Interpret\ndepartmental fiscal policies and procedures for stakeholders to ensure\ncompliance with the state rules and regulations, utilizing\nmanuals such as the State Administrative Manual (SAM), Government Code (GC),\nUniform Codes Manual (UCM), desk manuals, etc. as needed. <\/p>\n\n\n\n<p>2. Develop\ndepartmental fiscal policies and procedures for stakeholders for compliance\nwith the state rules and regulations, utilizing manuals such as SAM, GC, UCM,\ndesk manuals, etc. as needed. <\/p>\n\n\n\n<p>3. Implement\ndepartmental fiscal policies and procedures for stakeholders for compliance\nwith the state rules and regulations, utilizing manuals such as SAM, GC, UCM,\ndesk manuals, etc. as needed. <\/p>\n\n\n\n<p>4. Monitor\ndepartmental fiscal policies and procedures for stakeholders for compliance\nwith the state rules and regulations, utilizing manuals such as SAM, GC, UCM,\ndesk manuals, etc. as needed. <\/p>\n\n\n\n<p>5. Act as team\nlead for departmental peer reviews and spot audits and notify management of\nfinancial audit findings utilizing SAM, GC, rules\/regulations issued by Control\nAgencies, etc. at the direction of the Accounting Administrator III as needed. <\/p>\n\n\n\n<p>6. Review\ninternal and external departmental audits (e.g. separation of fiscal duties, internal\ncontrols, etc.) for stakeholders to provide resolution to financial audit\nfindings utilizing SAM, GC, rules\/regulations issued by Control Agencies, etc.\nas needed. <\/p>\n\n\n\n<p>7. Develop\nprocedures to correct and prevent financial audit findings utilizing SAM, GC,\nrules\/regulations issued by Control Agencies, etc. as directed by Management as\nneeded. <\/p>\n\n\n\n<p>8. Coordinate an\neffective Corrective Action Plan of audit findings for internal (peer reviews,\nspot audits, etc.) and external (Control Agencies) departmental audits to\ncorrect and prevent financial audit findings for stakeholders utilizing SAM,\nGC, rules\/regulations issued by Control Agencies, etc. as needed. <\/p>\n\n\n\n<p>9. Review\nCorrective Action Plan of audit findings for internal (peer reviews, spot\naudits, etc.) and external (Control Agencies) departmental audits to correct\nand prevent financial audit findings for stakeholders utilizing SAM, GC, DOM,\nrules\/regulations issued by Control Agencies as needed. <\/p>\n\n\n\n<p>10. Interpret\nvarious accounting reports to ensure the integrity of the departments\u2019\nfinancial condition and identify options for managements\u2019 decisions utilizing\nSAM, GC, DOM, rules\/regulations issued by Control Agencies on an on-going\nbasis. <\/p>\n\n\n\n<p>11. Coordinate\nthe development of various accounting reports to provide information and\/or\nrecommendations to program staff and management by utilizing computer accounting\nsoftware\/databases, state fiscal policies\/procedures, etc. on an on-going\nbasis. <\/p>\n\n\n\n<p>12. Provide\naccurate accounting and fiscal data to requesting management and\/or programs to\nmeet the department\u2019s objectives utilizing SAM, GC, and rules\/regulations issued\nby Control Agencies, other departmental memorandum, etc. on an on-going basis. <\/p>\n\n\n\n<p>13. Supervise the\npreparation of various monthly\/annual accounting reports for stakeholders\nutilizing SAM, GC, rules\/regulations, etc. under the direction of the\nAccounting Administrator III. 14. Review various monthly\/annual accounting\nreports for stakeholders utilizing SAM, GC, rules\/regulations, etc. under the\ndirection of the Accounting Administrator III. <\/p>\n\n\n\n<p>15. Approve\nvarious monthly\/annual accounting reports for stakeholders utilizing SAM, GC,\nrules\/regulations, etc. under the direction of the Accounting Administrator\nIII. <\/p>\n\n\n\n<p>16. Oversee the\nresolution of complex problems related to statewide issues that may impact\nprograms\/institutions within the department\u2019s financial operations for\nstandardization utilizing SAM, GC, rules\/regulations issued by Control\nAgencies, etc. as directed by the Accounting Administrator