Statements:<\/em><\/strong><\/h3>\n\n\n\n<p>1.&nbsp; Review staff reports and other relevant\ndocuments to prepare for hearings in accordance with the Administrative\nProcedures Act (APA), administrative rules, and regulations promulgated by the\nBoard of Juvenile Hearings (BJH) on a daily basis. <\/p>\n\n\n\n<p>2.\n&nbsp;Conduct hearings in county jails, state\nprisons, state juvenile facilities, and state hospitals to render a decision\nfor the protection of the public in accordance with the APA, administrative\nrules, and regulations promulgated by BJH in order on a daily basis. <\/p>\n\n\n\n<p>3.\n&nbsp;Conduct due process review for youth\ncommitted to the Division of Juvenile Justice (DJJ) in accordance with\nstatutes, regulations, and case law by reviewing all information available at\nall proceedings on a daily basis. <\/p>\n\n\n\n<p>4.\n&nbsp;Participate in parole suitability\nhearings for youth committed to DJJ to determine suitability for release on\nparole utilizing written case file information, treatment and training staff\nreports, parole placement plans, etc. on a weekly basis. <\/p>\n\n\n\n<p>5.\n&nbsp;Determine whether special conditions of\nprobation are appropriate for youth committed to DJJ in order to deter future\ncriminal behavior utilizing case factors, case law and public safety on a daily\nbasis. <\/p>\n\n\n\n<p>6.\n&nbsp;Rule on postponements of hearings for\nthe state and youth committed to DJJ due to circumstances that preclude the\nhearing from being conducted utilizing applicable statutes, regulations, and\ncase law on a daily basis. <\/p>\n\n\n\n<p>7.\n&nbsp;Act as unitary Hearing Officer during\nprobable cause, revocation, and revocation extension hearings to render a\ndecision for the protection of the public in accordance with the APA,\nadministrative rules and regulations promulgated by BJH, California Penal Code,\nand relevant case law on an ongoing basis. <\/p>\n\n\n\n<p>8.\n&nbsp;Determine disability and effective\ncommunication needs prior to all board hearings for youth committed to DJJ to\ncomply with the Americans with Disabilities Act (ADA), utilizing hearing\ndocuments and information provided on a daily basis. <\/p>\n\n\n\n<p>9.\n&nbsp;Represent the BJH in staff,\nadministrative and professional conferences to provide information to community\ninterests groups utilizing subject matter expertise when needed. <\/p>\n\n\n\n<p>10.\n&nbsp;Cooperate with groups interested in\nrehabilitation of youths committed to DJJ in order to obtain information and\nrepresent the interest of BJH utilizing interpersonal skills, professionalism\nand knowledge as directed by Executive Director or his\/her designee. <\/p>\n\n\n\n<p>11.\n&nbsp;Participate in hearings with the same\nauthority as a Governor appointed commissioner of the BJH in order to render\ndecisions for the protection of the public on a daily basis. <\/p>\n\n\n\n<p>12.\n&nbsp;Review the BJH and DJJ administrative\npolicies, procedures, and regulations to ensure a strong working knowledge\nutilizing CCR Title 15, WIC, and Case Law on an ongoing basis <\/p>\n\n\n\n<p>13.\n&nbsp;Recommend changes to policies,\nprocedures, and regulations in response to situations that may arise in\ncarrying out the duties of the Board Representative to ensure compliance and\nmaintain a strong working knowledge utilizing CCR Title 15, WIC, and Case Law\nas needed. <\/p>\n\n\n\n<p>14.\n&nbsp;Represent the BJH in multi-agency and\ninter-divisional work groups to assure the Board\u2019s interests are considered\nutilizing subject matter expertise when required. <\/p>\n\n\n\n<p>15.\n&nbsp;Conduct training for staff to develop\ntheir skills and knowledge to further the interest of the BJH as assigned by\nExecutive Officer or his\/her designee as needed. <\/p>\n\n\n\n<p>16.&nbsp; Assist on special projects including\ndevelopment of policy and procedures to further the interest of the BJH as\nassigned by Executive Officer or his\/her designee as needed. <\/p>\n\n\n\n<p>17.\n&nbsp;Observe facility treatment and training\nprograms to become familiar with the services provided to youth committed to\nDJJ by participating in treatment groups as needed. <\/p>\n\n\n\n<p>18.\n&nbsp;Participate in annual review hearings\nfor youth committed to DJJ to review their treatment, training, and adjustment\nin order to provide input as it applies to readiness to parole utilizing\nwritten case file information, statements made by youth committed to DJJ, and\nfacility staff as needed. <\/p>\n\n\n\n<p>19.\n&nbsp;Audit Board Orders in order to ensure\naccuracy of official records utilizing case files, staff reports, and hearing\ntapes as needed. <\/p>\n\n\n\n<p>20.\n&nbsp;&nbsp;Identify\nand report on problems or situations relating to policies or procedures of the\nDivision as they relate to the BJH to ensure protocols, policies, and laws are\nadhered to as needed. <\/p>\n\n\n\n<p>21.\n&nbsp;Communicate information to youth, DJJ\nstaff, and stakeholders regarding release decisions and the BJH policy\nutilizing effective communication skills and subject matter expertise on a\nregular basis. <\/p>\n\n\n\n<p>22.\n&nbsp;Interpret and apply regulations and\npolicies in State law to ensure compliance as needed. <\/p>\n\n\n\n<p>23.\n&nbsp;Deliver presentations at meetings,\nseminars, training sessions, etc., to provide education and updates on\npractices that impact the effectiveness of juvenile justice as needed. <\/p>\n\n\n\n<p>24.\n&nbsp;Prepare written documents (e.g., Annual\nand Initial Case Review Board Orders, Administrative Discharges,\nRecommendations for Probation Supervision, etc.) in order to respond to and\/or\nconvey information to the youth, probation officials, and court officials\nutilizing a personal computer, Title 15, analytical skills, etc., as needed. <\/p>\n\n\n\n<p>25.\n&nbsp;Mentor staff to promote professional\ndevelopment through ongoing guidance and direction as needed. <\/p>\n\n\n\n<p>26.\n&nbsp;Interpret court commitment orders, DJJ\nstaff reports, and BJH documents to produce a discharge decision and uphold\ncompliance with statutes, case laws, regulations, etc., utilizing working\nknowledge and policies as needed. <\/p>\n\n\n\n<p>27.\n&nbsp;Analyze forms, system data, reports,\nand\/or legal documents to uphold compliance with Secretary\u2019s Rules, statutes,\nand case laws to determine the appropriate administrative process, and provide\ninformation utilizing working knowledge, regulations, and policies as required.\n<\/p>\n\n\n\n<p>28.\n&nbsp;Carry out managerial responsibilities in\nthe work place to maintain compliance with Department-wide mandates concerning\nEqual Employment Opportunity (EEO), ADA as defined by regulatory agencies and\nestablished guidelines\/policies utilizing working knowledge, regulations, and\npolicies, etc., as required. <\/p>\n\n\n\n<p>29.\n&nbsp;Prepare documents (e.g.,\ncorrespondences, reports, policies, procedures, etc.) to request and\/or
