Prior to this she was\na Supervising Personnel Selection Technician for just over one year. She has\nbeen with the department for approximately 4 years.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><em>SUPERVISING PERSONNEL SELECTION TECHNICIAN INFORMATION GATHERING<\/em><\/strong><\/h3>\n\n\n\n<p>The initial\nlist of tasks and knowledges, skills &amp; abilities statements were identified\nafter conducting a literature review which consisted of: <\/p>\n\n\n\n<p>\u2022 California\nState Personnel Board Class Specification <\/p>\n\n\n\n<p>\u2022 Consultation\nwith Subject Matter Experts<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>EDITED TASK LISTING<\/strong><\/h2>\n\n\n\n<p><strong><em>NOTE:\nEach position within this classification may perform some or all of these\ntasks.<\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><em>Task Statements:<\/em><\/strong><\/h3>\n\n\n\n<p>1.\n&nbsp;Interpret policies, procedures, and\nguidelines to provide technical assistance to department personnel using\nvarious resources (i.e., Selection\/Certification\/On-line Manuals, State\nPersonnel Board (SPB) Laws and Rules) on an on-going basis. <\/p>\n\n\n\n<p>2.\n&nbsp;Communicate in a professional and\neffective manner with others (i.e., co-workers, supervisor, programs, outside\nagencies and public) to establish effective working relationships maintaining\nconfidentiality in all situations utilizing tact and interpersonal skills on a\ndaily basis. <\/p>\n\n\n\n<p>3.\n&nbsp;Review and detail applications to\ndetermine candidates\u2019 eligibility (i.e., apply appropriate accepted\/rejected\nflag codes, etc.) to participate in the examination process utilizing\nclassification specifications, Selection Manual, SPB Laws and Rules as\nrequired. <\/p>\n\n\n\n<p>4.\n&nbsp;Create and maintain files to establish\nexam history files for future reference utilizing procedures and standardized\npolicy (DOM, SPB selection manual, retention guidelines) as required. <\/p>\n\n\n\n<p>5.\n&nbsp;Prepare labels\/envelopes\/packages for\nmailing including confidential materials (i.e., copying, faxing, addressing,\nstuffing, assembling, etc.) utilizing copiers, fax machine, sorting equipment,\netc., as directed. <\/p>\n\n\n\n<p>6.\n&nbsp;Act as a proctor to administer written\nexams to ensure that the proceedings adhere to SPB laws, rules and established\nguidelines governing the selection process utilizing proctor\ninstructions\/manuals, test materials, etc., as needed and\/or requested by\nmanagement. <\/p>\n\n\n\n<p>7.\n&nbsp;Advise\/consult with a manager to clarify\ncomplex issues in the interpretation\/application of laws and rules utilizing\nSelection\/Certification\/Online Manuals, State Personnel Board Laws and Rules\nand departmental personnel policies (DOM) as needed. <\/p>\n\n\n\n<p>8.\n&nbsp;Input data into SPB\u2019s on-line system\n(i.e., candidate application, Qualifying Appraisal Panel [QAP]\/written\nschedule, scores, location preference, tenure\/time base, etc.) to create an\nautomated data file of applicants and administer an exam for a specific\nclassification to fill vacancies within the department utilizing timeframes\nallotted through the exam process on a daily basis. <\/p>\n\n\n\n<p>9.\n&nbsp;Schedule written or QAP exams (i.e.,\nidentify and secure sites, schedule and notify candidates\/panel) to assist in\nthe administration of the exam process utilizing various resources such as time\nschedules, timeframes, location breakdown, maps, etc., as required. <\/p>\n\n\n\n<p>10.\n&nbsp;Prepare and arrange necessary\nexamination materials to be distributed and shipped timely for administration\nof exam utilizing various resources (i.e., knowledge, check list, policies and\nprocedures, etc.) as required. <\/p>\n\n\n\n<p>11.