On March 22, 2021, the California Department of Corrections and Rehabilitation (CDCR) and California Correctional Health Care Services (CCHCS) demobilized the Department Operations Center (DOC) and transitioned to the COVID-19 Support Team (CST) in response to the drop in active COVID-19 cases within the institutions. With the recent emergence of the rapidly spreading Omicron variant, CDCR and CCHCS have made the decision to reactivate the DOC on a smaller scale patterned after the CST model.
Effective January 6, 2022, the reactivated DOC is in full operation with current hours of 0800 to 1700 hours daily, Monday through Friday. As with the last activation, the DOC has been activated as a precautionary measure. It is not a requirement to activate your local Incident Command Post (ICP) at this time.
For reporting and reimbursement processes, all institutions are expected to continue tracking expenditures related to COVID-19. Please continue the current process utilized by your institution for procuring Personal Protective Equipment (PPE). If you are unable to obtain emergency PPE, space, and/or equipment needs, these should be requested through ICS 213 Resource Request Message Form and routed to the DOC inbox. All necessary Executive signatures should be obtained prior to submittal.
The DOC has been activated as a support to the institutions. Please continue to follow your institutional Chain of Command to include your Associate Director (AD) and/or Regional Health Care Executive (RHCE) as indicated in the December 30, 2021 memorandum Communication Pathways for Institutions. If your Chain of Command still needs clarity, your institution’s Warden, Health Care Chief Executive Officer (CEO), their designee, your local ICP, or the ADs/RHCEs can contact the DOC.
