittal, shop drawing,\nand\/or change order reviews, etc.) to a wide variety of projects (e.g.,\nbuildings, roads, radio stations, etc.) to ensure conformity with approved\nconstruction documents using plans and specifications, personal experience,\ntechnical knowledge, applicable building codes and departmental standards under\nthe direction of the Principal Architect, as needed. engineers to produce code\ncompliant and departmental standards compliant plans, specifications and\nstudies using management skills, negotiation skills, personal experience, and\ntechnical knowledge, applicable building codes and departmental standards, etc.\nunder the direction of the Principal Architect, as needed. <\/p>\n\n\n\n<p>17.\n&nbsp;Manage projects contracted to outside\narchitects and engineers to produce code compliant and departmental standards\ncompliant plans, specifications and studies using management skills,\nnegotiation skills, personal experience, and technical knowledge, applicable\nbuilding codes and departmental standards, etc. under the direction of the\nPrincipal Architect, as needed. <\/p>\n\n\n\n<p>18.\n&nbsp;Supervise staff engaged in performing\ninspections of mechanical engineering aspects of structures under construction\nand\/or repair to ensure conformity to plans and specifications using personal\nexperience, plans, applicable building codes and departmental standards\nspecifications, etc., under the direction of the Principal Architect, as\nneeded. <\/p>\n\n\n\n<p>19.\n&nbsp;Promote the department&#8217;s Equal\nEmployment Opportunity (EEO) construction suitability using personal technical knowledge,\ndepartmental standards, building codes, and experience under the direction of\nthe Principal Architect, as needed.<\/strong> <\/p>\n\n\n\n<p>22.\n&nbsp;<strong>Perform\nthe technical design review on projects at various stages (e.g., COBCP,\npreliminary plans, working drawings, etc.) completed by in-house staff and\/or\nother entities (e.g., State agencies, private consultants, institution plant\noperations, etc.) in order to ensure conformity to building codes, departmental\nstandards, and construction <\/p>\n\n\n\n<p>23.\n&nbsp;<strong>Supervise\nstaff engaged in reviewing purchase requisitions for construction work\nregarding mechanical equipment for a wide variety of projects (e.g., buildings,\nroads, radio stations, etc.) to ensure conformity with approved construction\ndocuments using personal experience, plans and specifications, applicable\nbuilding codes and departmental standards under the direction of the Principal\nArchitect, as needed.<\/strong> <\/p>\n\n\n\n<p>24.\n&nbsp;<strong>Review\npurchase requisitions for construction work regarding mechanical equipment for\na wide variety of projects (e.g., buildings, roads, radio stations, etc.) to\nensure conformity with approved construction documents using personal\nexperience, plans and specifications, applicable building codes and\ndepartmental standards under the direction of the Principal Architect, as\nneeded.<\/strong> <\/p>\n\n\n\n<p>25.\n&nbsp;<strong>Participate\nas a representative, in formal or informal settings, regarding mechanical\nengineering matters at meetings, conferences, hearings, legal depositions, etc.,\nto obtain or provide information and\/or represent departmental interests using\ninterpersonal skills, professionalism, personal expertise, etc., under the\ndirection of the Principal Architect, as needed.<\/strong> <\/p>\n\n\n\n<p>26.\n&nbsp;<strong>Interpret\nand apply laws, rules, regulations, departmental policies and procedures, etc.\nregarding mechanical engineering issues using knowledge of laws, rules,\nregulations, departmental policies and procedure, etc., in order to apply them\nunder the direction of the Principal Architect, as needed.<\/strong> <\/p>\n\n\n\n<p>27.\n&nbsp;<strong>Handle\nsituations in the work place, in a professional and tactful manner, with a goal\nof avoiding escalation by using effective interpersonal skills per departmental\npolicies, as needed.<\/strong> <\/p>\n\n\n\n<p>28.\n&nbsp;<strong>Act\nin the absence of the Principal Architect\/Chief to ensure continued efficient\noperation of the section using personal experience, knowledge of applicable\ndepartmental standards and office procedures, etc., under the direction of the\nPrincipal Architect, as needed.<\/strong> <\/p>\n\n\n\n<p>29.\n&nbsp;<strong>Report\nproject status to the Principal Architect\/Chief using personal experience,\ntechnical knowledge, time estimate skills, knowledge of project history,
