Executive Officer

The Executive Officer is the administrative head of the BJH, and is responsible for managing the daily operations and implementing policies.

Rachel Stern was appointed to the Board of Juvenile Hearings by Governor Brown in September 2016. Prior to her appointment she was a youthful offender parole board representative from 2010 – 2016 conducting hearings for the Board of Juvenile Hearings. She served as staff counsel in CDCR’s Office of Legal Affairs from 2007 – 2010, where one of her primary duties was monitoring implementation of the remedial plans regarding conditions and programs in the Division of Juvenile Justice pursuant to the Farrell v. Brown litigation. Ms. Stern was in private practice in the Sacramento area from 2005-2007. She was chief of staff in the office of Missouri State Representative Tim Harlan from 1997 – 2000. Ms. Stern earned a Juris Doctor from the University of Missouri – Columbia School of Law.