III. <\/p>\n\n\n\n<p>17. Oversee\nchanges to the financial accounting systems including the installation or\nintegration of major software applications for stakeholders to ensure effective\noperations under the direction of the Accounting Administrator III. <\/p>\n\n\n\n<p>18. Recommend\nfuture upgrades to the financial accounting system(s) (Accounts Payable,\nAccounts Receivable, General Ledger, etc.) for stakeholders to ensure stable\nperformance while in compliance with department goals and objectives under the\ndirection of the Accounting Administrator III. <\/p>\n\n\n\n<p>19. Facilitate\nmeetings\/presentations for departmental staff and clients to provide program\nknowledge, new or revised procedures and\/or policies utilizing effective\ncommunication skills, computer software\/databases, audiovisual aids, and\nhandouts at the direction of management. <\/p>\n\n\n\n<p>20. Coordinate\neffective communication with vendors, staff, and Control Agencies using the\nmost efficient technology to successfully carry out accounting office\noperations utilizing SAM, GC, rules\/regulations issued by Control Agencies,\ndepartmental memorandum, etc. as directed by the Accounting Administrator III. <\/p>\n\n\n\n<p>21. Communicate\nin a professional and effective manner with the general public, all levels of\nstaff, and Control Agencies by using interpersonal skills and tact to establish\nand maintain successful working relationships on a daily basis. <\/p>\n\n\n\n<p>22. Maintain\ncooperative relations with the general public, all levels of staff, and Control\nAgencies utilizing the most efficient technology to successfully complete their\nassignments on a regular basis.<\/p>\n\n\n\n<p>23. Identify\ntraining needs for subordinate staff (e.g., Accounting Administrator I\nspecialist\/supervisor) to implement new procedures, accounting changes, and\/or\nperform specific tasks utilizing SAM, GC, rules\/regulations issued by Control\nAgencies, etc. on an on-going basis. <\/p>\n\n\n\n<p>24. Develop\ntraining for subordinate staff (e.g., Accounting Administrator I\nspecialist\/supervisor) to implement new procedures, accounting changes, and\/or\nperform specific tasks utilizing SAM, GC, rules\/regulations issued by Control\nAgencies, etc. on an on-going basis. <\/p>\n\n\n\n<p>25. Provide\ntraining to subordinate staff (e.g., Accounting Administrator I\nspecialist\/supervisor) to implement new procedures, accounting changes, and\/or\nperform specific tasks utilizing SAM, GC, rules\/regulations issued by Control\nAgencies, etc. on an on-going basis. <\/p>\n\n\n\n<p>26. Approve\ntraining needs as requested by Accounting Office staff to allow for\nstaff\/career development and adequate training for assigned tasks utilizing\nsound management practices. <\/p>\n\n\n\n<p>27. Prepare\nemployee evaluations and appraisals including timely probationary reports,\nannual performance reports, and follow-up on Accounting Administrator\nI\/supervisors\u2019 performance as needed to continue staff development utilizing\nsound management and personnel practices. <\/p>\n\n\n\n<p>28. Coordinate\nthe Progressive Discipline process to ensure improvement of staff\nperformance\/behavior and\/or address issues of substandard performance by taking\nappropriate personnel action through informal counseling, recommend Employee\nAssistance Program, or recommend further action utilizing CCR-Title 15 and\nDepartment of Human Resources (CalHR) guidelines on a continuous basis. <\/p>\n\n\n\n<p>29. Monitor the\nProgressive Discipline process to ensure improvement of staff\nperformance\/behavior and\/or address issues of substandard performance by taking\nappropriate personnel action through informal counseling, recommend Employee\nAssistance Program, or recommend further action utilizing CCR-Title 15 and\nCalHR guidelines on a continuous basis. <\/p>\n\n\n\n<p>30. Attend\ndepartmental training classes (sexual harassment, use of force, equal\nemployment opportunity, etc.) as mandated by departmental policies and\nprocedures when announced. <\/p>\n\n\n\n<p>40.
