{"id":135,"date":"2022-12-20T15:14:29","date_gmt":"2022-12-20T15:14:29","guid":{"rendered":"https:\/\/www.cdcr.ca.gov\/community-partners\/?page_id=135"},"modified":"2023-08-17T16:39:18","modified_gmt":"2023-08-17T16:39:18","slug":"institution-awareness","status":"publish","type":"page","link":"https:\/\/www.cdcr.ca.gov\/community-partners\/volunteer-and-program-providers\/institution-awareness\/","title":{"rendered":"Institution Awareness"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Institution awareness is a requirement while at the institutions as Volunteers and Program Providers are directly interacting with inmates. Please use good judgment and follow the following guidelines: <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Do not assume, always ask.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There are safety and security issues in prisons that are foreign to most individuals, for example:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is illegal to exchange any type of gift from inmates.\u00a0 I.e soda, snack, or breath mint<\/li>\n\n\n\n<li>Prohibited items within the institutions:\n<ul class=\"wp-block-list\">\n<li>Chewing gum, pocketknives (regardless of size), cell phones, pagers, and personal digital assistants (PDAs)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Do not run while on prison grounds.<\/li>\n\n\n\n<li>Also prohibited within the institution are:\n<ul class=\"wp-block-list\">\n<li>Inappropriate displays of affections which include hugging or kissing an inmate<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Never share personal addresses or phone numbers with an inmate.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">When in doubt, don\u2019t.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Consult the Self Help Sponsor, CRM, or program supervisor if there is a question or doubt as to the appropriate course of action. If the matter is urgent, consult a correctional staff member in the area regarding the policies on institution awareness.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Institution Awareness While in Correctional Facilities:<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Inmates are felons serving time in prison.<\/li>\n\n\n\n<li>There are incidents of violence.<\/li>\n\n\n\n<li>Correctional staff members are responsible for controlling and regulating offenders.<\/li>\n\n\n\n<li>Volunteers and program providers must obey orders and follow the directions from uniformed custody staff, CRM and CRM office Staff.<\/li>\n\n\n\n<li>Volunteers and program providers must not interfere with the correctional staff\u2019s responsibilities or the institution\u2019s rules, regulations, or routines.<\/li>\n\n\n\n<li>Always carry a whistle while on grounds.<\/li>\n\n\n\n<li>Volunteers and Program Providers must know and clearly understand what service they are providing.\u00a0 Staff must know and clearly understand the types of service volunteers and program providers are performing.<\/li>\n<\/ul>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"611\" height=\"433\" src=\"https:\/\/www.cdcr.ca.gov\/community-partners\/wp-content\/uploads\/sites\/205\/2022\/11\/institution-awareness.png\" alt=\"Instituion Awareness\" class=\"wp-image-264\" srcset=\"https:\/\/www.cdcr.ca.gov\/community-partners\/wp-content\/uploads\/sites\/205\/2022\/11\/institution-awareness.png 611w, https:\/\/www.cdcr.ca.gov\/community-partners\/wp-content\/uploads\/sites\/205\/2022\/11\/institution-awareness-300x213.png 300w\" sizes=\"auto, (max-width: 611px) 100vw, 611px\" \/><\/figure>\n<\/div>\n\n\n<h3 class=\"wp-block-heading\">No Hostage Policy<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">CDCR does not recognize hostages for bargaining purposes. All prison inmates, visitors, non-employees and employees should be aware that CDCR has a \u201cno-hostage\u201d policy. For further information regarding institution awareness please contact your CRM.\u00a0 You may also refer to Penal Code Sections 5054 and 5058, and California Code of Regulations, Title 15, Section 3304.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Personal Possessions<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Volunteers and Program Providers may use state driver\u2019s license or state-issued identification cards to gain access into prisons. Unless necessary, leave all other personal possessions in a locked vehicle out of sight (i.e. trunk) or at home. Upon entry the following personal items I.e keys, purses, lunches, wallets and briefcases will be searched. Please obtain permission before bringing medications on grounds and display medications openly.\u00a0 Please minimize items brought into the institutions to what is needed while inside the prison.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Parking<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Park only in designated marked areas. Failure to comply may result in losing the privilege of parking on institutional grounds.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Contraband<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Contraband are items that are not approved by the institution for inmates to have in their possession. These include but are not limited to guns, alcohol, knives, chewing gum, etc. Contraband is anything not approved by the institution for inmates to have in their possession.\u00a0 The items included but are not limited to guns, alcohol, knives, chewing gum, etc. Please seek the guidance of a supervisor, the CRM, program sponsor or any uniformed custody supervisor when in doubt. All program materials must be cleared by the CRM prior to the allotted time frame. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Gates and Security<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Officers stationed at gates are responsible for identifying and verifying all individuals passing through their area. Additionally, officers are responsible for conducting extensive searches on all vehicles, packages, bags that pass through their respective security area. When an officer at the gate is processing a line of inmates through the gate, do not distract or otherwise interrupt them during the performance of vital security functions.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Sign-In\/Sign-Out Policy<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">It is mandatory for all volunteers and program providers to sign in and sign out for every service\/program. Following every shift, the list of volunteers and program providers will be verified and accounted for all individuals entering the institution. Failure to sign out may result in an unnecessary missing persons search. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Emergencies<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Volunteers and Program Providers will be required to obey all orders, commands, directions, and instructions given by uniformed custody officers, CRM\u2019s or anyone employed by the Department.\u00a0 This is for the safety of volunteers and program providers, others and also for the institution itself. If volunteers and program providers aren\u2019t able to assist during an emergency,\u00a0do not interfere with uniformed officers responding to the emergency. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When inmates are ordered to \u201cget down\u201d, this does not apply to staff members, Volunteers or Program Providers.\u00a0 Volunteers and Program Providers shall be in possession of a whistle at all times while on prison grounds.
