1.  Review and interpret existing or proposed\ntelecommunications projects for departmental growth using regulations (Federal\nCommunications Commission, American Disabilities Act, Public Communications\nProvisions) and other authoritative resources (e.g., State Administrative\nManual [SAM], Departmental Operations Manual and California Department of\nCorrections and Rehabilitation [CDCR] Administrative Bulletins) as needed\nand\/or directed by management. <\/p>\n\n\n\n

2.  Ensure telecommunications project compliance\nby utilizing the scope of work (e.g., cost estimates, contracts, documents,\nComputer Aided Drawings [CAD], etc.) as needed and\/or directed by management. <\/p>\n\n\n\n

3.  Review and interpret contracts (independently\nor as a team) for procuring telecommunications goods or services for the\ndepartment using personal knowledge, stakeholder input, vendor information,\netc. as needed and\/or directed by management. <\/p>\n\n\n\n

4.  Prepare budgetary cost estimates, cost benefit\nanalysis and communications justifications to make additions, changes and\/or\nmodifications to existing systems and\/or for proposed conceptual system design\nutilizing Master Service Contracts and Master Service Agreements as needed\nand\/or directed by management. <\/p>\n\n\n\n

5.  Prepare reports for management that assess\ntelecommunications traffic by identifying any misuse of the telecommunications\nsystem utilizing system management tools, i.e., switchview, system watch and\ninmate\/ward telephone system as needed and\/or directed by management. <\/p>\n\n\n\n

6.  Research and identify (independently or as a\nteam) departmental Budget Change Proposals (BCP) in support of new system\nacquisitions and\/or existing system expansion (upgrade or replacement)\nutilizing surveys, vendors output, outdated equipment, previously published\nreports as needed or directed by management. <\/p>\n\n\n\n

7.  Prepares (independently or as a team)\ndepartmental Budget Change Proposals (BCP) in support of new system\nacquisitions and\/or existing system expansion (upgrade or replacement)\nutilizing surveys, vendors output, outdated equipment, previously published\nreports as needed and\/or directed by management. <\/p>\n\n\n\n

8.  Liaison to management, staff and vendors to\nprovide information and\/or technical expertise using departmental policy,\n(i.e., telecommunications, contracts, institutional security, etc.) and\nadministrative procedures (i.e., Electronics Industry Association (EIA) and\nTelecommunications Industry Association (TIA) Standards, CA Code, etc.) as\nneeded and\/or directed by management. <\/p>\n\n\n\n

9.  Participate (independently or as a team) in\nthe development of policies and procedures relating to the Telecommunications\nprogram of the department to ensure consistency and conformity with regulations\n(i.e., Public Utility Commission, Federal Communications Commission, American\nDisabilities Act, Public Communications Provisions) utilizing departmental\nadministrative manuals, operational manuals and administrative bulletins as\nneeded and\/or requested by management. <\/p>\n\n\n\n

10.  Participate (independently or as a team) in\nthe short or long term planning strategies relating to the Telecommunications\nprogram of the department to ensure integrity and security of telecommunication\nsystems and that departmental needs are met utilizing personal knowledge,\nstakeholder input, vendor information, etc. as needed and\/or directed by\nmanagement. <\/p>\n\n\n\n

11.  Evaluate periodically telecommunication\nsystems\/equipment\/ service and\/or their use to determine operational efficiency\nand\/or the institution\u2019s compliance with laws, rules, regulations, policies and\nwarranties utilizing surveys, reports, site visits, direct observation, etc. as\nneeded and\/or requested by management. <\/p>\n\n\n\n

12.  Make recommendations based on periodic\nevaluations of telecommunication systems\/equipment\/ services and\/or their use\nto enhance operational efficiency and\/or ensure the institution\u2019s compliance\nwith laws, rules, regulations, policies and warranties utilizing surveys,\nreports, site visits, direct observation, etc. as needed and\/or requested by\nmanagement. <\/p>\n\n\n\n

13.  Oversee any requests from management with the\ndecision on the use of, purchase and\/or installation of specialized\ntelecommunications functions and\/or new technologies, (i.e., facsimile lines,\ncellular telephones, radio, internet access, voice mail and inmate\/ward phones)\nbased upon pilot programs, studies, vendor information, etc., upon request. <\/p>\n\n\n\n

14.  Serve as technical expert and advisor to\nmanagement, staff and vendors to provide information on the use and day-to-day\nmanagement of telecommunications technology (i.e., systems, equipment, and\nservices) in support of the administrative, operational, and public safety\nmissions of the department as needed and\/or directed by management. <\/p>\n\n\n\n

