&nbsp;Manages the total educational program of a\nState correctional adult school or juvenile high school to ensure quality\nservices are provided to students utilizing departmentally approved curricula\nand other available resources on a daily basis. <\/p>\n\n\n\n<p>2. &nbsp;Reviews evidence based research practices and\nimplements courses of study and training programs to assist in the education\nand rehabilitation process of students utilizing various resources (e.g.\nteaching methodologies, best practices, job market analysis, State Model\nCurriculum Standards, Trade Advisory Committees, etc.) as necessary. <\/p>\n\n\n\n<p>3. &nbsp;Reviews programs for the special needs of the\nadult population (e.g., developmental disability program, disability placement\nprogram, etc.) to ensure compliance with court orders, departmental policies\nand other appropriate regulations utilizing laws, rules and court orders, etc.,\nas required. <\/p>\n\n\n\n<p>4. &nbsp;Implements Assistance Program (EAP) and other resources,\nper approved regulations, contractual agreements, policies, and procedures as\nneeded. <\/p>\n\n\n\n<p>7. &nbsp;Implements the department\u2019s education\nprogram mission on an on-going basis. <\/p>\n\n\n\n<p>11. &nbsp;Interviews and counsels students to provide\ninformation about available educational and vocational opportunities utilizing\ninterpersonal skills, knowledge, experience and various resources, per approved\nregulations, policies and procedures, as requested. <\/p>\n\n\n\n<p>12. &nbsp;Directly or indirectly serves as a member of\nvarious multi-disciplinary committees to assess student\/offender educational\nneeds and recommend education program placement utilizing assessment results,\neducational records, input from the student and other available information,\nper departmental policy and procedures, on an ongoing basis. <\/p>\n\n\n\n<p>13. &nbsp;Analyzes student performance data to determine\nthe effectiveness of the current academic and vocational programs utilizing\ndatabase\/manual systems and reference materials based on knowledge, experience\nand training, per departmental policy and procedures, on an on-going basis. <\/p>\n\n\n\n<p>14. &nbsp;Assists in the planning and supervision of the\nphysical education\/recreational programs for the adult programs to provide\nmeaningful sport and leisure activities utilizing various equipment, aids\nand\/or processes, per departmental policy and procedures, on an on-going basis.\n<\/p>\n\n\n\n<p>15. &nbsp;Prepares effective written documents for\nmanagement, staff, students, and others utilizing a variety of tools,\nequipment, aids, and \/or processes per State and Federal law and departmental\npolicy and procedures as appropriate. <\/p>\n\n\n\n<p>16. &nbsp;Maintains accurate records for historical\ndata, management systems (e.g., supervisory files, budget tracking systems,\ncredential files, memoranda, etc.) utilizing various tools, aids, equipment,\nand\/or processes per departmental policy and procedures on an ongoing basis. <\/p>\n\n\n\n<p>17. &nbsp;Participates in the development review of\nBudget Concept Statements, Budget Change Proposals, Schedule 9\u2019s, Schedule 6\u2019s,\ngrant documents and other budget requests to obtain approval and secure funding\nfor program development, necessary equipment, staffing, services, etc.,\nutilizing various resources, per departmental policy and procedures, as needed.\n<\/p>\n\n\n\n<p>18. &nbsp;Reviews, develops, implements and monitors\nprograms, for the special needs of the youthful offenders [e.g., special\neducation, English language learners, Americans with Disabilities Act (ADA),\netc.] utilizing various resources (i.e., research based programs), as required\nby State and Federal law and departmental policy and procedures. <\/p>\n\n\n\n<p>19. &nbsp;Provides on-the-job training and staff\ndevelopment on educational and institutional programs, policies and procedures,\netc. to ensure effective and consistent practices utilizing various resources\ninterpersonal skills, as per departmental policies and procedures, on an\non-going basis. <\/p>\n\n\n\n<p>20. &nbsp;Implements adopted curriculum ensuring\neffective training activities for each curricula area using various resources\nper departmental policies and procedures as needed. <\/p>\n\n\n\n<p>21. &nbsp;Provides complete and accurate status reports\nto Central Office managers on a monthly basis and as requested to ensure\nprogram accountability utilizing adopted departmental formats, per departmental\npolicies and procedures. <\/p>\n\n\n\n<p>22. &nbsp;Reviews curricula and instructional program\nimplementation to ensure program alignment with the department\u2019s adopted\ncurriculum standards using curriculum guides, lesson plans, syllabi, and other\nresources, as required. <\/p>\n\n\n\n<p>23. &nbsp;Assists in the development and\/or\nimplementation of pilot projects to test their effectiveness and validity\nutilizing appropriate resources and material as needed. <\/p>\n\n\n\n<p>24. &nbsp;Represents the department in formal and\ninformal settings, regarding educational matters at meetings, conferences,\nhearings, etc., as needed and\/or upon request. <\/p>\n\n\n\n<p>25. &nbsp;Maintains security of work areas and materials\nin the performance of daily activities and to prevent escape or injury