Investigate resource recovery, waste reduction,\nand other alternative technologies and practices to preserve natural resources\nand comply with applicable laws and regulations using departmental\nadvisories\/memos, local, state, and federal laws and regulations, environmental\nmonitoring equipment, etc., as needed.<\/p>\n\n\n\n<p>8.  Develop resource recovery, waste reduction, and\nother alternative technologies and practices to preserve natural resources and\ncomply with applicable laws and regulations using departmental\nadvisories\/memos, local, state, and federal laws and regulations, environmental\nmonitoring equipment, etc., as needed.<\/p>\n\n\n\n<p>9.  Develop policies, advisories\/memos, directives,\nprograms, etc., to comply with applicable laws and regulations using computer\nprograms (e.g., word processing, spreadsheets, internet browsers, etc.), as\nrequired.<\/p>\n\n\n\n<p>10.  Prepare project plans to alleviate the impact\nof the release of hazardous materials on the environment using departmental\npolicies\/advisories\/memos, local, state, and federal laws and regulations,\nenvironmental monitoring equipment, etc., as needed.<\/p>\n\n\n\n<p>11.  Exercise initiative in anticipating complex and\ncontroversial new issues in hazardous material and waste management and\ncontrol, to develop and recommend programs which addresses such issues using\nstaff knowledge and expertise, departmental advisories\/memos, local, state, and\nfederal laws and regulations, etc., as needed.<\/p>\n\n\n\n<p>12.  Provide research and\/or high level scientific\nevaluations on complex projects concerning public health and environmental\nprotection to produce reports, guidelines and\/or recommendations using\ndepartmental advisories\/memos, local, state, and federal laws and regulations,\nenvironmental monitoring equipment and computer programs (e.g., word\nprocessing, spreadsheets, internet browsers, etc.), etc., as needed.<\/p>\n\n\n\n<p>13.  Develop new hazardous material and waste\ncontrol methodologies and procedures for a safer work environment using staff\nknowledge and expertise, departmental advisories\/memos, local, state, and\nfederal laws and regulations, and computer programs (e.g., word processing,\nspreadsheets, internet browsers, etc.), as applicable.<\/p>\n\n\n\n<p>14.  Implement new hazardous material and waste\ncontrol methodologies and procedures for a safer work environment using staff\nknowledge and expertise, departmental advisories\/memos, local, state, and\nfederal laws and regulations, etc., as applicable.<\/p>\n\n\n\n<p>15.  Consult with environmental regulatory agencies\nto achieve compliance with applicable laws and regulations,\nInstitution\/Facility Hazardous Materials Management Plan (Business Plan), using\nonline resources, personal communication methods, etc., as needed.<\/p>\n\n\n\n<p>16.  Conduct reviews to ensure compliance with the\nCalifornia Department of Corrections and Rehabilitation using Departmental\nOperations Manual, State Administrative Manual, departmental advisories\/memos,\nlocal, state, and federal laws and regulations related to hazardous material\nand waste, as requested.<\/p>\n\n\n\n<p>17.  Administer staff training programs for\nhazardous materials\/waste management, to ensure staff proficiency and\ncompliance with applicable laws and regulations using approved lesson plans,\nstate laws and regulations, etc., as needed.<\/p>\n\n\n\n<p>18.  Participate as a trainer to familiarize\ninstitution management and staff with general knowledge of hazardous materials\nawareness, health and safety issues\/hazard communication using Departmental\nOperations Manual, State Administrative Manual, available training manuals, and\napplicable state and federal laws and regulations, as needed.<\/p>\n\n\n\n<p>19.  Develop scope of work related to hazardous\nmaterial and waste services contracts using approved contract template, the\nBusiness Information System and departmental budget, as needed.<\/p>\n\n\n\n<p>20.  Ensure implementation of hazardous material and\nwaste services using the appropriate contract, Business Information System and\ndepartmental budget, as needed.<\/p>\n\n\n\n<p>21.  Verify delivery of hazardous material and waste\nservices using the appropriate contract, Business Information System and departmental\nbudget, as needed.<\/p>\n\n\n\n<p>22.  Provide regulatory expertise to resolve issues\nrelated to hazardous materials and waste having regulatory impact on California\nDepartment of Corrections and Rehabilitation programs\/institutions using State\nand Federal regulations, Departmental Operations Manual, State Administrative\nManual, etc., as requested.<\/p>\n\n\n\n<p>23.  Conduct site visits at facilities\/institutions\nto determine issues of concern related to hazardous materials and waste\nmanagement operations and ensure compliance with applicable regulations and\nstandards using Departmental Operations Manual, State Administrative Manual,\ndepartmental advisories\/memos, local, state, and federal laws and regulations,\netc., as needed.<\/p>\n\n\n\n<p>24.  Review Safety Data Sheets and other documentation\nassociated with hazard communication to ensure a safe workplace, in accordance\nwith Title 8 of the California Code of Regulations, Section 5194-Hazard\nCommunication, as required.<\/p>\n\n\n\n<p>25. Prepare reports (e.g., Biennial Hazardous Waste\nReport, Exception Report, etc.), for State and federal agencies to maintain\ncompliance with applicable laws and regulations using computer applications\n(e.g., spreadsheets, internet browsers, forms and processes, etc.), as\nrequired.<\/p>\n\n\n\n<p>27.  Submit reports (e.g., Biennial Hazardous Waste\nReport, Exception Report, etc.), to State and federal agencies in compliance\nwith applicable laws and regulations using computer applications (e.g.,\nspreadsheets, internet browsers, forms and processes, etc.), as required.<\/p>\n\n\n\n<p>28.  Calculate the Annual Air Toxic Emissions Report\nfor the facility\/institution to participate in the Basin Air Quality Management\nPlan using data from the facility and computer applications (e.g.,\nspreadsheets, internet browsers, forms and processes, etc.), provided by the\nlocal agency, as required.<\/p>\n\n\n\n<p>29.  File the Annual Air Toxic Emissions Report for\nthe facility\/institution to participate in the Basin Air Quality Management\nPlan using data from the facility and computer applications (e.g.,\nspreadsheets, internet browsers, forms and processes, etc.), provided by the\nlocal agency, as required.<\/p>\n\n\n\n<p>30.  Ensure domestic and international hazardous\nwaste shipping manifests are properly prepared, tracked and maintained for\nproper offsite treatment\/disposal using State and Federal laws and regulations,\nas needed.<\/p>\n\n\n\n<p>31.