15.  Guide staff to perform low level\ntroubleshooting of telecommunications systems equipment (i.e., complex multiple\ncarrying equipment, radio control equipment, inmate\/ward telephone system,\nauto-attendant and video conferencing) utilizing their personal knowledge,\nequipment manual, etc. upon request and\/or directed by management. <\/p>\n\n\n\n

16.  Instruct staff to ensure the proper use of\ntelecommunications systems equipment (i.e., complex multiple carrying\nequipment, radio control equipment, inmate\/ward telephone system and video\nconferencing) utilizing their personal knowledge, equipment manual, lesson\nplans, etc. upon request and\/or directed by management. <\/p>\n\n\n\n

17.  Respond to inquiries (internal and external)\nregarding the telecommunications program and\/or technology by providing the\nappropriate information (i.e., verbal or written) using knowledge, manuals,\nguidelines, contracts, planning documents, etc. upon request. <\/p>\n\n\n\n

18.  Respond to emergency and priority\ncommunications requests to assist institutions to resolve issues by utilizing\ntroubleshooting skills to determine proper action, (i.e., vendor assistance,\ntechnical or reference manuals, etc.) as needed and\/or directed by management. <\/p>\n\n\n\n

19.  Represent the Telecommunications Branch as\npart of the Facilities and Business Management Division Project Team (CDCR\nProject Directors, CDCR Telecommunications staff, Inmate Ward Labor (IWL),\nProject Managers), and with other stakeholders (Department of General Services,\nTelecommunications Division (DGS-TD) and Institutional Liaison staff) to ensure\nthe timely and appropriate installation of telecommunication systems utilizing\nstatus reporting, dialogue, issue resolution, etc. as needed and\/or directed by\nmanagement. <\/p>\n\n\n\n

20.  Assess the installation of telecommunications\nsystems\/equipment\/services to certify compliance with relevant Master Service\nContracts and\/or Master Service Agreements utilizing personal knowledge,\nobservation, vendor certification, etc. as needed and\/or directed by\nmanagement. <\/p>\n\n\n\n

21.  Oversee and monitor all phases of the\ninstallation of telecommunications systems\/equipment\/services utilizing\nFederal, State, Local and departmental laws, rules, regulations, codes, service-to-site\nissues, design standards and project plans to ensure the timely and appropriate\nproject completion within budget as needed and\/or directed by management. <\/p>\n\n\n\n

22.  Analyze and evaluate telecommunication project\nstatement of works and\/or project plans from service providers (i.e., vendors,\nsubcontractors, DGS, etc.) to determine recommended changes (scope of work is\naccurate, complete, includes all site-specific tasks required for each\ninstallation\/ replacement and is consistent with contract requirements) and\/or\napproval utilizing knowledge, manuals, guidelines, contracts, planning\ndocuments, etc. as needed and\/or directed by management. <\/p>\n\n\n\n

23.  Develop accurate records of telecommunication\nsystems, equipment and services (i.e., inventories, program sheets, matrixes,\ndrawings, etc.) for assigned sites or projects to assess system modifications,\ncommunicate system changes to service providers (vendors, DGS, etc.), respond\nto inquiries (internal and external) and\/or system failures, etc. utilizing computer\nprograms, filing system, etc. as needed and\/or directed by management. <\/p>\n\n\n\n

25.  Coordinate full site completion and\/or close\nout activities for each project with service providers, vendors, other state\nagencies, and the impacted program to produce an acceptance letter utilizing\ntimesheets, as-built drawings, property survey documents, vendor information,\netc. as needed and\/or directed by management. <\/p>\n\n\n\n

26.  Develop action plans and\/or schedules which\nidentify major milestone dates for critical path tasks to coordinate\ninstallation of new telecommunications systems\/equipment\/ services based on\noperational needs utilizing project management methods and tools, input from\nmanagement, vendors, stakeholders, etc. as needed and\/or directed by\nmanagement. <\/p>\n\n\n\n

27.  Monitor telecommunication system databases to\nensure systems\u2019 features and functions are tailored to the needs and\nrequirements of the program\/project utilizing program sheets, system software,\nneeds assessments, etc. as needed and\/or directed by management. <\/p>\n\n\n\n

28.  Analyze and evaluate telecommunication\nsystem\/equipment design documentation (i.e., engineering, construction and\nredline drawings, etc.) from service providers (i.e., vendors, subcontractors,\nDGS, etc.) to determine recommended changes and\/or approval utilizing\nknowledge, manuals, guidelines, contracts, planning documents, program\nrequirements, etc. as needed and\/or directed by management. <\/p>\n\n\n\n

29.  Conduct and\/or validate (independently or as a\nteam) needs assessment to identify and determine telecommunication requirements\nto develop recommendations to management or program areas utilizing stakeholder\nsurveys, existing communication system documentation, etc. as needed and\/or\ndirected by management.<\/p>\n\n\n\n