\n&nbsp;Process exam materials to establish an\nemployment list (i.e., audit materials, enter scores, notify candidates of\nfinal results, etc.) in accordance with SPB laws and rules, policies and\nprocedures and established guidelines governing the selection process,\nutilizing various personal computer software, SCO\/SPB on-line system as\nrequired. <\/p>\n\n\n\n<p>12.\n&nbsp;Provide input in the development of\nprocedures to ensure consistency in the interpretation and application of laws\nand rules and departmental policies utilizing various resources (i.e.,\nselection manual, exam\/cert manual, Title 15, SPB\/DPA laws and rules, etc.) as\nrequired. <\/p>\n\n\n\n<p>13.\n&nbsp;Review the work of staff to ensure tasks\nare adhered to correctly and accurately in order for the examination to be\nconducted in a fair and legitimate manner utilizing applicable laws, rules and\nSPB policies on a daily basis. <\/p>\n\n\n\n<p>14.\n&nbsp;Monitor the work of staff to ensure\ntasks are adhered to correctly and accurately in order for the examination to\nbe conducted in a fair and legitimate manner utilizing applicable laws, rules\nand SPB policies on a daily basis. <\/p>\n\n\n\n<p>15. \u00a0Conduct hiring interviews to select qualified individuals to perform selection duties utilizing job-related interview questions and rating criteria while promoting the department\u2019s Equal Employment Opportunity policies and practices on an as needed basis. <\/p>\n\n\n\n<p>16.\n&nbsp;Conduct reference checks for applicants\nbeing considered for hire to determine the appropriateness and relatedness of\nprior work experience to current job requirements and performance expectations\nin the work unit utilizing employee reference checklists and personnel file\nreviews on an as needed basis. <\/p>\n\n\n\n<p>17.\n&nbsp;Review examination timeframes in order\nto equally direct\/assign the workload of staff to ensure appropriate\nassignments are distributed utilizing analysis of the departmental exam plan,\nworkload hours, staff skill sets, etc. on an on-going basis. <\/p>\n\n\n\n<p>18.\n&nbsp;Assess and train staff on daily workload\nactivities to ensure compliance and appropriateness of examination processing\nutilizing various resources (i.e., selection manual, exam sample binder, Title\n15, SPB\/DPA laws and rules, etc.) on a daily basis. <\/p>\n\n\n\n<p>19.\n&nbsp;Provide feedback to staff regarding work\nperformance, both verbally and in writing utilizing probation reports, IDP\u2019s,\none-on-one consultations, etc. to create a positive work environment and assist\nstaff in successful job performance on an on-going basis. <\/p>\n\n\n\n<p>20.\n&nbsp;Conduct staff meetings to discuss\nprocess improvements and sharing of new information while promoting open\ncommunication in order to build a cohesive team environment utilizing best\npractices, resources, exam tools, etc. on an ongoing basis. <\/p>\n\n\n\n<p>21.\n&nbsp;Reinforce and reward the contributions,\naccomplishments and positive performance of staff in order to build a cohesive\nteam environment utilizing formal acknowledgements, letters of accommodation,\ncertificates, etc. on an ongoing basis. <\/p>\n\n\n\n<p>22.\n&nbsp;Resolve performance problems by planning\nand implementing measures to improve employee performance utilizing work\nimprovement discussions, counseling memorandums, letters of instruction, etc.\nin order to prevent perform personnel program functions. <\/p>\n\n\n\n<p>K3.\n&nbsp;General knowledge of the principles of\neffective supervision in order to train, plan, organize and direct staff. <\/p>\n\n\n\n<p>K4.\n&nbsp;General knowledge of a supervisor\u2019s role\nin the Equal Employment Opportunity Act and the processes available to meet\nEqual Employment Opportunity objectives in order to maintain a work environment\nthat is free of discrimination and harassment. <\/p>\n\n\n\n<p>K5.\n&nbsp;<strong>Comprehensive\nknowledge of the selection process including rules, policies and