by\nincarcerated individuals to themselves, others, or to property utilizing\nvarious resources (e.g., interpersonal skills, heightened awareness of the\nsurroundings, knowledge, various alarm systems, etc.) as dictated by departmental\npolicy. <\/p>\n\n\n\n<p>26. &nbsp;Supervises staff in the administration and\nsecurity of all educational testing (e.g., Comprehensive Adult Student\nAssessment System, Test of Adult Basic Education, General Education\nDevelopment, Standardized Testing and Reporting, California High School Exit\nExam, etc.) to ensure compliance with testing procedures, per Federal and State\ndepartmental policy, on an on-going basis. <\/p>\n\n\n\n<p>27. &nbsp;Reviews, investigates, and\/or responds to\nyouthful offender\/inmate appeals to resolve issues, provide information, and\nmake recommendations in compliance with laws, rules, regulations, policies,\nprocedures, etc. on an on-going basis. <\/p>\n\n\n\n<p>28. &nbsp;Responds to formal and informal staff\ngrievances to resolve issues, provide information, and make recommendations in\ncompliance with Federal and State laws, rules, and regulations, departmental\npolicies and procedures, as needed. <\/p>\n\n\n\n<p>29. &nbsp;Manages the educational budget by monitoring,\ntracking, prioritizing and authorizing expenditures to ensure fiscal\naccountability in accordance with departmental fiscal policy and processes on\nan on-going basis. <\/p>\n\n\n\n<p>30. &nbsp;Evaluates employee performance utilizing the\nemployee appraisal process to ensure performance objectives\/standards are met\nas required by State laws and departmental policies, on an on-going basis. <\/p>\n\n\n\n<p>31. &nbsp;Supports department-wide mandates concerning\nEqual Employment Opportunity (EEO), ADA, and other personnel practices as\ndefined by regulatory agencies and established guidelines\/policies to ensure\ncompliance, on an on-going basis. <\/p>\n\n\n\n<p>32. &nbsp;Participates in the development of local and\nstatewide education policies and\/or procedures utilizing appropriate resources\nunder the direction of departmental management and\/or control agencies, as\nneeded. <\/p>\n\n\n\n<p>33. &nbsp;Provides professional developmental to all\neducation staff to improve program effectiveness and increase student\nachievement utilizing workshops, conferences, contract trainers and subject\nmatter experts, etc., based on educational needs and as required by\ndepartmental policies, on an on-going basis. <\/p>\n\n\n\n<p>34. &nbsp;Participates in the recruitment, selection,\nand hiring process in accordance with the State Personnel Board rules and\nregulations, California Commission on Teacher Credentialing, and departmental\npolicies and procedures utilizing Office of Workforce Planning, advertisement,\ncareer fairs, etc., as needed. <\/p>\n\n\n\n<p>35. &nbsp;Serves as a member of the institution\u2019s\nexecutive team to advise on educational matters, resolve issues, provide\ninformation, options, and\/or recommendations, etc., using policies, procedures,\ninterpersonal skills, knowledge, etc., per departmental policy, as needed. <\/p>\n\n\n\n<p>36. &nbsp;Provides the direction and resources to\nfacilitate the school accreditation process and prepares for compliance reviews\nand other State and Federal reviews to ensure program accountability and compliance\nutilizing Western Association of Schools and Colleges, coordinated compliance\nreview, Special Education verification review, Federal grant program reviews\nand corrective action plans, etc. based on Federal and State requirements and\ndepartmental policy, as mandated. <\/p>\n\n\n\n<p>37. &nbsp;Manages personnel and fiscal resources to\nmaximize utilization of resources and address program needs (e.g., personnel\nyears, vacation, sick and other leave usage, utilization of space, equipment,\nexpenditures, etc.) through expenditure tracking, position control, Strategic\nPlan, etc., per departmental policy and mission, on an ongoing basis. <\/p>\n\n\n\n<p>38. &nbsp;Collaborates with institutional management\nteams to identify and remove barriers, to ensure students have full access to\nattend educational programs in order to meet student educational goals,\nutilizing student absence tracking systems and other documentation, as required\nby Federal and State laws, court mandates and departmental policy, on an\non-going basis. <\/p>\n\n\n\n<p><strong>39. &nbsp;Implements and monitors\ntraditional and alternative education programs and service delivery to provide\nan effective program supported through textbooks, ancillary materials,\ntechnology and other media (e.g., television, close circuit, computers, etc.)\nutilizing various resources, per departmental policy and procedures, on an\non-going basis. <\/strong><\/p>\n\n\n\n<p><strong>40. &nbsp;Analyzes historical and\ntrend data (e.g., student assessment, school achievement, budget documents,\nwaiting lists, etc.) to determine resource allocation, identify staff\ndevelopment needs and create\/update school plans, etc., to increase program\neffectiveness, as directed by the central office managers. <\/strong><\/p>\n\n\n\n<p><strong>41. &nbsp;Participate in the\ndevelopment of the site education program budget, in collaboration with\nbusiness managers to meet education program goals and ensure fiscal\naccountability, utilizing state
